| Personal Radiation Detector (PRD) |
| RFP HSHQDC-17-R-0003 - 00001 |
| Question# | Page No. | Section | Question | Response | ||
| 1 | General | If the offeror submits more than one proposal for a different device. Can they list the same references for each proposal? | Yes. | |||
| 2 | Multiple - 1, 51, 52 & 68 | SF1449, 10.1, 10.3 and 11.12 | Please confirm the following proposal due dates for the above referenced solicitation to ensure we provide the deliverables on the expected due dates. SF 1449 states March 10, Section 10.1 states TBD for electronic copies and hard copies 2 days later, 10.3 and 11.12 has a detailed breakout by date. | Follow the schedule in section 11.1.2. | ||
| 3 | 20-28 | 8-1(B) | RFP Section 8.1(b) states that Contractor shall comply with certain FAR clauses to be specifically checked by CO. So far there are no specifically checked clauses in the list indicated in RFP. Does it mean the Contractor is not expected to comply with any of them, unless they were specifically checked? | Corrected in amendment. | ||
| 4 | 50; 68 | |||||
| Section 10.1; Section 11.12 | There are multiple due dates for submission of the proposal. In form 1449 it is mentioned March 10, 2017 and in section 10.1 page 50 it indicated as TBD. In section 11-12 it is indicated multiple dates for proposal panning and submission. Please clarify when the proposal is due? Or should we submit each tab following section 11-12 schedule? | Follow the schedule in section 11.1.2. | ||||
| 5 | 52-53; 68-69 | 10.3; 11.12 | Phase 1 includes (Due 3/10/2017) |
1. Tab A and B
Phase 2 – Threshold Testing (required if you pass #1)
1. Deliver test units 3/23/17
Phase 3 – Volume 2 and Volume 3 Proposals (due 5/12/17 Req if you pass #1 and #2)
1. Volume 2 =
a. Tab C- Requirements walk (Attachment 1)
b. Tab D – Testing reports
c. Tab E – Reli, maintainability
d. Tab F – Algorithm Replay Tool
2. Volume 3 =
a. Past Performance
b. IDIQ pricing
c. Warranty and O&M pricing
| Please confirm this is a correct assumption. | Confirmed. | |||||
| 6 | Atch 1, page 1 | OR-1 | which defines the photon flux and shield but does not specify whether the flux was measured at the source side (unshielded) or at the instrument side (shielded). I found no clear definition of that. | The flux is measured at the "instrument side (shielded)." The specified fluxes are to be established at a location where the PRDs' reference point will be placed. | ||
| 7 | Atch 1, page 5 | OR-9 | Requirement OR-9 says that instrument should withstand the increase of gamma and neutron background without alarming. In case of gamma background it is pretty logical and reasonable and can be realized using NORM sources as described in OR-10. In case of neutron background – no neutron NORM sources exist, neither such a background rise can be simulated by any other means than neutron source (that actually have significantly different spectrum than natural background). This clause require clarification to determine how do they manage to increase neutron background 3 times? | The requirement is a statement of an objective capability; it is not a test plan. Gamma and neutron background vary in the operational environment as operators move from one location to another. DHS desires a device that can compensate for these rapid background changes, maintaining low false alarm rates and sensitivity. | ||
| 8 | Atch 1, page 6 | OR-11b | which refers to CBP Information Systems Security Policy and Procedures Handbook 1400-05D. Where can we get the handbook? | The Handbook is unavailable. As stated in OR-11b, the information required from the CBP Information Systems Security Policy |
and Procedures Handbook 1400-05D is specified in FR-11b-01.
| 9 | Atch 1, page 9 | OR-17a | States that system shall operate in accordance with MIL- STD-810G. There are four climatic design types in this table. What specific climatic design type will you need? | The reference to MIL-STD-810G is specific to Salt Fog. Method 509.5 will be used, specifically a 5%(+/-1%) salt fog circulated with minimal air velocity at 35 deg C through an alternating 24 hour test cycle ( 24 fog, 24 drying, 24 fog, 24 drying). There is no relationship between this test and any real world exposure duration. Disregard the reference to MIL-STD-810G Table C-1 . The environmental conditions (temperature and humidity) are specified in OR-17. |
| 10 | Attachment 3 | To my understanding of the past performance questionnaire. The |
offeror must submit information of the offerors client in part I of the proposal. If the offeror is selected to the next phase the
| contracting officer will request part 2 from the offerors client? | Offerors who have been selected to submit final proposals in phase III of the solicitation process should provide the past performance questionnaires to their references and have those references submit the questions to the email address as stated on the solicitation. | |||||
| 11 | General RFP | Is DNDO planning to evaluate PRDs, SPRDs which meet ANSI specifications but may not fully be compliant with specifications within Attachment 1 to create baseline for COTS performance standards? | DNDO is planning to evaluate PRDs and SPRDs based on the requirements in Attachment 1 to the RFP. Some of the requirements are based on ANSI standards while others are based solely on Component requirements. A baseline COTS performance standard will not be created for the purposes of this procurement. | |||
| 12 | General RFP | Is a completed Attachment 1, required within initial proposal Tab B submission? If so, will DNDO consider either omitting its’ inclusion from the page limit requirement or adjusting the page limit to permit offerors to submit a completed compliance matrix. | Tab B is just the product description. A completed Attachment 1 is part of Tab C Statement of Requirements and does not have a page limit. | |||
| 13 | General RFP | Given the phased approach of this proposed acquisition, will DNDO consider supporting additional windows for offerors to seek clarification or submit questions at a later time between follow on acquisition steps for the proposal – i.e. successful issuance/acceptance of bailments and testing into Phase 2, and in review of pricing requirements? | Offerors will have the opportunity to submit additional questions to the government after being selected to proceed to the next phase. Question submission due dates will be provided. | |||
| 14 | 50 | 10.1 | Please provide clarification for creation of winzip passwords, specifically do vendors create these on their own, or will DNDO provide to them. Please provide guidance in a timely manner to support 10 March 2017 submissions of Technical proposals | Vendors create the WinZip password and provide it to PRDProposals@hq.dhs.gov in a separate email. | ||
| 15 | 65 | Tab L | Will DNDO please provide standard NDA template as an attachment of the RFP and contact information within each of the referenced SETA to establish NDAs prior to proposal submission. | Sample to be provided. | ||
| 16 | 65 | L.4 | Is it correct that DNDO will not conduct any down select as part of the initial TAR submissions, and therefore all offeror systems will be invited to participate in bailment? | No. The government will notify unsuccessful Offerors who do not pass the Technical Acceptability Review (TAR). | ||
| 17 | 66 | L.4 | Is data responding to these questions listed to be provided within Vol I TAR submission, within the restricted 5 page requirement? Or is this data to be provided in Vol II submissions following testing? | The answers to the questions in Section L.4 regarding alarm thresholds are to be provided by the vendor after they have been notified that they will proceed to threshold testing. They are not required as a submission for the TAR. | ||
| 18 | 68 | 11.12 | If proposed products are COTS and compliant with ANSI N42.32 and/or N42.48 will they be considered acceptable for TAR? | If the proposed device meets the Technical Acceptability Review (TAR) requirements, then the device will pass the TAR. | ||
| 19 | PRD RFP 2 15 17 Page 51 | 10.1 | Does each hard copy of the submission have to include a CD version of the Proposal? | No. | ||
| 20 | FR-23 and OR-24 | Attachment 1 | "Table 3" is mentioned in both of these requirements. Where can this table be found? | The information in Table 3 is provided in the clarification column in Attachment 1 to the RFP. | ||
| 21 | Attachment 2 - IDIQ Pricing Template | Why is CLIN002 - Corrective Repair is grayed out on the Pricing Template? | CLIN 0002 should not be grayed out. The Pricing Template has been updated. | |||
| 22 | Attachment 2 - IDIQ Pricing Template | Should CLIN005- DID be grayed out? | CLIN 0005 should not be grayed out. The Pricing Template has been updated. | |||
| 23 | Attachment 1 FR-04-05 | Attachment 1 | Can you specify the relationship between dose rate and the numerical value: Should it be Linear or Logarithmic? | The relationship is not specified, only that the relationship be provided as part of the system’s documentation. The relationship is determined by the OEM. | ||
| 24 | Multiple - 1, 51, 52 & 68 | SF1449, 10.1, 10.3 and 11.12 | Please confirm the following proposal due dates for the above referenced solicitation to ensure we provide the deliverables on the expected due dates. SF 1449 states March 10, Section 10.1 states TBD for electronic copies and hard copies 2 days later, 10.3 and 11.12 has a detailed breakout by date. | Follow the schedule in section 11.1.2. | ||
| 25 | 45 | SECTION X – INSTRUCTIONS, CONDITIONS, & NOTICES TO OFFERORS | Do reps and certs need to be included with proposal if the manufacturer's reps and certs are updated in SAM? | No. | ||
| 26 | General | If a Section has a page limit can we attach additional information in a Appendix (ie brochures, letters, literature)? | No. | |||
| 27 | General | Will DNDO accept bids for SPRDs (Spectrometric PRD) detector/identifiers for RFP? . | Yes. | |||
| 28 | Must all units perform constant work in no alarm mode for 168 hrs? | Yes. OR-15 states the device must be capable of continuous operation for 168 hours in a non-alarm state to meet this requirement. | ||||
| 29 | Does the bidder has to be certified from National Lab for the ANSI testing? | This question is unclear. If the Offeror's proposal indicates that the proposed device meets ANSI Standards, the Offeror needs to provide substantiating evidence for this device such as test reports or certifications from a Government agency and/or accredited laboratory, independent laboratory, third party, in-house contractor test reports, or any other technical or functional documentation. |
