110 General
Does the 40 hours of training required for the handgun permit meet the contract or are they requiring 40 more hours on top of the New Jersey training?
The state requirement is separate and independent from the FPS SOW requirement for 40 hours of weapons training.
111 General The contract calls for 64 hours unarmed, does the 24 hour New Jersey unarmed class count towards the 64 hours?
The FPS SOW mandates 64-hours of "Contractor Provided Basic Training". Further, the SOW mandates that only Guard II (Armed) PSOs will be used for the contract. The 24-hour state training (SORA) requirement will NOT count toward the 64-hour Contractor Provided Basic Training.
112 General
I understand that the Officers have to qualify twice a year per the contract, but do the Officers have to have 40 hours of refresher training per year?
Exhibit 4E states that PSOs must have 40 hours of refresher training within three years of basic training or previous refresher training.
113 General
Can our company train for the 24 hours of firearms required by contract or do we have to use a certified New Jersey instructor or will they accept the NRA Law enforcement instructor certification?
An NRA Certified Instructor can be used (and is encouraged).
The awardee will have to submit a Key Personnel Resume to the CO and COTR along with the training certification dcouments (ie. NRA Instructor's Certification). See SOW section 5.3.1.3 for instructions regarding Key Personnel.
114 General If we were not awarded the contract will we be able to submit a request for our Consensus Evaluation Report and/or Debrief?
Unsuccessful offerors will be provided with written instructions regarding how to request a debriefing
115 CBA
Can you please verify that the Unarmed and Armed Officers make the same pay rate per the CBA. Are you able to explain why the officers make the same pay rate?
All sites require armed PSOs and all officers receive the same training including weapons qualification and pass the same physical requirements.
116 General Are the benefits included with the pay rate given to us or do we have to add the benefits into the pay?
The pay rates in the CBA do not include other factors that must be taken into consideration when determining contract rates. The benefits are detailed in the CBA.
117 SOW
What does DHS require/allow for a trainer to have in order to sign off on the training certifications?
See section 11.4 of the SOW for the requirements for Training Instructor.
118 General Are we allowed to use a NJ License Academy for training purposes?
The venue for the training is left to the vendor's discretion.
However, in accorance with SOW, FPS must have the ability (and access) to monitor the training.
