Vendor Questions and Government Responses

1. Who is the terminal contractor? Are they a different contractor from the TSA contractor?

Government Response: The Terminal Contractor is Anderson Solutions & Associates (ASA), who is also the incumbent for TSA’s current janitorial contractor. The contract for the terminal areas is with the Airport Authority/City of Ontario and has nothing to do with the TSA controlled spaces in this contract. This solicitation pertains to TSA administrative offices, TSA leased break rooms, TSA checkpoint and baggage areas only as defined on Page 2 of the Statement of Work (SOW) under Section 3.3.

2. Can the Government provide seniority list? This information is being requested to compute accurate vacation days?

Government Response: The Government does not have a seniority list available.

3. From the SOW, it appears that there will be a 3-hour window of no coverage; The Government is requiring that the Contractor start 1st Shift at 7:00 am rather than 4:00 am when TSA staff starts its shift. This is correct contractor staff will start at 7:00am?

Government Response: Section 4.1 of the SOW states that the Contractor shall service the Administrative Areas and areas requiring an escort between the hours of 7:00 AM and 11:00 PM, but all other areas shall be serviced as specified in Section 6.1.

4. Is the contractor responsible to pay for parking for its employee’s personal vehicles or just contractor’s vehicles?

Government Response: The Government is not responsible for providing parking to Contractor employees. Hourly parking is available onsite and annual parking tags are available for purchase. Section 3.3 of SOW notes that “The Contractor shall be responsible for all costs to complete the services described in the SOW to include obtaining all required licenses, badges, and/or permits. No parking is provided for Contractors. The cost for annual airport parking tags is currently $360 per year/per vehicle tag, and hourly daily parking is available onsite.”

5. How much is the annual fee for car parking? Does it apply to all employees?

Government Response: See the response to question #4.

6. Are there any designated bathrooms for TSA staff, that the contractor will be responsible for, and if so how many?

Government Response: No, only the coverage area listed on Page 2 of the SOW under Section 3.3.

7. What is the total number of personnel that the Ontario TSA will clear for performance on this contract in a one year period of performance?

Government Response: Please see the response to question #11. The security clearance process is the same regardless of how many janitorial staff the Contractor chooses to submit for badging. For further information regarding Security Requirements, please contact the Ontario Security Badge Office at (909) 544-5170.

8. Are there any limitations on the number of personnel that can be initially cleared?

Government Response: Please see the response to question # 7.

9. The government provided its estimated minimum work hours for cleaning each terminal, do those minimal hours include cleaning the administrative areas within those terminals?

Government Response: Yes. Per Section 4.1 of the SOW, the administrative areas shall be serviced between 7:00 AM and 11:00 PM (local airport time).

10. Is it the government’s expectation that the minimum work hours provided include time to perform weekly, monthly, bi-monthly and quarterly cleaning tasks?

Government Response: Yes.

11. Please indicate what is the lead time for Port Authority IDs? How long is the process?

Government Response: The badging process can take more than a month. Contractors will need to obtain insurance, get fingerprints, undergo a background check, complete training, and schedule an appointment to obtain badges. The badging office is only open for 4 hours a day so appointments are difficult to obtain.

12. Do we need ID clearance for customs as well as Port Authority ID's?

Government Response: No.

13. Is there a cost for IDs & background checks?

Government Response: Yes. For further information regarding Security Requirements, please contact the Ontario Security Badge Office at (909) 544-5170.

14. Does the Government provide space to store supplies and equipment for this contract?

Government Response: Yes.

15. Does the Government provide Office space for the Contractor?

Government Response: No.

16. Although there are set minimum hours set forth in this RFP – can supervisor – quality control administrator be included in the minimum allotment for coverage?

17. Does the Government require on-site contractor supervisor i.e. Project Manager – Supervisor or/and Quality Control Inspector?

Government Response: No.

18. Can the Government adjust the minimum hours to include Contractor supervisory staff?

Government Response: No. See the response to Question # 16.

19. When dealing with “escort” in areas that are required, how is this handled if the person is unavailable at the time our staff is waiting to be escorted to the area that needs cleaning?

Government Response: If an escort isn’t available, the Contractor will coordinate another time to service these areas with the Primary or Alternate TSA POC at the airport.

20. After doing the walk thru, the areas that we saw had no carpet, is there any carpet that the Contractor will be responsible for?

Government Response: Yes. The manager’s office in T2 (2-2213) has carpet that will need to be serviced.

21. Are there any bathrooms in this contract for the contractor to service?

Government Response: No.

22. After doing the walk thru, we did not see any walk off mats or other floor mats, are there any walk off mats or floors mats for this contract?

Government Response: Yes. There are the mats the passengers stand on for screening at the checkpoints. Five in each terminal.

The Government does not know if the incumbent rents additional storage space.

24. Does contractor rent additional storage space?

Government Response: See the response to Question # 23.

25. Do we need separate dumpster we have to pay for one?

Government Response: No. Per Section 3.1 of the SOW, trash shall be disposed in dumpsters located on airport property:

• Terminal 4 dumpsters: Currently located dock area and east end of Gate 414

26. Do we get involved with recycling?

Government Response: Yes, a reduction of approximately 1400 sqf is noted in revised

SOW.

29. On paragraph 4.3 of the PWS it states on page 4 of 11 that “Bi-Monthly Services” are strip an wax all VCT floors. Please clarify what “Bi-Monthly” means. Does Bi-Monthly mean twice per month? Or does it mean every other month? Or does it mean every 2 months?

Government Response: Every two months.

30. In both Terminals we were shown the Passenger Screening Checkpoint Areas. In both places we were directed to the smaller room on the left to the small room where the x-ray images were being monitored. Is that the small room to be serviced or is the whole passenger checkpoint area?

Government Response: The small room is to be cleaned in addition to the passenger screening checkpoint areas identified in the SOW.

A contract modification shall be executed to revise the period of performance once the badging process is completed. If award is made in November 2015, then performance may begin in December 2015.

35. What is the government’s estimate for the cost of supplies?

Government Response: The Government will not provide an estimate for the cost of supplies. Offerors must use their professional judgment to estimate the supplies needed to meet the Government’s requirements.

36. Since this is an SCA wage determination contract and the minimum that each employee can be legally paid as a housekeeping aide is $12.58 plus $4.27 ($16.85), will the government strike the Federally Employed wage amount of $11.53 to $13.45 per hour, which does not include the required health and welfare payment amount of the additional $ 4.27 per hour, in order to avoid confusion which could cause unrealistically low bids?

Government Response: No, the information provided in FAR 52.222-42 is provided for information purposes only and is not a wage determination. Offerors must comply with the Service Contract Act (SCA) wage determination attached to the solicitation. If the proposed labor rate does not comply with the SCA wage determination rate (including health & welfare), then the Offeror’s proposal will be deemed non-compliant and removed from consideration for award.

Government Response: Yes, the period of performance will be adjusted via the execution of a contract modification based on the time required to complete the security clearance and badging process for Contractor employees.

44. Will a QUOTER be disqualified if he hires a non SDVOSB sub-contractor to perform the job?

Government Response: Offerors must comply with FAR Clause 52.219-14 “Limitations on Subcontracting”, which states that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the Offeror. The Offeror must be a valid SDVOSB and certify that they will perform at least 50 percent of the labor to be eligible for contract award. Please review Section V of the solicitation carefully for the proposal submission instructions. A valid SDVOSB must submit the proposal, detail its teaming arrangement in the proposal, and comply with FAR Clause 52.219-14.
