About this file

This document is a Blanket Purchase Agreement (BPA) addendum establishing a master agreement between the Defense Health Agency (DHA), Defense Health Agency Contracting Activity (DHACA) Healthcare Contracting Division Northeast (HCD-NE), and a contractor for museum exhibit fabrication services supporting the National Museum of Health and Medicine (NMHM) at Silver Spring, Maryland. The BPA is effective through September 29, 2031, with no minimum guarantee of funds or work volume, though the Government estimates total purchases may reach $350,000.00. The agreement does not obligate any funds at execution; obligations occur only through properly executed individual Call orders placed by authorized government personnel.

The contractor shall provide exhibit fabrication services including production of moderate-sized exhibitions, museum cases and furniture, refurbishment and additions to existing exhibitions, traveling and loaned exhibitions, and transportation and storage of exhibition structures. Pricing is based on the contractor's established price list, subject to Contracting Officer review for any proposed changes submitted with 30 days' notice. Orders up to $25,000.00 are paid via Government Purchase Card (GPC), with the contractor bearing all GPC transaction service charges; orders exceeding $25,000.00 require DHA Contracting Officer execution and payment via Wide Area Workflow (WAWF). Only specifically authorized government personnel identified in writing may place Calls, each with individual dollar limitations (up to $100,000.00 for the Contracting Officer). The contractor must submit separate invoices per Call order accompanied by delivery tickets containing supplier name, BPA number, Call number, itemized supplies with quantities and unit prices, and delivery date. Authorized government ordering individuals must submit quarterly call reports by the fifth business day following each fiscal quarter.
