Attachment 13 Performance Matrix Preparedness and Performance
Key elements of readiness preparedness and performance:
Contractor Capability- the sum of available expertise and capacity Implementation Rate- the expected rate of capability implementation in the field given logistical and deployment limitations for disaster task orders.
Performance Standards- the PWS standards that set performance expectations.
Contractor Threshold- The threshold at which the size of the disaster (in terms of assigned inspections) and/or a combination of disasters exceeds the contractor’s performance capabilities.
Typical Event Model Required on day 3 to return 15% of the total issued inspections assigned. Required to increase returns by 5% per day of each task order. OR Large Events Capability Model If use of the typical event model exceeds the per day implementation rate capability (New Disaster Task Order exceeds PWS production capability) e.g . 15% of issued inspections on day three = 100,000 inspections, required to meet minimum per day implementation rate.
Housing Inspectors per Contractor needed to maintain daily production and aging requirements.
@ 7 inspections per day = 20,000 inspections per day, per Contractor by day 20 Overall Contractor Capability and Implementation Rate (Inspector Cadre)
