AMENDMENT #2

The purpose of this amendment is to answer vendors’ questions regarding the subject solicitation as well as to make changes to the solicitation. Section A outlines the vendors’ questions and the

Government’s responses while Section B amends the solicitation. The Government does not anticipate answering any additional questions.

A. The following questions and answers are hereby provided for informational purposes only.

Note: Not all questions received were specifically answered in this amendment. If a question was deemed duplicative or if the solicitation was clear on its face and the question would be easily answered through a simple reading of the solicitation, then it may not be specifically addressed in this amendment. For all questions submitted and not specifically answered by this amendment (either through an answer to your exact question or a similar or duplicative one), the

Agency response is “The solicitation is clear on its face” as to that question.

1. QUESTION: On page 41 of the Statement of Work (SOW), para 9.3.1 it references Time and

Attendance. Is the system referenced the PTS system or is this a separate requirement from the

PTS system?

ANSWER: PTS, as referred to in section 9.5 of the SOW, is separate from the requirements of

SOW paragraph 9.3.1.

2. QUESTION: On the Post Exhibit, it shows that all posts require relief. The current CBA states on page 8, para 7.6, Employee’s at single-officer locations who require brief facility breaks may take them provided they are documented on the 1103 and are taken when operationally feasible. Are these posts then self-relieving and do not require relief or do they require relief?

ANSWER: These posts require relief and are not considered “self-relieving.”

3. QUESTION: What firearms are currently used on contract (make/model/caliber)?

ANSWER: Protective Security Officers (PSOs) are currently carrying Glock Model 17 9mm weapons.

4. QUESTION: Where are PIV cards issued?

ANSWER: Currently, there are no PIV card issuance facilities in the state of Delaware. Some of the PIV stations available for use are located in Philadelphia, PA, at 701 Market St., 615

Chestnut St., and 1600 Callowhill St. In addition, please see the following link for a list of all available facilities: https://dhs.authentx.com/dhs/appointments/frm-centerlist.html

5. QUESTION: DE0016 - please confirm that there is no FPS contracted PSO service 0700-1900

M-F.

ANSWER: This information is confirmed; please refer to the post-exhibit.

6. QUESTION: Please confirm no additional suitability requirements exist for PSO post locations - our experience indicates DOJ and other locations may require additional background investigation processing for PSOs.

ANSWER: Per the post-exhibit, only DHS Suitability is required.

https://dhs.authentx.com/dhs/appointments/frm-centerlist.html

7. QUESTION: Please confirm the locations where FPS can provide access to screening equipment for NWDTP training.

ANSWER: Currently, screening equipment located at facilities in Philadelphia, PA, can be used for NWDTP training. These facilities include the U.S. Customs House at 2 nd and Chestnut Sts., the William J. Green Building at 600 Arch St., and the Veterans’ Administration Building at

5000 Wissahickon Ave.

8. QUESTION: Are there any geographic restrictions to where FPS inspections of training can take place?

ANSWER: Although not required by the SOW, it is recommended that firearms qualifications and contractor basic and refresher trainings be held in the immediate geographic area

(Philadelphia-Delaware-NJ) so that FPS local personnel may monitor.

9. QUESTION: Does the local FPS program office require a physical location for inspection of

PSO files?

ANSWER: The vendor will maintain electronic files in accordance with section 7.2.1. Also, section 7.3.1 of the SOW reads as follows, “the CO, PSOPM, COR, or a COR-designated representative, shall have express authority to review contractor Employee files and request documentation which clearly identifies current qualification status of PSOs, at any time during the contract period.” It is the contractor’s decision whether or not to maintain a physical location for the inspection of PSO files. However, the contractor will be required to fulfill all of the requirements of the SOW.

10. QUESTION: Please confirm all ESS support on this contract is restricted to the state of

Delaware?

ANSWER: As this requirement for PSO services throughout the state of Delaware, all ESS requirements are only for the state of Delaware as well.

11. QUESTION: Ref. Attachment 9, Proposal Checklist for Offerors. With regard to the current financial statements in the Price Proposal, if proposing a teaming approach, does DHS/FPS want the financials for both the prime and subcontractor?

ANSWER: Yes. See Section B of this amendment.

12. QUESTION: Ref. Post Exhibit. At the bottom of the Post Exhibit table, a “plus 20%” was added to the 26,204.5 productive hours to increase the hours to 31,446 hours per year. Is the added 20% for TAS?

ANSWER: This Amendment incorporates a revised post exhibit. In accordance with Addendum to FAR 52.212-4 paragraph 3 on pg. 15 of the RFP, the Schedule of Supplies/Services and Prices

(i.e. the Schedule) sets forth the maximum quantify of hours that the Government may order per each stated ordering period. The maximum quantities set forth in the Schedule are based on the current known service requirement with adjustments to provide for maximum ordering flexibility. The Government reserves the right to order up to the maximum quantities set forth in the Schedule regardless of the contents of the post coverage exhibit attached to this contract.”

B. The following changes are hereby made to the solicitation:

1. Regarding paragraph #10 under “Price Proposal” referenced on pages 58-59 of the “Terms and

Conditions” portion of the solicitation, the first sentence is hereby deleted and replaced with the following: “As part of its price proposal, the Contractor (and teaming partner if entering into a teaming arrangement) shall provide its most current financial statements, including an Income

Statement, Balance Sheet, and Statement of Cash Flows if available.

2. The post-exhibit attached to this amendment hereby replaces the post-exhibit currently incorporated into the subject solicitation.

3. Section 2 entitled “Management Approach” listed on pages 53 through 56 of the Terms and

Conditions portion of the solicitation is hereby deleted in its entirety and replaced with the following:

“2. Management Approach:

FPS desires that offerors provide management strategies and proposed solutions demonstrating how they will result in better value to the government. In response to this Evaluation Factor, offerors shall address Quality Assurance and Transition.

A. Quality Assurance:

1. Field Level Supervision of Protective Security Officers (PSO)

a. Offerors shall complete Attachment 8 entitled “Field Level Supervision Exhibit” clearly delineating and establishing the minimum level of field/onsite supervision the offeror shall provide under this effort. The proposed minimum level of field/onsite supervision will be evaluated by the Government to assess the level of oversight offered by the contractor and shall be incorporated into the successful offerors’ contract. For purposes of completing the “Field

Level Supervision Exhibit” the following individual(s) are not considered field level supervisors:

Contract Manager

Training Instructor

Quality Control Personnel

“Lead” PSOs ( Note: The Government defines a Lead PSO as a single point of communication at a facility, identified by post orders, for the purpose of communicating operational and facility specific info to the security force at a facility.)

Note: The “Field Level Supervision Exhibit” attachment does not count against the page limitation in the technical proposal.

b. Offerors may, at their discretion, provide a narrative to enhance the Government’s understanding of their proposal, containing their rationale for the proposed staffing levels, supervisory labor mix, and geographic placement of supervisors as contained in Attachment 8 as well as the processes, procedures and methods to be used by supervisors to ensure that effective supervision is provided contract-wide.

c. Minimum Submission Requirements for Field Level Supervision of Protective

Security Officers (PSO): Offerors shall submit as a minimum the following to demonstrate the above:

Attachment 8 entitled “Field Level Supervision Exhibit

Note: The government’s review and acceptance of an offeror’s proposed field level supervision will not alleviate the vendor from modifying (i.e, increasing) the amount of supervision after contract award should the Government’s or contractor’s oversight and inspections reveal systemic problems with performance. If at any time the vendor determines that additional supervision beyond what was initially proposed, is needed to address performance issues, such additional supervision will be provided at no additional cost to the Government.

2. Quality Control: Quality Control (QC) as used in the context of this evaluation area refers to the Contractor’s formal QC Plan and the activities to be undertaken by the QC monitors in accordance with that plan. While routine activities undertaken by field level supervisors may be part of the overall QC Plan, under this evaluation area the Government is most interested in those

QC activities conducted by other than field level supervisors.

a. Offerors shall address their Quality Control Plan which will be provided as a post award deliverable. At a minimum, the summary shall detail what will be inspected, the methods of inspection to be used and the frequency of inspections. Offerors may, at their discretion, include a discussion of any other aspect of their Quality Control Plan to enhance the Government’s understanding of the proposal such as location of inspections, inspection of remote posts, inspection of high-visibility and/or high traffic posts, and the methods of documenting inspections.

b. Offerors shall discuss their processes for addressing non-compliance issues (employee and other) which are identified through their Quality Control efforts.

c. Minimum Submission Requirements Quality Control: Offerors shall submit as a minimum the following to demonstrate the above:

Offerors shall address their Quality Control Plan which will be provided as a post award deliverable. At a minimum, the summary shall detail what will be inspected, the methods of inspection to be used and the frequency of inspections.

Offerors shall discuss their processes for addressing non-compliance issues identified through their Quality Control efforts.

B. Transition:

1. Offerors shall outline significant transition steps and the associated timeframes for completing these steps to assure timely contract start-up and performance. While there is no comprehensive list of significant transition steps that are required to be addressed, it is recommended that offerors address how they will accomplish the timely provision of all contract required equipment, licensing, permits and training to enhance the Government’s understanding of the proposal. Offerors, at their discretion may also discuss any nuances of the subject requirements and/or local conditions that might present a risk to successful transition and how this risk will be mitigated. This discussion may enhance the Government’s understanding of the proposal.

2. Minimum Submission Requirements Transition: Offerors shall submit as a minimum the following to demonstrate the above:

Offerors shall outline significant transition steps and the associated timeframes for completing these steps to assure timely contract start-up and performance.

Note: In no event shall any proposed transition timeline include assumptions that the

Government will waive or defer any contract requirements. Additionally, in no event shall any proposed plan for transition training be dependent upon availability of Government personnel after normal business hours (e.g. overseeing training during evenings and weekends).”

C. The closing date of this solicitation remains unchanged at 1:00 p.m. EST, April 17, 2017.

D. All other terms and conditions remain unchanged.
