AMENDMENT #1

Administrative and Other Support Services Contract Solicitation Number: HT9404-13-R-0003 Description: Q&A and other clarifications Q&A

1. Evaluation Factors, Section II – Key Personnel, Page 9. This section states “The contractor and primary liaison will be located within a proximity which allows full support for the technical and administrative requirements of the contract. The contractor representative will assist USU Contracting personnel in hosting on-site training for Government Personnel on best-practices for utilizing this contract vehicle. Proposed liaison should exhibit expertise, tact, persistence and a strong commitment to customer service.”

Q1: Does this mean that the Contractor and Primary liaison must be located within close proximity to The Uniformed Services University in Bethesda, MD? If so, what does USU consider as close proximity?

A1: The primary liaison shall be available to meet with new contractor employees, meet with existing contractor employees as the need arises, and will assist USU Contracting personnel in hosting on-site training for Government Personnel. Historically public areas around USU have been made available for meeting with employees and training sessions will utilize conference rooms at USU.

Q2: Can a Contractor propose opening a satellite office in the Bethesda, MD area to support the technical and administrative functions of this contract or must the Contractor currently be established within proximity of the USU?

A2: It is up to the Contractor to decide how best to perform the requirements of this contract. However they are expected to perform the requirements as outlined in the statement of work and as detailed in A1 above. All administrative and overhead costs must be built into multipliers and will not be considered as a separate line item.

Q3: As resume required, could you please let how many key personnel are required under this requirement, do we need to submit resumes of all required key personnel?

A3: Per the solicitation: Contractor must provide the resume of a company representative who will act as the primary liaison for USU Contracting Officer, Contract Specialists and Government POC’s. Offerors may provide resumes for other positions the offeror feels are necessary for successful performance.

Q4: The solicitation states that we must apply for a facility security clearance prior to submitting our proposal and UHS may sponsor one. What is the process to initiate this process.

Q4(a): A facility clearance usually takes approximately from 60-90 days to be processed. Would you please clarify Item f) pg. 9 of 14, regarding security clearance as it relates to USU will sponsor if necessary.

Q5) Is there or was there a previous contract for the exact services?

Q7) What is the dollar value of the current contract?

A7) The Contract Ceiling amount is $20,000,000

Q8) What was the period of performance of the contract?

A8) 05/01/2008 – 07/30/2013

Q9) Does this solicitation reflect exactly as the previous contract?

A9) No. The statement of work is updated to incorporate current practices and SOP’s were used in the development of the current solicitation. Clarifications

1) RFP Pg. 7 of 14 reads:

VII. Transition of Existing Contractor Employees:

Current task orders will continue to completion at which point a new task order will be issued. Contractor may recruit current contractor employees based on availability however current SCA contractor employees must be provided the right of first refusal. New task orders will be awarded with the wage determination that is in effect at the anniversary of the contract award date.

RFP Pg. 7 of 14 is Amended to read:

Current task orders under the existing contract will continue to completion.

2) RFP Pg. 7 of 14 reads:

VIII. DoD-wide Contractor Manpower Reporting Requirements:

The contractor shall report ALL contractor labor hours required for performance of services provided under this contract for USU via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil.

RFP Pg. 7 of 14 is Amended to add the following language The Office of the Secretary of Defense, Personnel and Readiness has advised, that the availability of the eCMRA has changed. The responsible parties are working through issues to get the 4th Estate eCMRA instance released. There is no firm date. The webpage has been changed to show that the system will be “online soon”; however once the eCMRA is available, the awardee will be required to perform the duties as stated above.

3)RFP Pg. 9 of 14 reads:
f)A secret facility clearance is required prior to award. Provide a copy of your certificate with the proposal. If you do not possess a secret facility clearance you must apply prior to submitting your offer. USU will sponsor if necessary.
RFP Pg. 9 of 14 is Amended to read:
f)If you possess a secret facility clearance please provide the certificate with your proposal. If the awardee does not possess a secret facility clearance USU will sponsor their application.

Offerors may submit questions, to include clarifications, in reference to any areas of the Request for Proposal (RFP) or Amendment #1.

Questions must be submitted via email to both the primary contract specialist, with a copy to the secondary contract specialist. All questions must be submitted as a Word attachment to the email.

Questions submitted by any means other than email will not be answered.

Questions must identify the RFP section and page number.

All questions must be submitted by 5:00 p.m. (EST) on May 24, 2013. Questions submitted after this date will not be answered. You will receive a confirmation email that your questions were received.

Questions will be answered and posted as an amendment to the solicitation on FedBizOpps. It is anticipated that all questions will be answered by 5:00 PM EST May 30, 2013.

As previously stated, no questions will be answered via telephone.
