Questi QUESTION RECEIVED FROM OFFEROR Relevant Contract Section FINAL GOVERNMENT RESPONSE TO OFFERORS
140 What are the number of stabilized patient transfers for the last three years? C.2.4.1.1/Attach L-9
This information is not routinely gathered or maintained by the Government; therefore, this request for additional data cannot be accommodated. Offerors should apply their best business judgment and draw their own conclusions based upon the detail-level claims data already provided.
Will the DHA please provide administrative workload volumes related to the number of beneficiaries in an MCSC case management program for each of the last 3 years? Will the DHA please identify the number of cases related to ECHO, transplants, behavioral health, and other special conditions? Will the DHA please also identify the number of ADSMs in a case management programs managed by the MCSC? C.2.4.5 / Attach L-9
The Government does not consistently collect all of the data elements identified in your question;
therefore, no additional data will be provided. Offerors should apply their best business judgment and draw their own conclusions based on the detail-level claims data previously provided.
Will the DHA please provide administrative workload volumes related to the number of beneficiaries in each of the required chronic care/disease management programs (cancer, asthma, heart disease, diabetes, chronic obstructive pulmonary disease (COPD), and depression and anxiety disorders) for each of the last 3 years, including number of cases by risk stratification level if available? Will the DHA please also identify the number of MTF enrollees referred to an MCSC DM program for each of the last 3 years? C.2.4.6 / Attach L-9
The Government does not consistently collect all of the data elements identified in your question.
Therefore, no additional data will be provided. Offerors should apply their best business judgment and draw their own conclusions based on the detail-level claims data already provided.
The response to Question 254 stated that offerors should mark a Past Performance Questionnaire (“PPQ”) to indicate the region to which the PPQ applies prior to providing to a client. In the case of offerors who are currently providing support on a subcontract basis to another potential offeror, marking the PPQ in this way prior to providing to a client has the potential to enable the prime contractor to gain some insight into the subcontractor’s bid strategy for the T2017 contract (namely, the regions on which it intends to bid). To protect against such an inadvertent disclosure of bid strategy, is it permissible for offerors to mark the PPQ with a specific region after it has been filled out by the client, but prior to being submitted by the offeror to DHA as part of its past performance proposal? Reference is made to L.7.8, which indicates that offerors are permitted to submit the PPQ to DHA themselves along with their past performance proposals. See Section L.7.8 (“If not returned directly to DHA by the client, the Offeror shall include the completed questionnaire(s) in the past performance proposal.”) L.7
The response to Question 254 does not preclude the method you propose. Offerors may, if they desire, mark the questionnaires with the applicable T-2017 Region after receipt by the client, and then submit these with the past performanec proposal in accordance with RFP Section L.7.8.
Whether questionnaires are submitted directly by the client or by the offeror, they must be marked with the applicable T-2017 region when they are received by DHA.
