INSTRUCTIONS FOR OBTAINING ACCESS TO DRAWINGS AND SPECIFICATIONS ON
FEDBIZOPPS:
The drawings and specifications for this acquisition contain information that is considered Sensitive But
Unclassified (SBU) For Official Use Only (FOUO) documents. FOUO documents are not Confidential, Secret, or Top Secret under Executive Order 12858 and are not to be considered “classified.” Access to and distribution of FOUO documents is restricted to recipients that have a “need to know” in order to perform or assist in a lawful and authorized governmental function. Participation as an offeror in this government acquisition for construction services affords an individual “need to know” in order to prepare a viable offer to perform the required construction services. However, in order to control the access, as required by U.S. Code, Executive Order, and Department of Homeland Security policy, the Contracting
Office from which the contract will be issued must obtain information prior to providing access to FOUO documentation. This individual is then responsible for the control of any further copies of the documents provided or made available to any other individual or entity and for any subsequent re-distribution of the documents to a third, or fourth, or lower tier of distribution of the FOUO documents. These documents and all copies or reproductions of the documents must be destroyed when the documents are no longer necessary. When the requirement has been awarded or the solicitation cancelled, any unsuccessful offeror must destroy all copies of the
FOUO documents he/she downloaded AND ensure that all other copies are also destroyed.
3. An individual may then download and complete a copy of the Non-Disclosure Agreement – DHS
Form 11000-06, found at Attachment 7 of the RFP.

Files will be logically organized and indexed according to a filing system provided by or agreeable to the Contracting Officer’s Representative (COR). The records will be organized and maintained so they are easily accessible. Such files may be turned over to the Government for record purposes prior to close out. Examples of files to be maintained are:
- Correspondence

The COR will identify other required reports such as on-site logs and will furnish reporting formats.
G.13.3 Scheduling
The Contractor is required to furnish DHS a detailed automated Critical Path Method (CPM) schedule within 30 days after contract award. The COR will review the contractor's schedule and recommend approval, rejection, or revision along with supporting rationale. The Contractor's schedule should contain major contract milestones including dates for critical submittals, bid activities, major equipment deliveries, major tests/inspections, and performance of work by special subcontractors or trades. The Contractor’s schedule is required to be cost-loaded as the basis for making progress payments. The COR will review the contractor's schedule to ensure that the activities are comprehensive, that work flow is logical, that the schedule is not front-end loaded, and (if applicable) that activities are reasonably priced. Once approved by the CO the Contractor will incorporate the contractor's schedule into the master project schedule. The COR will also receive and review the Contractor's periodic updates as submitted with each request for payment and recommend appropriate action. The Contractor will continuously monitor actual progress against the master schedule, identifying any delays or potential delays and notifying the government representative. If delays are encountered or anticipated, the Contractor will coordinate with the COR procedures that will mitigate the delays and implement remedial follow-up actions.
G.13.4 Meetings
The Contractor will assist in the coordination of the Pre-construction Conference and other meetings as necessary or as requested by the CO or COR, including periodic progress meetings at or near the construction site. The Contractor will record and provide minutes for each meeting.
G.13.4.1 Progress Meetings
The Contractor will assist the Government in conducting periodic construction progress meetings. The progress meetings should be held at or near the construction site. Normally the progress meetings will be attended by:
- Contracting Officer
- Contracting Officer’s Representative
- Contractor QCS
- A-E representative
- Construction contractor superintendent
- Project Engineer
- Appropriate subcontractor representatives
- Using Organization representative(s), if appropriate
A typical agenda for the progress meetings is as follows:
- CPM or schedule update
- Old Business (Contractor lists on the agenda issues/problems/questions from prior progress meeting that remain unresolved. Issues that get resolved during the meeting are dropped; unresolved issues are carried over to the next meeting.)
- New Business
- Review of work progress.
- Field observations, problems, and decisions
- Maintenance of quality and work standards
- Safety
- Review of status of submittals
- Update progress schedule
- Review of off-site fabrication and delivery schedule
- Corrective measures to regain projected schedule
- Identification of problems that impede planned progress
- Effect of any proposed changes on schedule and coordination
G.14 Submittals
The submittals required of the Contractor (e.g., shop drawings, samples, certificates, catalog data, test reports, warranties, and operating manuals) will be as specified in the construction documents developed during the design process.
G.14.1 Submittal Processing
The Contractor will develop a complete list of submittals in an electronic format for monitoring purposes.
The Contractor will establish a submittal control system for processing all construction submittals. The
Contractor’s submittal control process will include target time periods for delivery, review, and return consistent with the review periods specified in the construction contract. The submittal control process will include initial delivery and distribution, logging, review, mark-up, approval / rejection, return distribution, re-submittal processing, and tracking / monitoring. The A-E and/or COR will review submittals and recommend approval, approval as noted, or rejection.
G.14.2 Submittal Processing Time
The Contractor is responsible for facilitating the review and approval of submittals so as to keep processing times to the minimum. Under the terms of the contract, the construction contractor will be required to prepare submittals in time to support corresponding construction activities, allowing sufficient time for
COR and the A-E’s review. If delays are encountered or anticipated in the receipt of submittals or in the processing of submittals, the Contractor will develop strategies for mitigating the delays and assist with remedial follow-up actions.
G.15 Required Testing
The Contractor is responsible for conducting required tests in accordance with Section H, Quality Control
Plan. The Contractor may also be asked to perform independent or verification tests for the Government.
Such tests may be performed by the Contractor’s in-house staff if certified or by independent subcontract to a certified testing laboratory.
G.16 Information Requests
A request for information (RFI), also known as information request (IR), is a question posed by the
Contractor seeking clarification of contract requirements. The RFI must be in writing. The RFI and response provide a documented history of the issue, and are considered a no-cost clarification to the contract for construction. An RFI can result in a contract modification, but such modifications must be approved and processed as formal contract modifications, with cost and time delineated. The Contractor shall be responsible for initiating any needed RFI’s and for maintaining a log of all RFI’s and coordinating
RFI’s among the subcontractors, A-E, CO and COR. The Contractor shall formalize procedures for processing RFI’s so that all parties understand and agree to their respective roles and responsibilities.
G.17 Contract Modifications
The Contractor will develop a standard procedure for working with the construction contractors, sub-contractors, CO and COR in processing modifications. The CO has the sole authority for modifications to the contract.
