Question Number QUESTION RECEIVED FROM OFFEROR Relevant Contract Section FINAL GOVERNMENT RESPONSE TO OFFERORS
May we include 11x17 pages if doing so will improve clarity of a graphic (e.g. IT architectural overview, pages from the populated IMS)? L.4.3.
11x17 pages are allowable for Volume IV, Price/Cost spreadsheets.
If an Offeror submits Attachments L-5e/L-5w, all spreadsheets should be formatted for printing as to allow for legibility.
Within the Section "INTERNAL AUDITS AND MANAGEMENT CONTROL PROGRAMS": "Within one year of the start of health care delivery (SHCD), and any time a new function is added to requirements, contractor management shall perform vulnerability assessments in accordance with the Office of
Management and Budget's (OMB's) Circular A-123." Will DHA please define vulnerability assessment as it is used in this context, as it is normally an A-130 Circular and there no formal definition in A-123 that specifically identifies the various tests from a non-technical application standpoint? TOM Ch. 1, Section 4
This requirement will be deleted. Offerors should take that into consideration when preparing proposals.
Can DHA provide a the Referral Management Suite (RMS) Interface Control Document (ICD)/System
Design Document (SDD) to enable Offerors to understand the technical requirements for integration? TOM Chp 2 Section 7
Attachment J-20, Interface Control Document Integrated Clinical
Database Baseline (ICDB), ACCFS1107_SAIC.docx is provided as an attachment to address the interface between the Composite
Health Care System (CHCS). As for the RMS portion, the following is provided: the contractor will be required to be able to receive, acknowledge, and respond to HIPAA 278 transactions received from the proprietary MHS referral system. The Referral
Management System Interface Control Document is not approved for release at this time.
Attachment L-1 does not include a reference to C.2.9. Under what subfactor should this statement of work requirement be addressed? L. Attachment L-1
Offerors are not expected to provide a technical proposal for
Section C.2.9. This was not included in Attachment L-1 because there is no subfactor assoicated with Program Integrity.
This question seeks clarification of the rules for submission of Past Performance
Questionnaires (PPQs) for contractors submitting proposals for both the East and West regions for T2017, and whose PPQs may already have been submitted directly to the
Contracting Officer, as required by the statement on the Questionnaire. Does the
Government expect a separate set of Questionnaires to be submitted to accompany each
Contractor proposal (East & West), even though the Questionnaires will be exactly the same for both proposals, or will the Contracting Officer make copies of Questionnaires already submitted to him for use during evaluation of the contractor’s proposal for the second region? L.7.8
Section L.4 clearly states that offerors are to submit separate proposals for each region they choose to provide an offer. The assumption in this quesiton is that all questionnaires will be the same for both regions should an offeror submit proposals in both regions; however, this will not be assumed by the Government.
Offerors are advised to clearly state within the questionnaire to which region the questionnaire applies. Offerors are advised to ensure already submitted questionnaires contain this identification and if it was not clearly marked that each of the questionnaires be resubmitted indicating the region for which the questionnaire applies.
