OR-1
The system shall notify the operator of the presence of gamma radiation sources, including Special Nuclear Material (SNM) and Radiological Dispersal Device (RDD) sources, when the system and the source are static
Demonstrate a Probability of Detection (PD) of 80% or more when exposed for up to 30 seconds (dwell time) to Co-57 shielded by 5mm of steel producing 2.33 ± 10%

122 keV photons/cm2- second and separately to Ba-133 shielded by 5mm of steel producing 1.44 ± 10% 356 keV photons/cm2-second, based on a background of

7.5 µR/hr. Background exposure rate was measured with a GE RS PIC.

Demonstrate a PD of 80% or more when exposed for up to 30 seconds (dwell time) to Co-57 shielded by 5mm of steel producing 1.27 ± 10% 122 keV photons/cm2-second and separately to Ba- 133 shielded by 5mm of steel producing 0.89 ± 10% 356 keV photons/cm2-second, based on a background of 7.5 µR/hr.

Background exposure rate was measured with a GE RS PIC.

Desired performance characteristics are the ability to detect the smallest amount of R/N material, with the most shielding, at the greatest distance, while maintaining a low probability of false alarms. The alarm signal threshold settings must be the same as those used for the false alarm tests, and device orientation must be as used in standard operations (on the belt for detection). For testing, the flux to be detected will be scaled as the square root of the ratio of the current test site background exposure rate to the background exposure rate on which the requirement was based. Scaling of the specified flux conditions for evaluation purposes will be done using a device more appropriate than the GE RS High Pressure Ionization Chamber (HPIC). Radiation background measurement corresponding to that originally reported by the HPIC are 5.75 μR/h using a 2 x 2 inch NaI scintillator with reported energy range of 25 keV to 3 MeV. The background will vary between 0.34 µR/hr to 25 µR/hr. An energy calibrated HPGe detector is used to measure and determine the counts in the appropriate region of interest and then determine the flux at the point where the PRDs’ reference points will be placed.

FR-01-01
The device shall alarm rapidly upon exposure to radiation above a set alarm point.
In accordance with ANSI N42.32-2006, Section

6.3. Alarm within 2 seconds after exposure to an increase in the radiation level of 50 µR/h that occurs over a period of no more than 0.5 s.

Objective = Threshold

FR-01-02

The device shall have user adjustable settings for notification/alarm levels.

Allows user to set/change levels at which the device will alert the operator to the presence of gamma and neutron (if included) radiation.

Objective = Threshold This a unique indication for detection of radiation of interest for the security mission. OR-4 requires a separate settable/configurable alarm for personal safety levels.

Key Performance Requirement (KPP)

The system shall notify the operator of the presence of gamma radiation sources, including SNM and RDD sources, when the system and the source are moving in relation to each other.
At a constant relative speed of 0.61 m/s demonstrate a PD of 80% or more, when exposed to Co-57 shielded by 5mm of steel producing 4.54 ± 10% 122 keV

photons/cm2-second at point of closest approach of 170 centimeters (cm) and separately to Ba-133 shielded by 5mm of steel producing 2.42 ± 10% 356 keV photons/cm2- second at point of closest approach of 330 cm, based on a background of

7.5 µR/hr. Background exposure rate was measured with a GE RS PIC.

At a constant relative speed of 1.50 m/s demonstrate a PD of 80% or more, when exposed to Co-57 shielded by 5mm of steel producing 4.54 ± 10% 122 keV photons/cm2-second at point of closest approach of 170 cm and separately to Ba- 133 shielded by 5mm of steel producing 2.42 ± 10% 356 keV photons/cm2-second at point of closest approach of 330 cm, based on a background of 7.5 µR/hr.

Background exposure rate was measured with a GE RS PIC.

Desired performance characteristics are the ability to detect the smallest amount of R/N material, with the most shielding, at the greatest distance and relative speed, while maintaining a low probability of false alarms. Distance and speed both must be scaled with the square root of the ratio of the target activity to the actual activity of the test source used. An energy calibrated HPGe detector is used to measure and determine the counts in the appropriate region of interest and then determine the flux at the point where the PRDs’ reference points will be placed.

OR-12
The system shall have a high Operational Availability (Ao).
Ao is greater than or equal to 0.99
Ao is greater than or equal to 0.995
Ao= Mean Up Time/(Mean Up Time + Mean Down Time). Up time is defined as the amount of time that the system is operating or capable of operating. 8760 hours (1 year) of continuous operation in a non-alarm state.
Continuous operations are defined as turning on the system, allowing it to become fully functional and stabilize, then remain powered on and functional for the duration of the defined period subject to the standard test conditions defined in ANSI 42.32-2006 and test procedures in ANSI

42.32-2006 section 5.15. Suitable battery life beyond the threshold is based on if the batteries are rechargeable or replaceable.

Rechargeable batteries acceptability must consider allow for a shorter operating period between charges, time to recharge and number of recharge cycles before degradation. Whereas replaceable batteries may increase lifecycle cost due to maintaining an operational supply of spares. So a longer battery life for replaceable batteries operating period is desired. Even if a device uses rechargeable batteries, it should accept common, commercial batteries in case charge is lost and recharge capability is unavailable or untimely.

Responders will need to specify how long the device will operate without needing to replace or recharge the power supply.
