QUESTIONS WITH ANSWERS

Questions received during solicitation with Answers Provided

1. QUESTION: Is this an existing requirement? If so, please provide the current contract number(s) and name(s) of the incumbent contractor(s).

ANSWER: Yes, The information will only be release to the awardee.

2. QUESTION: If this is an existing requirement, for which positions are incumbent HCWs currently performing services?

ANSWER: All the positions are currently filled by the incumbent.

3. QUESTION: Can you identify who the current incumbent company is?

ANSWER: The information will only be release to the awardee.

4. QUESTION: Does this acquisition have a waiver from being competed through the MQS vehicle under Section 727 of the NDAA for FY17 and, if so, does the waiver extend through all four option years of the resultant contract?

ANSWER: Yes.

5. QUESTION: Can the government provide the applicable wage determination for this requirement?

ANSWER: The Government does not associate any of the labor categories being solicitated as being applicable to the Department of Labor’s (DOL) Wage Determination (WD).

6. QUESTION: In paragraph (c) on pg 83 it states “No escalation may be included for positions deemed to be covered by the SCA”. Does this mean we cannot escalate SCA positions or we may not?

ANSWER: IF a solicited labor category were identified as DOL SCA applicable, there should be no escalation to that applicable Option Year labor category price by the offeror, until the DOL revises the WD (subsequent to award), increasing the hourly ‘rate’ (or increase to health & welfare rate) for the applicable labor category. Then, based on the DOL WD revision (e.g. increasing the rate) a request for equitable adjustment (IAW DFARS clause 252.243-7002) could be sought by the contractor, citing the DOL WD revision with rate change(s).

7. QUESTION: What is the applicable FAR clause prohibiting contractors from escalating pricing?

ANSWER: IF this question pertains to a DOL SCA WD labor category, see FAR clause 52.222-43. The basis for any escalation to price for a DOL WD applicable labor category would be when the DOL update’s the requisite and applicable WD increasing the rate(s), with a request for equitable adjustment ensued by the contractor.

8. QUESTION: Many CORs are declining to respond to PPQs as a result of the influx of similar requests spawned by the DHA MQS contract; we respectfully request the Government allow the submission of completed CPARs in addition to/in lieu of questionnaires to support a PPL.

ANSWER: Yes, this office will accept a proposal submitted with completed CPARs in addition to/in lieu of completed PPQs (Attachment 2 to the Solicitation).

9. QUESTION: It states 1 copy of each volume is required. Is that in addition to the original or is that including the original?

ANSWER: See table on page 86 of the Solicitation.

10. QUESTION: Many CORs decline to provide past performance questionnaires directly to contractors, so we respectfully request the Government allow references to submit questionnaires directly to contracting.

ANSWER: Yes, this office will accept completed PPQs (Attachment 2 to the Solicitation) directly from an offeror’s customer(s) in lieu of being submitted with he offeror’s proposal.

11. QUESTION: On page 83, the instructions for the Technical Information section indicate that the “technical (offeror’s market research) shall not exceed 10 pages”, however the table on page 86 states that the market research is limited to “Eight (8) pages total”. Can the Government clarify if the page limitation for the market research is ten pages or eight pages?

ANSWER: The table on page 86 has been amended to state 10 pages total which now matches page 83.

12. QUESTION: The instructions on the past performance questionnaire indicate that references should complete the questionnaire and return it to Offerors to submit with their proposal. Occasionally, we have encountered references who are uncomfortable sending the questionnaire back to our firm instead of directly to the Government.

Will the Government allow references to submit questionnaires directly to the Government?

ANSWER: See ANSWER to question #8.

13. QUESTION: PWS 1.8.2 references travel to the Annual Pain Care Skills Training events. Will there be a travel

CLIN?

ANSWER: No. As written in PWS 1.8 “…Required travel outside the NCR is also within scope, but these travel-related expenses are to be reimbursed off of a separate (different) contract. The NCRPI POC shall provide guidance to contractors requiring reimbursable travel outside the NCR. 17. QUESTION: PWS 5.2.2.2.4: If this is under personal services, the last sentence about Maryland licensure should be removed.

ANSWER: As identified on CLIN this is a personal services position. However, as these services will be primarily performed in Maryland, the verbiage will remain as-is.

18. QUESTION: PWS 5.3.1: The duties are for a Medical Coder and not a Medical Clerk, which is a different occupational classification. Similarly, 5.3.2.2.1 should be changed to read “Possess a minimum of one (1) year of full-time medical coding experience.”

ANSWER: An amendment has been made to PWS 5.3.2.2.1. stating “Possess a minimum of one (1) year of full-time experience as a full-time medical clerk.”

19. QUESTION: PWS 5.3.2.2.2, if understood as a prerequisite qualification, is unreasonably restrictive inasmuch as it requires the contractor to hire only HCWs with prior MTF experience even though the MTF provides CHCS and other clinical information system training. In any event, the MTF will be outfitted with MHS Genesis soon. We respectfully suggest this clause be amended to read, “Possess OR OBTAIN NECESSARY knowledge of MHS CLINICAL INFORMATION SYSTEMS, including . . . .”

21. QUESTION: PWS 5.5.2.1: NLN accreditation is anachronistic in light of the more prevalent accrediting bodies (ACEN, CCNE). We would recommend the last sentence read, “The institution must be accredited by The National League for Nursing Accrediting Commission (NLNAC), Accreditation Commission for Education and Nursing (ACEN), or the Commission on Collegiate Nursing Education (CCNE). In lieu of graduation from an NLNAC, ACEN, or CCNE institution, the RN may be a graduate of an accredited nursing program approved by the appropriate State agency.”

ANSWER: An amendment has been made to PWS 5.5.2.1. stating “Possess a Bachelor degree for Nursing from The National League for Nursing Accrediting Commission (NLNAC).”

22. QUESTION: PWS 5.5.2.4.12 is redundant in light of 5.5.2.3.3 and should be removed.

ANSWER: PWS 5.5.2.4.12 has been amended to remove redundancy with 5.5.2.3.3.

ANSWER: PWS 5.6.2.2.4. has been amended to number 5.6.2.2.3. removing “in any one of the fifty States, the District of Columbia, the Commonwealth of Puerto Rico, Guam or the U.S. Virgin Islands.” And as stated in PWS 5.6.1.7., this position will only be seeing patients at WRNMMC.

ANSWER: The PWS has been amended renumbering PWS 5.6.2.2.7. to 5.6.2.2.6. Yes, the certifications listed are required.

26. QUESTION: PWS 5.7.2.2.2: Is there a current Program Manager of MHS Pain Care Program, and, if so, please confirm that Government ethics rules would require a cooling off period of 1 year before that individual could be placed into the Sr Program Manager role.

ANSWER: Government conflicts of interest guidance for employment do not apply to a contractor presently serving in this position and who may consider being retained in this position (if available).

27. QUESTION: PWS 5.7.2.2.2: Other than the current Program Manager of MHS Pain Care Program, how many previous program managers have there been within the last 5 years?

ANSWER: One

28. QUESTION: PWS 5.7.2.2.2 “Possess experience as a Program Manager of MHS Pain Care Program.” This seems unduly restrictive as there are other less restrictive ways for the agency to meet its requirements.

ANSWER: PWS 5.9.2.1. has been amended requiring Bachelor Degree from the National League for

Nursing Accrediting Commission (NLNAC)

31. QUESTION: PWS 5.10.2.1.2: Requiring a BS in psychology will unnecessarily shrink the labor pool of LCSWs qualified to perform these services, especially given the Government’s psychotherapy experience requirement in

5.10.2.2.3 and MSW requirement in 5.10.2.1.1. Please clarify which of these is actually required.

ANSWER: PWS 5.10.2.1.1 has been amended to require a Bachelor’s Degree in psychology is required.

32. QUESTION: Attachment 4: Suggest AQL for weighted fill rate, on-time fill, and replenishment be 90% (because 95% with 10.1 FTEs means the AQL functionally is 100%, and that does not accord with the allowable turnover nor market realities that HCWs turnover, PCS, etc.).

ANSWER: ATTACHMENT #4 - PERFORMANCE REQUIREMENT SUMMARY has been amended changing the AQL from > 95% to > 90% for Overall Fill Rate, On-Time Fill, and Replenishment Rate Performance Objectives.
