The following have been added by full text:
QUESTIONS & ANSWERS 03
HT001419R0021 Q&As 03
Question 1: Amendment 0001/page 13, Factor II: Compensation Plan, (c). The solicitation states “the technical information shall include the company’s name, address, individual names, CAGE Code, DUNS number on the first page.” What is the Government considering as “the first page” of the Proposal (Cover, Transmittal Letter or Other)?
Answer 1: Please refer to Amendment of Solicitation NO. 0002, Addendum to FAR 52.212-1, Factor III: Compensation.
Question 2: Amendment 0001/page 13, Factor II: Compensation Plan, (c); and page 14-15 of 18, Table. It is not clear what the statement, “the technical shall not exceed 10 pages (page count does not include the offeror’s completed Compensation Matrix)” is referencing. This 10-page limit does not align with any of the page limitations referred to in the Table on page
14. Please confirm page limitations for the Compensation Plan and the entire proposal.
Answer 2: Please refer to Amendment of Solicitation NO. 0002, Addendum to FAR 52.212-1, Factor III: Compensation.
Question 3: Amendment 0001/page 14, paragraph (i). The Government excludes Volume Cover Pages, Table of Contents, Summary of Section, Glossaries, and Blank Pages from page count. Will the Government also consider excluding a Transmittal/Cover Letter from page count?
Answer 3: Please refer to Amendment of Solicitation NO. 0002, Addendum to FAR 52.212-1, Factor IV: RFP Documents (h).
Question 4: Amendment 0001/page 14, paragraph (i). The Government excludes Volume Cover Pages, Table of Contents, Summary of Section, Glossaries, and Blank Pages from page count. Will the Government also consider excluding Breaker Pages and Dividers that will callout Attachments and serve to separate the Attachments from the rest of the content within a Volume?
Answer 4: Please refer to answer 3.
Question 5: Amendment 0001/page 14, paragraph (i). The Government references Volume Cover Pages, Table of Contents, Summary of Section, Glossaries, and Blank Pages. Will the Government explain what is meant by Summary of Section and specify which Volume the Summary of Section belongs?
Answer 5: A summary of section, is a brief statement or account of the main points of a section. Amendment of Solicitation NO. 0002, Addendum to FAR 52.212-1, Factor IV:
RFP Documents (h) applies to all volumes.
Question 6: Amendment 0001/page 14-15 of 18, Table. The last paragraph on page 14 states that “Offerors shall provide two separate electronic copies of their proposals. Copy One (1), Un‐Sanitized; Copy Two (2) Sanitized s”. This contradicts the table on pages 14 - 15 which says that only Volumes I (Pricing) and III (Compensation) require a sanitized copy. Please confirm which Volumes actually require a sanitized copy. Do all Volumes of the Proposal require both a sanitized and unsanitized copy?
Answer 6: Please refer to Amendment of Solicitation NO. 0002, Addendum to FAR 52.212-1, Factor IV: RFP Documents (h) regarding which volumes require a sanitized and unsanitized copy.
Question 7: Amendment 0001/page 14-15 of 18, Table. The table on page 14-15 of 18 says that Volume IV, RFP Documents has a 10-page maximum. Given the length of a number of required elements (e.g., Representations and Certifications, Collective Bargaining, Letter of Credit) in Volume IV, will the Government consider removing the page limitation?
Answer 7: Please refer to Amendment of Solicitation NO. 0003. Addendum to FAR 52.212-1, Factor IV: RFP Documents (h).
Question 8: Amendment 0001/page 14-15 of 18, Table. Given the size of the electronic files for both the Representations and Certifications, and Collective Bargaining Agreement, will the Government allow Offerors to refer to them as attachments to Volume IV and submit these documents as electronic files “separate” from the file for the rest of Volume IV?
Answer 8: Please refer to Amendment of Solicitation NO. 0003. Addendum to FAR 52.212-1, Factor IV: RFP Documents (h).
Question 9: The solicitation sections for Addendum to FAR 52.212-2 and EVALUATION FACTORS list two different sets of evaluation factors. One lists Factor IV: RFP Documents as an evaluation factor. Is Factor IV: RFP Documents actually an evaluation factor. If so, please describe how this factor will be evaluated.
Answer 9: Please see Addendum 52.212-2 (d) The government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the government, price and other factors considered. The following factors will be used to evaluate quotations:
• Price
• Past Performance
• Compensation Plan
• Letter of Credit
Question 10: Amendment 0002 identifies Attachment 2 as a Labor Category Minimum Compensation Matrix. However, Attachment 2 is a compensation matrix, not a Labor Category Minimum Compensation Matrix. Please clarify whether offerors are required to submit a Labor Category Minimum Compensation Matrix and whether the Government will provide the matrix. If the Labor Category Minimum Compensation Matrix is not required with the Government delete it from the evaluation factors?
Answer 10: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 11: There are several of the Labor categories in Tab A Compensation Matrix where the number of hours does not appear to be 1920 times the number of FTEs. For example, 0003 Concierge Customer Service Representatives (WRNMMC), lists annual hours as 78,732 for 41. Checking the calculations as instructed, 1920 X 41 FTEs calculates to 78,720 or 12 hours less for 41 FTEs. Is there overtime or is this an error? Should we correct or will you be proving a modified in an amendment?
Answer 11: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 12: For 0004 CSR III* CDO Desk (@ WRNMMC), it lists annual hours as 17,520.
Checking the calculations, 1920 X 9 FTEs calculates to 17,280 so there are an extra 240 hours. By expanding the number of decimals for column E, I noticed that there are 9.13 FTEs listed. Is there an additional PT FTE we should be addressing or is this a rounding error?
Should we correct or will you be proving a modified in an amendment?
Answer 12: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 13: For 0006 Patient Transport Dispatch (@ WRNMMC), it lists annual hours as 10,290 for 5 FTEs. Checking the calculations, 1920 X 5 FTEs calculates to 9,600 hours so there are an extra 690 hours. Again, by expanding the number of decimals for column E, I noticed that there are 5.36 FTEs listed. Is there an additional PT FTE we should be addressing or is this a rounding error? If 5.36 FTEs is correct the annual hours should be 10,291.20. Can you please clarify?
Answer 13: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 14: For 0007 Patient Transport (@ WRNMMC), it lists annual hours as 36,462 for 19 FTEs. Checking the calculations, 1920 X 19 FTEs calculates to 36,480 hours so it is short 18 hours. Expanding the number of decimals for column E, there are 18.99 FTEs listed. Is this a rounding error? Can you please clarify what numbers we should use so that all are calculating correctly?
Answer 14: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 15: For 0009 Environment of Care Rover (@ WRNMMC), it lists 15 FTES with 8,760 to share amongst the Part Time FTEs. Expanding the number of decimals for column E, there are 14.56 FTEs listed. Is this a rounding error or should we plan on 14.5 Part Time FTEs? Please clarify?
Answer 15: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 16: Tab A Compensation Matrix: In the previous version there was a column title “Fully Loaded Annual Salary of All FTEs” which was we believe changed to column S which is the total of column R (fully loaded Hourly) times the number of hours per CLIN (column F). This raises the question, are all the other columns G – R supposed to be calculated based on one (1) FTE? This is the Compensation Matrix, are you trying to evaluate the overall factors against each Job Title for each single FTE? Just not sure what for example, the FICA for all 41 FTEs for CLIN 0003 would provide to you? Can you please clarify?
Answer 16: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2. Please see Addendum to FAR 52.212-2.
Question 17: Checking the formula for Column S row 19, 33, 47, 61, and 75 the Sum does not include the value for the Optional CLIN 0011 for Concierge Customer Service Representative III* (@ JBA) rows 18, 32, 46, 60, and 74 respectively. Should this CLIN be included in the totals? If so, is the Government going to provide an updated Matrix?
Answer 17: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 18: In Column D, rows 8 – 18, you provided the ‘acceptable’ base hourly rates for the different occupation specialties. Can you please clarify if this “acceptable’ base hourly rate already includes the HEALTH & WELFARE EO 13706 amount for the Customer Service Representative (CSR) categories I, II, and III?
Answer 18: Please refer to Amendment of Solicitation NO. 0001 Question 10, Answer Revision 1.
Question 20: Tab B – Price Columns C, F, I, L, and O have the same issues as Tab A Compensation Matrix for the # of hours. Please clarify if you are going to adjust the hours on both Tabs?
Answer 20: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 21: As we input the formulas in row 15 for the total yearly Costs per period, can you clarify if we should include Row 14 X011 in the total as it was not included on Tab A?
Answer 21: Please refer to the updated Labor Category Minimum Compensation Matrix (Attachment 2) Revision 2.
Question 22: On Amendment 002, the following response was given: Question 36, Answer Revision 1: Yes, the Customer Service Representative (CSR) labor category is applicable to Wage Determination Nos.: 2015-4269 Revision 12 & 2015-4281 Revision 16. Is the Wage Determination applicable to all labor categories in the solicitation or only the designated CSRs?
Answer 22: Please refer to the wage determinations to determine the applicable labor categories.
Question 23: On Amendment 002, the price sheet includes the incorrect number of FTEs for the "Environment of Care Rover" considering the number of hours provided. It should only be 5 (4.56 rounded). Please advise.
Answer 23: Please refer to PWS section 7.3, attachment 2.
Question 24: Will DHA offer clearance sponsorship as required for Tier 3?
Answer 24: No, please refer to PWS section 1.17.
