1.) Are there "TO SCALE DRAWINGS" of the building available?
Answer: Yes. Will provide once award is completed.
2.) Are there pipe chases between the floors?
Answer: Yes, however the Government is not expecting any cable to be pulled.
3.) Are the ceilings suspended or hard lid?
Answer: Combination of suspended and hard lid, depending on location.
4.) What are the model numbers of the existing cameras and when was the system installed?
This is critical to understanding what protocols are needed in our solution to control the PTZs.
Answer: The existing system is not inventoried, see para 3.6.8 contractor to perform inventory. Currently Pelco Genex Multiplexers are installed to control cameras.
5.) How high up are the exterior cameras?
Answer: They average between 20 to 30 feet.
6.) Are there exterior bldg. elevations available?
Answer: Yes
7.) SOW Paragraph 2.4 lists minimum equipment which needs replaced – 3 analog PTZs & 1 analog fixed BUT 3.6.2 and 3.6.3 say 1 interior fixed analog and 4 PTZ analog cameras. During our site visit we were told these were all fixed. Can you confirm?
Answer: 3.6.2 is an analog camera that is a concealed camera in the lobby, this needs to be replaced with an overt fixed camera.
(U//FOUO) Image of camera identified in para 3.6.2
3.6.3 Should read three (3) PTZ camera, please refer to updated SOW. These cameras shall be replaced with PTZ cameras.
8.) Most of our solutions require licensing with annual updates for support agreements. In other words, the customer purchases a license and a support agreement to assure the top tier manufacturer support. SOW Paragraph 3.2.3 requires that the licensing fees be nonrecurring. Does that mean that the government does not want support agreements, or does it mean that the government does not want any licensing that is recurring, but recurring support agreements are acceptable?
Answer: The government does not want support agreements or licensing that has recurring cost.
9.) It looks like the intent of the Statement of Work permits a solution which removes multiplexers and DVRS, and which has all control and recording capabilities in a single Network Video Recorder. Is that correct?
Answer: Yes the SOW does permit such an upgrade, however Para 2.3 and 2.4 describe the intent of the project.
10.) If the answer to 9) is yes, then can the PTZs be controlled with a mouse, eliminating the KBD4000 PTZ controllers?
Answer: Yes, the PTZs can be controlled with a mouse in either solution utilizing a DVR to replace the Pelco Genex multiplexers or in installation of a NVR.
11.) SOW Paragraph 4.1.5 says the system “shall be” capable of fail-over and redundancy. Are these features required to be included in our response, or just the capability to add these features if desired in the future?
Answer: If your proposed solution is a network based solution para 4.1.5 applies for the capability of redundancy.
12.) SOW Paragraph 4.3.8 mentions a managed switch with PoE. Since the solution requested includes analog cameras, not IP cameras, what is the purpose of the switch?
Answer: If the vendor proposes an IP solution then this para does apply, if the proposed solution is analog then this para would not apply.
13.) General description mentions 25% over and above storage, but SOW Paragraph 3.3.1 makes no mention of it. Do we need the 25% additional storage?
Answer: SOW para 3.3.1 was changed to reflect the 25% overhead with a minimum of 2 cameras.
14.) Are there any restrictions on type of lift or scaffolding to be used outside?
Answer: There are no special requirements as far as lifts or scaffolding. They must be
OSHA compliant.
15.) SOW Paragraph 3.6.8 … Government will provide digital copy of floor plans in pdf form as a base drawing. Can we get a copy of this so we can calculate the cable runs for the quote if we need to replace cable?
Answer: The Government requirement is to replace existing cameras not cabling, if cabling is found to be necessary the Government will handle this request as a change order.
16.) SOW Paragraph 5.7.5 The Contractor, in accordance with deliverable guidelines, shall submit a Roof Work Safety Protection Plan. Since we are not working on the roof, do we need to do this?
Answer: No.
Para 6.4.1 calls out a roof and ladder work safety plans, if a boom-lift such as a JLG, bucket truck, or scaffolding, etc. was to be used, the expectation would be for the contractor to develop and submit a safety plan prior to their use.
17.) SOW Paragraph 3.6.10 Program home position for each PTZ. Since we are not replacing the DVR, do we still need to do this?
Answer: Yes.
18.) SOW Paragraph 3.6.11 Program tour for each PTZ. Since we are not replacing the DVR, do we still need to do this?
Answer: Yes
19.) SOW Paragraph 7.5.3 The Contractor may be required to work after hours and/or on weekends as necessary to install cameras located in areas with high pedestrian usage. Do you have an idea of which cameras are located in high traffic areas so we can budget for night/weekend labor hours?
Answer: The Government does not foresee any areas that would be deemed high traffic in this SOW therefore normal working hours apply.

Satisfaction of the above requirements shall not relieve the Contractor of responsibility for incorrect installation, defective equipment, or collateral damage as a result of Contractor work/equipment.
3.3.5. The Contractor shall ensure all system devices are configured appropriately for time synchronization.
All devices shall be configured for time synchronization with the NVMS Server.
3.3.6. The Contractor shall demonstrate that the completed NVMS installation complies with the contract requirements. Using an approved test procedure, all physical and functional requirements of the project shall be demonstrated and shown. 3.4. Control Room Monitors
3.4.1. Lobby Security and Fire Control Room
3.4.1.1. Remove the existing Pelco Genex Multiplexers.
3.4.1.2. Provide solution in proposal to replace Genex multiplexers with an Analog solution to allow for the control and viewing of the existing analog cameras without allowing guard force to view or export recorded video. For example: The Pelco Genex multiplexers will be removed and the new analog Bosch 5000 DIVAR will be installed without a hard drive to allow for the control and movement of PTZs while preserving the integrity of recorded video from the guard force.
