The purpose of this amendment to Solicitation HSTS01-14-R-CT6034 is to:

1. Answer the question received regarding Section V “Instructions to Prepare Proposal and Evaluation Factors”, subsection 4 “Proposal Preparation Instructions”, letter A. “General Information”, Volume II Past Performance (page 62 of the RFP), as follows:

Question: Would the government please clarify your understanding of a subcontractor versus a vendor. For example, would a company that performs annual inspections be considered a subcontractor? Would an alarm system monitoring company or a uniform vendor be considered a subcontractor? It would be nearly impossible to include 2 past performances for all small vendors within the 15 page limit. Request the government limit the past performance requirement to significant subcontractors who perform a large percentage of the work, i.e. 10% or more; or significantly increase the page limit to allow for all of these small vendors.

Answer: The requirement to provide past performance references for each subcontractor has been deleted. Offerors shall provide two (2) additional past performance references in support of each teaming partner, from their current or prior customers on contracts that involve work similar in size, scope, and complexity that is being solicited by the TSA in this RFP. In accordance with FAR 9.601 “Contractor Team Arrangement” means an arrangement in which two or more companies form a partnership or joint venture to act as a potential prime contractor. Section V “Instructions to Prepare Proposal and Evaluation Factors”, subsection 4 “Proposal Preparation Instructions”, letter A. “General Information”, Volume II Past Performance (page 62 of the RFP) has been modified accordingly. The page limit for Volume II Past Performance will remain unchanged at 15 pages.

2. Modify Section V “Instructions to Prepare Proposal and Evaluation Factors”, subsection

4 “Proposal Preparation Instructions”, letter A. “General Information”, Volume II Past Performance (item #2) on page 62 of the Request for Proposal (RFP).

Current:

The Offeror shall provide past performance references for at least three (3) contracts either ongoing or completed during the last three years that demonstrate performance similar or relevant to the solicitation performance requirements. Similar or relevant past performance efforts is defined by size, scope, complexity, and contract type. If the Offeror proposes teaming partner(s) or subcontractor(s) in response to this RFP, the Offeror shall provide two (2) additional past performance references in support of each teaming partner or subcontractor from their current or prior customers on contracts that involve work similar in size, scope, and complexity that is being solicited by the TSA in this RFP.

Revised:
