About this file
This is a Notice of Solicitation Amendment that modifies the original Request for Quotations (RFQ) for Exhibit Fabrications supporting the National Museum of Health and Medicine (NMHM) at Silver Spring, Maryland. The Defense Health Agency Contracting Activity (DHACA) Healthcare Contracting Division Northeast (HCD-NE) has revised the award structure from a single Blanket Purchase Agreement (BPA) to establish up to two (2) multiple-award BPAs with responsible offerors whose conforming quotes are determined most advantageous to the Government. The solicitation number is HT0014-26-Q-E018, with an original closing date of August 14, 2026 at 10:00 AM EST. The estimated total program volume is $350,000.00 as a cumulative shared ceiling across all BPAs over the five-year period of performance, or until the ceiling is reached, whichever occurs first. There is no minimum guarantee of work or minimum BPA Call value.
The amendment establishes ordering procedures for the multiple-award structure whereby individual calls under $25,000.00 will be paid using a Government Purchase Card (GPC) by authorized ordering officials and placed based on equitable rotation, turnaround time, or specialized exhibit capability. Vendors must accept GPC payment without surcharges. Individual calls of $25,000.00 and above will be competed between the two BPA holders through Call Requests for Quotation (CRFQs) and executed via formal written order. All subsequent orders placed against the agreements will be awarded on a Firm-Fixed-Price (FFP) basis. Timely offerors who submitted conforming quotations by the original August 14, 2026 deadline are being provided an opportunity to confirm existing quotations or submit revised pricing reflecting the multiple-award structure. The deadline for submitting questions regarding this amendment is Friday, September 18, 2026 at 10:00 AM EST, directed to Judith Meynard at judith.s.meynard.ctr@health.mil.
