Amendment 1, HSFLBP-14-R-00001 Waste Water Thermal Decontamination System
Plum Island Animal Disease Center Amendment 2
Attachment 1 – Questions and Answers
The following questions have been received as written and the answers are below.
Q. Based on the information received at the PIADC site visit, the work inside the existing structures is not clearly defined and possesses many unknowns with relation to effort and costs and given the fact that DHS indicated that there would be future amendments coming out, would DHS consider extending the due date for the proposals?
A. The work inside the existing structures is defined in the Specifications and Drawings, which are attachments to the Solicitation. Amendments may be posted to address clarifications and questions received. The final amendment will be posted on or before March 26, 2014, to allow contractors one week for revisions prior to Proposals being due. The due date will not be extended at this time.
Q. We feel the work inside the existing structures is not clearly defined and possesses many unknowns with relation to effort and costs. Would DHS consider performing the work associated within the existing facilities as government furnished or allow an alternate type of cost proposal such as a Cost Plus Fixed Fee (CPFF) or Time and Materials (T&M) on the existing structures and maintain Firm Fixed Price (FFP) on the new facility?
A. All proposals should include all work requested by the solicitation as Firm Fixed Price. Alternate types of cost proposals or cost proposals excepting work as government furnished will be considered non-responsive.
Q. Will there be work interruptions or “non-standard schedule” (off shift/weekend) operations required of the contractor due to real time PIADC operations? If so, can the non-standard work schedule(s) along with any noise/vibration limits be characterized and defined for the project?
A. Contractor is responsible for determining the schedule of the items of work that will interfere with PIADC operations. Contractor will need to coordinate with the Contracting Officer and PIADC prior to non-standard schedule work commencing. There are no noise/vibration limits associated with this project.
Q. Clarify the definition of scope and responsibilities to the contractor for modifying the existing facility waste distribution systems to include the electrical power, structural modifications, integration of the new systems’ piping connections and reroute of existing B-101 piping.
A. Government will ensure that work will be biologically safe prior to the work occurring. Government will do the decontamination, but the contractor will do the rest of the associated work.
Q. To what extent (if any) is the contractor responsible for the decontamination of existing structures, piping, plumbing and tank systems that are to be modified within B-101?
A. Government will complete the bio-decontamination of the existing structures. Decontamination of hazardous materials, environmentally regulated materials, etc., are the responsibility of the contractor.
Plum Island Animal Disease Center
Q. The integration of the existing piping (internal B-101), electrical power and structures to the new modifications appear to occur during real time PIADC operations. To what extent will the contractor be inhibited from performing construction activities? Will this work have to be performed off-shift or weekend?
A. Contractor will coordinate the schedule of off-shift or weekend work with the Contracting Officer and PIADC. See also Specification Section 01 14 00 Paragraph 1.3.18, Utility Cutovers and Interruptions.
Q. Is it possible for the PIADC to provide a schedule where by the integrated systems modifications, testing and commissioning activities can be dedicated to the contractor?
A. Contractor shall provide a schedule for these activities, detailing interface points that will call for advance coordination with the Contracting Officer and PIADC. Schedule shall be in sufficient detail to allow Government to respond and facilitate the Contractor’s needs and scheduling.
Q. Coordination with ongoing operations in Building 101 is a major concern. How will coordination with ongoing operations be handled? How will delays in the schedule be handled due to issues beyond the contractors control. What guidelines should we follow when creating the schedule required for inclusion with the proposal?
A. Contractor shall provide a schedule for activities that will interfere with ongoing operations (see Question 7). Delays will be evaluated and extensions given, if applicable, in accordance with FAR 52.249-10(b). The schedule should follow the guidelines provided by Section L of the Solicitation, as detailed on page 72.
Q. There are locations in Building 101 that require Bio-Containment walls be constructed. Who will be responsible for certifying that the walls are indeed providing the proper containment?
A. The Contractor will build the Bio-Containment walls. The Government will test the constructed walls to ensure that the seal meet the requirements of the specifications and drawings. The Contractor will have to correct any deficiency found upon testing.
Q. Will PIADC be responsible for all de-contamination (Bio-Hazard, fuels, etc) of existing electrical power, structures, piping, components, tanks etc that the contractor will interface with (removal, connect into or otherwise come in contact with as part of the project)?
A. The Government is responsible for biological decontamination only, defined in the specifications.
Contractor is responsible for all other types of decontamination (fuels, asbestos, hazardous materials).
Q. Will the contractor be responsible for establishing Bio-hazard Containment barriers and controls during the times when it is necessary to perform construction activities between the Bldg 101 external and interior locations (i.e., old tank removals, etc)?
A. The Government will do the biological decontamination of the space prior to work commencing on that specific location. Contractor will build the biocontainment barrier and once it is classified as accessible, the Contractor may begin work within that space. Contractor may have to reseal the space
Plum Island Animal Disease Center after testing or may have to set up penetrations for gassing and electrical to facilitate the work being completed.
Q. What are the PIADC and/or EPA requirements and regulations for the removal storage and transfer off the Plum Island Facility of Bio-Hazard and environmental hazard (lead, asbestos, fuel oil/other chemical) contaminated materials? Can the materials be transported on the existing Ferry’s or do special arrangements have to be made?
A. Any demolition material from this project from Bio-containment shall be stock piled in an area designated by PIADC, and disposed of by PIADC. Any demolition material removed from areas outside of Bio-containment shall be removed from PIADC and disposed of or recycled by the Contractor. The exception to this is concrete debris removed from areas outside of Bio-containment which shall be broken up for road bed material into a size, 2” or less, and stock piled on site as directed, with metal and reinforcing extracted from the concrete and removed from PIADC by the Contractor and recycled.
Environmentally hazardous materials, environmentally contaminated materials, and/or regulated waste shall be removed by the Contractor, properly packed in drums or bags in accordance with applicable environmental regulations, and turned over to PIADC for disposal. Such materials are regularly transported off island by PIADC through an existing contract with an environmental disposal company, via PIADC Ferries, with the appropriate manifest signed by the Environmental Specialist. Contractor debris shall be collected in a roll-off dumpster and removed from PIADC by the Contractor as normal construction debris. Office and lunch waste shall be segregated and collected in a PIADC provided dumpster for collection and disposal by PIADC.
Q. Clarify the definition of scope and responsibilities to the contractor for modifying the existing facility control systems (Building Management System and other facility controls) to include the modification and integration of the new WWTDS systems’ command/data process management software and integrated systems commissioning/testing. As it pertains to the WWTDS contractor, how does PIADC plan to manage the integrated control systems modifications, testing and commissioning activities?
A. Scope is defined by the plans and specifications. Contractor’s responsibility is to provide a fully functional system integrated with existing systems as defined by the plans and specifications. Contractor shall provide a schedule for these activities, detailing interface points that will call for advance coordination with the Contracting Officer and PIADC. Schedule shall be in sufficient detail to allow Government to respond and facilitate the Contractor’s needs and scheduling.
All questions must be sent in writing to Erin Riffey or Jason Gerloff. Contractors may email them to Erin.Riffey@fletc.dhs.gov or Jason.Gerloff@fletc.dhs.gov. Questions will be addressed anonymously in writing in the subsequent amendments. All questions must be submitted to the Contracting Officers by March 20, 2014.
