Enterprise Security Services, Glynco, GA Amendment 000003
A. The purpose of this amendment is to respond to contractor inquires to date and are provided in a Q (Question) and A (Answer) format:
Q1. Page 65, FAR 52.228-16: Please confirm that a 20% performance bond (of the original awarded price) is a current contractual requirement for this effort. Given these sureties can be in excess of $10M per year and could cause severe economic hardship on the participant so that the participants survival may be jeopardized will the government consider a reduction in the performance bond amount?
A1. No. The performance bond shall remain at 20% of the original contract price. The expenditure that the company will incur will be predicated on the surety’s determination. Historically, we have seen the percentages range from 1.2% to 2%.
Q2. Will a new performance bond (SF 1418) be required for each individual Option Year?
A2. Yes.
Q3. Page 223, FACTOR B: Past Performance: If an offeror is providing past performance information of key personnel for use in evaluation of past performance should it be formatted identifying the same criteria as other contract performance references or does the government prefer a narrative that identifies and explains the relevancy of their experience?
A3. You must comply with the Past Performance criteria listed on page 223, FACTOR B, Past Performance.
Q4. Additionally, IAW FAR 9.6 does the government intend to count each individual key personnel experience as (1) individual past performance reference? I.e. can an offeror submit the past performance of (3) key personnel to satisfy the required number of references?
A4. The onus remains with the contractor to determine and submit relevant information for past performance submissions.
Q5. Technical Exhibit 14 & 15: Can the government please provide the complete PDF of each collective bargaining agreement (Glynco, Artesia)? The provided references are illegible and do not contain any of the pertinent wage and fringe benefits compensation data necessary to ensure continuity of pricing with current negotiated labor requirements.
A5. Technical Exhibits 14 and 15 have been entered into the solicitation package as objects. In order to view these documents, place the cursor on the form and you will notice a dotted line appears around the entire document or form. Double click on the form or document and the entire file will appear.
Amendment 000003
Q6. 1.6.3 Please clarify that the government intends for the contractor to provide a roster for each post, for each shift, for each location identifying the name and position/title of every worker for the first day of contract service only and then wants this same documentation every month for every day of the month? This seems to suggest that the government is actually requesting information on who will be on each post every day for the life of the contract. Being that the government also requests the work schedules every week (1.6.4.) this seems to be excessive and may produce an unfair burden on the contractor to perform. Please clarify the intent of this requirement.
A6. Paragraph 1.6.3 on Page 86 of 260 will be revised to reflect the change in the requirement.
Q7. 1.6.4. Please clarify if prepared work schedules are to be delivered to the Primary COR or each individual regions agency representative?
A7. Work schedules shall be delivered to site CORs. A revision to paragraph 1.6.4 will be made to reflect this change.
Q8. 1.6.5 Do all positions on the contract require relief? Will the government allow any position to self-relieve? Will the government accept the use of supervisors or patrol personnel to provide relief for other ASO positions?
A8. All positions require relief. All services will be provided as required in the solicitation.
The onus is on the contractor to determine use of relief personnel for each post.
Q9(a). Attachment 9 2.1c, Does the government consider the 2-4 hours of annual government furnished safety training as billable time? Q9(b) Will this training be considered OJT? Q9(c) Will the contractor be required to backfill positions as a result of these training requirements?
A9(a). The annual Government safety training will be conducted during normal duty hours for each employee.
A9(b) Yes.
A9(c) Yes, if the employee has to leave their duty post in order to take training.
Q10. 1.7.2.2 Are Site Project Management personnel eligible to begin performance on the contract with an Entry on Duty (EOD) suitability determination, prior to a final favorable adjudication?
A10. Initial suitability determination performed by the Government is acceptable prior to final adjudication.
Q11. 1.7.5 Will the government consider removal of the term Quality Control Manager from this requirement, there is no "Quality Control Manager" position designated as key personnel in this procurement. If the government meant Quality control monitors (1.4.3) it has already been established that the responsibilities shall only be as frequent as necessary thus their site presence may not be required every day. Notification of their absence would impose an unnecessary administrative burden on the contractor.
A11. Yes. Paragraph 1.7.5 will be revised to reflect this change.
Q12. 1.8.1.2 Will all levels of employees be eligible for post assignment with an EOD determination prior to a final favorable adjudication?
A12. See response provided under Answer 10.
Q13. 1.8.3.3 Does APCO PST certification meet the requirement validation of PST audio/visual testing and passage?
A13. No, these are separate requirements.
Q14. 1.8.4.2 Can the government confirm that the post at Bldg. 182 (Glynco) and Commercial Gate (Charleston) are the only posts that require personnel with TECS training and certification?
A14. No, please note that any personnel performing TECS queries as part of duties in support of the solicitation requirements will require TECS training and certification.
Q15. Can the government identify the regulatory authority currently certifying TECS training and certification for incumbent administration/PST personnel?
A15. We are in the process of obtaining TECS access; therefore, we currently do not know the regulatory authority.
Q16. Will DHS online training and FLETC -DHS terminals be available to the contractor to complete TECS training and certification?
A16. Yes
Q17. 1.8.4.3 Can the government please identify which positions (posts) will require personnel to complete PIV training and certification?
Amendment 000003
A17. Any personnel performing PIV issue duties in support of the solicitation requirements will require PIV training and certification.
Q18. Will DHS online training and FLETC -DHS terminals be available to the contractor to complete PIV training and certification?
A18. Yes
Q19. Will the government provide contractor access to all necessary DHS-FLETC Learning Management Systems (LMS)?
A19. Yes
Q20. Is there a PIV requirement for contract security personnel for this effort?
A20. All contractor personnel will be required to obtain a PIV credential.
Q21. 1.10.1 Do security personnel have access to cafeteria or other eating areas to facilitate lunch breaks on-site?
A21. Yes during specific contractor hours. However, Cheltenham, MD does not have a dining facility.
Q22. 1.12.1 Will the government make FLETC ranges available to facilitate firearms familiarization and course of fire qualifications?
A22. No. Only the weapon qualifications are provided by FLETC personnel and will be performed in the FLETC ranges.
Q23. If the successful offeror purchases the weapons from the incumbent and assigns them to the same ASOs will the contractor still be required to perform weapons training and qualification before they are able to assume duties? On similar DHS contracts the government provides for a waiver or grandfathering of initial weapons qualifications when the same weapons platform, caliber, and manufacturer are used.
A23. Yes, the contractor will be required to perform weapons training and qualifications before they assume duties. A waiver will not be considered.
Q24. 1.12.1.1 Will the government provide a current training roster to identify the current weapons qualifications dates of incumbent ASOs, Shift Supervisors, and Site Program Managers?
A24. No.
Q25. Will the government provide a current training roster to identify all training requirement dates of ASOs, Supervisors, Site Program Managers, PST, and Administrative Personnel so that each offeror can appropriately forecast the successful offerors phase-in training burden?
A25. No.
Q26. 1.12.2 Please confirm the government-provided 32-hr ASTTP training is only required for new-hires, and not incumbent personnel.
A26. Yes, ASTTP training is only required for new-hires.
Q27. 1.12.3.1 Please consider removal of qualified instructor and COR oversight for this line.
PATs for ASOs of this nature generally require the PAT to be administered by a licensed medical professional, thus the COR would not be able to provide any direct oversight nor would any instructor be able to administer such tests (i.e. auditory, psychological, etc).
A27. The contractor is required to determine the training solution for this requirement.
Paragraph 1.12.3.1 will be revised to change “a qualified instructor” to “a qualified instructor and/or licensed medical professional”.
Q28. 1.14 Does the government currently utilize the IPanel Video-teleconferencing System? If not this hardware please identify the current VTEL system utilized by FLETC for compatibility purposes.
A28. The FLETC currently utilizes PolyCom. Dial in would require assistance from the FLETC Video Teleconferencing Administrator for ISDN only, not the IP network.
Q29. 4.3.1 Can the government please specify the current weapons make, model, and manufacturer utilized by the incumbent?
A29. No, that is considered proprietary information of the incumbent.
Q30. Can the government provide a redacted seniority list for incumbent ASOs, PST, and Administrative Personnel? This information will allow each offeror to properly calculate the current vacation burden that will be borne by any successful offering. If this information is not provided each contractor will make different assumptions in vacation allotments that will create an unbalanced evaluation of contractor's price and affect the government's ability to receive a best value.
A30. The following information is provided to give offerors a snapshot, as of the date the information was compiled, of the current seniority levels for certain aspects of the enterprise security contract.
Offerors are advised that the data provided is informational only as seniority levels are subject to change without notice. As such, the information related to seniority levels shall not be construed as the Government’s direction or suggestion that this data must be used, as presented below, in developing pricing information.
Note: Percentages identified in the below tables may not total to 100% due to rounding.

Q31. Section E, Factor C, Price (ii) Reference: “Offerors shall provide a detailed breakdown of how it arrived at proposed costs as follows for each Site: Contract Line Item Number, Description, Service Contract Act (SCA) Occupation Code, Firm Fixed Price (FFP) Direct Labor Categories and Rates, for all proposed exempt and non-exempt positions; clearly identifying the proposed positions as exempt or non-exempt, full time and/or part time equivalents for each labor category, productive hours, overtime hours and rate, guard mounting, training, proposed exempt and non-exempt fringe benefits, to include FUTA, SUTA, Workers Comp, Health & Welfare, CBA Pensions, Annual Benefit Funds, Burdened Labor Rates, Site and Individual Other Direct costs, Off-Site and On-Site Overhead, G&A, Profit, applicable New Mexico Gross Receipt Taxes and Bonding costs.”
If an offeror’s DCAA-accepted business practice is to account for indirect costs using homogeneous pools allocated over a representative base, such as direct labor in the case of fringe benefits, it will not be possible to break out fringe benefit elements, as individual fringe benefit cost itemization would not be consistent with DCAA disclosures. In this case would it be acceptable to provide the fringe costs as a percentage of direct labor, consistent with an approved accounting system?
A31. Yes, for exempt employees it is acceptable to provide fringe benefits as a percentage of direct labor so long as the fringe benefit dollar value is shown in the pricing breakout. For non-exempt employees, the Government will evaluate each price proposal to ensure all fringe benefit elements contained in the Collective Bargaining Agreement have been addressed; therefore, the fringe benefits for non-exempt employees must be broken out by fringe category, i.e., Social Security, Medicare, FUTA, SUTA, H&W, and Pension, etc.
Amendment 000003
Q32. Section E, Factor C, Price (iv) Reference: “Price proposal shall include completed Schedule B. In the event there is a discrepancy between sections of the price proposal and Schedule B, Schedule B will govern.” Please confirm that the reference to Schedule B is referring to the Section B Price Schedule on Page 5 of 260 of the solicitation.
A32. Yes, Section B, Price Schedule commencing on Page 5 of 260 through Page 37 of 260 will govern.
Q33. Section B, Reference: CLINs 0004AH and x004AG, Question: The Cheltenham Base Period not-to-exceed reimbursable badge supplies Amount is $75,000, while the option period not-to-exceed Amounts are each $20,000. Please confirm that the Base Period costs are expected to be higher than option period costs.
A33. CLIN 0004AH, Reimbursable Badge Services as identified as $75,000.00 under Section B is incorrect. This amendment revises Page 9 of 260, CLIN 0004AH to reflect the correct amount of $20,000.00.
Q34. Section B, Reference: CLIN 3003AJ, Question: The CLIN’s Unit is showing “HR” or Hours, but to be consistent with other like CLINs, the unit should be “U.S. DOLLARS”. Please verify.
A34. This amendment revises Page 20 of 260, CLIN 3003AJ to change “HR” to “U.S.
DOLLARS”.
Q35. Page 145, Section D, Part 7, Technical Exhibit 2 Reference: Commercial Gate Entry/Exit Access Control Commercial Gate, Commercial Vehicle Inspection, M-F excluding holidays.
Please confirm that the Entry/Exit Commercial Gate is also intended to be M-F excluding holidays.
A35. Yes, the Entry/Exit Commercial Gate is also intended to be M-F excluding holidays.
Q36. Page 221 Section E, Volume 2 and Page 233 Section E, Volume 2: Volume 2 shall be labeled Factor B, Past Performance and shall not exceed 10 consecutive pages, excluding the Table of Contents. In order to be responsive, clear, complete, and compliant with the Evaluation Factors presented on page 233, would the Government increase the page count limitation from 10 to 12 pages.
A36. The Government has considered the request to expand the number of pages from 10 to 12 for the past performance submittal, however, after careful deliberation the acquisition team has decided to keep the submittal limitation to 10 pages.
Q37. Page 83, Section D, Part 1, PWS, Paragraph 1.3.4 “The contractor shall also seek authorization from the COR or FSSO prior to requesting any listed response authority for incidents occurring on the FLETC properties”. Is it the intent of the government that any emergency medical assistance, must be requested from the listed client authority?
A37. Yes. The contractor is required to attempt and document authorization in Perspective prior to requesting response.
Q38. Section D, Part 1, PWS, Paragraph 1.6.3, “The Contractor shall provide to the Contracting Officer on the first day of contract services, an organizational chart that includes the names of project management, shift supervisors, the shift organization makeup for each post by name of the employee and their respective titles.” Would this preclude the rotation of all Armed Security Officers (ASO) employees to ensure adequate cross training since employees are frequently changed at post within any given shift?
A38. Paragraph 1.6.3 on Page 86 of 260 will be revised to remove naming the post personnel to allow you to fully utilize the officers you deem appropriate.
Q39. Page 87, Section D, Part 1, PWS, Paragraph 1.6.6: The contractor shall not deviate from the directions provided by the Post Orders except in emergencies or as directed by the COR.
Will those deviations to the written post orders be issued in written form; or is the COR responsible for following up with verbal deviation in written form within a reasonable time.
Does this require the COR to contact Site Management of their intent to make deviations or modifications prior to implementation or does this suggest that the COR can direct the workforce?
A39. In emergency situations, refer to paragraph 1.3.5. Coordination with site management will be done for other deviations.
Q40. Page 88, Section D, Part 1, PWS, Paragraph 1.7.1: “The Primary Project Manager must exceed the qualifications of the Site Project Managers”. Does this indicate that the Primary Project Manager must have a higher level of education, higher level of Law Enforcement and/or Security, higher level of security clearance, higher level of physical testing and weapons qualification scores?
Is the Primary Project Manager required to;
A. Perform a PAT
B. Obtain a higher Security Clearance Level
C. Be armed and maintain higher qualification scores than Site Project Managers
A40. Paragraph 1.7.1 on Page 87 of 260 will be revised as a result of this amendment to reflect the change in the Primary Project Manager’s qualifications.
Q41. Page 94, Section D, Part 1, PWS, Paragraph 1.12.1: “Each member of the FLETC Security Force authorized and required to carry a firearm under the provisions of this Contract shall complete a contractor provided firearms training program which includes the correct procedures for proper and safe handling, safeguarding, firing and qualifying with an issued or assigned
Amendment 000003 firearm, prior to assuming law enforcement/security duties at the FLETC”. Is the initial new hire firearms qualification going to be conducted at FLETC or must the contractor perform this qualification off site using a commercial range?
A41. The contractor is required to provide firearms training program which includes the correct procedures for proper and safe handling, safeguarding, and firing. The Government provides the firearms qualifications at each FLETC location.
Q42. Page 94, Section D, Part 1, PWS, Paragraph 1.12.1.2: “The government shall only schedule and perform firearms qualifications on a quarterly basis, unless the contractor has a minimum of six (6) new hire candidates requiring qualification”. Such restrictions unduly restrict replacement hiring, can the limit of six (6) new hires be reduced to three (3)?
A42. Paragraph 1.12.1.2 on Page 93 of 260 will be revised to change the paragraph from “The Government shall only schedule and perform firearms qualifications on a quarterly basis, unless the contractor has a minimum of six (6) new hire candidates requiring qualification.” to “The Government shall only schedule and perform firearms qualifications on a quarterly basis, unless the contractor provides a 2 week notice and has a minimum of two (2) new hire candidates requiring qualification.”
Q43. Page 141, Section D, Part 7, Technical Exhibit 2: MAIN ENTRANCE GATE (Peak traffic 0600 – 0800, 1130 – 1330 M-F excluding holidays), Gate 1 (2 lanes) Entry/Exit access control… 0000 – 0000, 24 hours a day for 7 days per week, armed. Is it the intent of the government to have two (2) lanes open for twenty-four (24) hours a day for seven (7) days per week or one (1) gate open for twenty-four (24) hours a day for seven (7) days per week with a second lane open only during peak hours of the day?
A43. Historically, one (1) lane is open twenty-four (24) hours a day for seven (7) days per week with a second or third lane opened during peak hours of the day. The onus remains with the contractor to determine the best technical solution.
Q44. Page 141, Section D, Part 7, Technical Exhibit 2: COMMERCIAL ENTRANCE GATE (Peak traffic 0600 – 1800 Gate 10 (3 lanes) Entry/Exit Access Control… 0600 – 1800, 12 hours a day for 5 days per week, armed. Is it the intent of the government to have three (3) lanes open twelve (12) hours a day OR two (2) lanes open twelve (12) hours a day with a third lane open during peak hours OR one (1) lane open twelve (12) hours per day with a second lane open during peak hours with a third lane for commercial vehicle traffic as required?
A44. Historically, one (1) lane is open twelve (12) hours a day for five (5) days per week with a second or third lane opened during peak hours of the day. The onus remains with the contractor to determine the best technical solution.
Amendment 000003
Q45. Page 220; (b) (1) Volume 1: “All text shall be formatted to a font equivalent to Courier, Times New Roman or Arial with a size equivalent to either 12 characters per inch or 10 point type. Characters are to be in black ink.” Is color ink allowed in graphics and figures?
A45. Color ink is allowed in graphics and figures.
Q46. Will the Government allow font size 8 point in graphics?
A46. The Government has considered the request to allow 8 point font for graphics, however, to ensure consistency among all proposals the decision was made to not make any changes to the font sizes stated in the solicitation.
Q47. Page 220; (b) (1) Volume 1: “Volume 1 shall not exceed 300 consecutive pages, excluding the Table of Contents,” Will the Government exclude the Glossary and List of Acronyms from the page limit for Volume 1?
A47. The Government has considered the request; however, the Glossary and List of Acronyms will not be excluded from the page limitation.
Q48. PWS, Section 1.7, 1.8, 1.15, 5.15; Attachment 9, Section 29, Within the referenced sections of the RFP, requirements for security clearances are listed. However, we do not see a requirement for a facility clearance for offerors. Please clarify if there is a requirement.
A48. The only clearance required to gain access to the FLETC centers is the clearance granted by the submission if a FLETC FTC-SEM-17 Badge Application Request along with other security badging forms as identified in paragraph 29.
Q49. Solicitation, Page 218 of 260, Instructions for Volume 1 state that Factor A shall not identify the offeror by name or make indications to identify the offeror. Q60. On page 85 section 1.6.2 it states, “It is the contractor’s responsibility to determine the number of personnel to staff at the posts based on the historical data provided in Technical Exhibit 3…”, however this data does not account for shift and days of the week.
