HSFE80-16-Q-0004 OCONUS RFP
QUESTIONS AND RESPONSES
Question 1:
“Note: Upon arrival, assets are in place to down-load aircraft and move equipment to RSC location.”
Does this mean that the government will be suppling all the different types of trucks needed (i.e. flat beds, tractors and/or trailers, and loading equipment) at both the airport and the RSC location?
Government’s Response: No
Question 2:
In reference to Section C.7 will the Government provide clarity on vendor provided transportation? It may take up to 72 hours just to obtain a transportation support team for items such as plane and water craft.
Government’s Response: The TOPR will say what government transportation is available at both the
APOE/APOD. The time-line is based on if the government is/is not providing any transportation.
Question 3:
In reference to Section C.11 NFPA 101- Life Safety Code- Chapter 28, New Dormitories only applies to hard wall permanent structures, not temporary shelters. Can we obtain more clarity on this topic.
Government’s Response: The PWS does not reference NFPA 101-Life Safety Code-Chapter 28.
Question 4:
In reference to Section C.3 in regards to RSCs in regions 2, 9, and 10. Is this an indication of our capability to build one of these RSC scenarios or capability to build all RSC scenarios at one given time?
In addition, Guam and the Commonwealth of Northern Marianas, American Samoa, do not state number of RSCs and population size of each RSC. Can this information be provided?
Government’s Response: Scenarios should be addressed individually.
Question 5:
In reference to Section B: CLINs - Will a readiness CLIN be issued to enable a contractor to dedicate assets of this magnitude to FEMA?
Government’s Response: No, a readiness CLIN will not be issued to enable a contractor to dedicate assets of this magnitude to FEMA.
Question 6:
In reference to Section B: CLINS – Will a CLIN be added to enable a contractor to send an advanced team to identify a site suitable for placement of equipment?
Government’s Response: No
Question 7 (B.1 PRICE/COST SCHEDULE):
What is the minimum quantity that a task order can be issued?
Government’s Response: See Section I.5 52.216-19 Ordering Limitations
Question 8 (B.1 PRICE/COST SCHEDULE): Determined at task order
The unit price is defined as “per person”. What is the duration for each?
Government’s Response: Determined at task order level. This will not be known until there is a formal requirement for a RSC

Question 10 (C.3 Scope)
“FEMA Region 9 (Hawaii, Guam, Commonwealth of the Northern Marianas, American Samoa) – For
Hawaii, (4) simultaneous OCONUS RSCs for up to 1,000 persons each, or (2) simultaneous OCONUS RSCs for Guam and the Commonwealth of the Northern Marianas, or (1) OCONUS RSC for American Samoa housing up to 300 personnel. Minimum occupancy is 50 personnel.”
Can you please clarify the size base camp required for Guam and the commonwealth of Northern
Marianas?
Government’s Response: Guam and Northern Marianas: (2) RSCs for up to 1,000 each, one for each location.
Question 11 (C.3 Scope)
“FEMA Region 9 (Hawaii, Guam, Commonwealth of the Northern Marianas, American Samoa) – For
Hawaii, (4) simultaneous OCONUS RSCs for up to 1,000 persons each, or (2) simultaneous OCONUS RSCs for Guam and the Commonwealth of the Northern Marianas, or (1) OCONUS RSC for American Samoa housing up to 300 personnel. Minimum occupancy is 50 personnel.”
Is the requirement for 2 RSC’s in each territory (Guam and Northern Marianas) for a total of 4 RSC’s?
Government’s Response: The requirement is for (1) RSC in each territory (Guam and the Northern
Marianas).
Question 12 (C.4 Responder Support Housing Capacity)
“The Contractor must be capable of scaling the OCONUS RSC size up or down in population increments of
25 within 24-hours and 100 occupants within 72 hours of notification.”
It is assumed that the maximum scaling request above a task order will be a maximum of 100 occupants with no additional requests for a 72 hour period? Or could multiple requests be submitted within that time frame such as an additional request 12 hours later?
Government’s Response: Scaling Requests will be made in 24 hour intervals.
Question 13 (C.4 Responder Support Housing Capacity)
“The Contractor must be capable of scaling the OCONUS RSC size up or down in population increments of
25 within 24-hours and 100 occupants within 72 hours of notification.”
Does base camp occupancy include space for base camp Staff?
Government’s Response: Yes, base camp occupancy includes space for base camp staff.
Question 13 (C.4 Responder Support Housing Capacity)
“The Contractor must be capable of scaling the OCONUS RSC size up or down in population increments of
25 within 24-hours and 100 occupants within 72 hours of notification.”
When scaling down, do the components required need to be physically de-mobbed within 24 hours?
Government’s Response: Yes, the components required need to be physically de-mobbed within 24 hours.
Question 14 (C.7 General Information)
Time Constraints, Colum 3 “Government provided trans” there are references to both “after
APOD/SPOD off load” and “After Task order”. Which one should be used?
Government’s Response: See chart in Section C7. Each column notates the timeframe.
Question 15 (C.7 General Information)
“Additionally, the contractor shall have the capability for early-phasing, if requested in the task order, to provide partial OCONUS RSC support………………………….for 100 personnel 36 hours after task order award.”
Does the 36 hour after task award include transportation time or would that be additional?
Government’s Response: Yes it includes transportation.
Question 16 (C.7 General Information)
With the extremely short lead times and the extremely high value liquidated damages, will the government consider a retainer contract to insure delivery?
Government’s Response: No, the government will not put a retainer contract in place to ensure delivery
Question 17 (C.7 General Information)
Is this a new contract? If not who is the incumbent contractor(s)?
Government’s Response: Yes, this is a new requirement. We have a similar contract in place for
CONUS locations only which there are five vendors.
Question 18 (C.7 General Information)
This is a Multiple award, IDIQ contract. How will the government decide which contractor will be issued a task order?
Government’s Response: See Section G.9 Task Order Procedures.
Question 19 (C.11 Code Adherence/Compliance Report)
“FEMA will support the Contractor’s efforts to expedite the permit process responsible for obtaining all required permits prior to OCONUS RSC acceptance. The contractor shall notify the Contracting Officer and COR immediately if the circumstances raise any concerns about the Contractor’s ability to obtain the necessary permits.”
If permits are unable to be obtained due to disrupted local infrastructure within the affected zones, or other for other means, will liquidated damages be implemented?
Government’s Response: Liquidated damages will not be implemented if permits are unable to be obtained due to disrupted local infrastructure within the affected zones.
Question 20 (C.11 Code Adherence/Compliance Report)
“All Contractors’ personnel shall be able to pass a background check in accordance with the FEMA
Contractor Eligibility and Personal Identification Verification (PIV) Process”
Is it required that the PIV process background checks are complete prior to RSC acceptance, or shall this process begin upon RSC acceptance?
Government’s Response: Should be performed prior. All key members of the RSC staff should have background check and PIV process completed in advance.
Question 21 (C.13.2 Site Layout Plan)
What information will be provided to the contractor to be able to develop a “disability accessible site
Specific design plan”?
Government’s Response: OCONUS RSC site requirements and the designated number of people needing accommodations will be issued with the TOPR.
Question 22 (C.13.2 Site Layout Plan)
How much time will be allowed to develop the “disability accessible site specific design plan”?
Government’s Response: Disability accessible site specific design plans shall be submitted with the task order proposal.
Question 23 (C.13.2 Site Layout Plan)
Where can “OCONUS RSC site requirements and layout in accordance with OCONUS RSC site spacing” be found?
Government’s Response: OCONUS RSC site plans will be issued with the TOPR.
Question 24 (C.13.6 Medical Plan)
C13.6 stated that the medical plan is to be Submitted with the task order proposal, the table in C19
Contract Data requirement list Item 8 states “within 14 days of Occupation of site”, which should be used?
Government’s Response: Contractor shall submit medical plan with task order proposal.
Question 25 (C.14.3 Site Preparation)
Is it anticipated that the Government provided site will be selected with the specifications outlined in consideration? Or will the site be selected based upon other factors such as convenience of location or lowest price?
Government’s Response: It is anticipated that the Government will provide a site selected with the specifications required.
Question 26 (C.14.3 Site Preparation)
Applicable Federal, State or local permits may be delayed in obtaining due to disrupted local infrastructure following a natural or man-made disaster. Will a delay implement liquidated damages?
Government’s Response: No, FEMA will support the Contractor’s efforts to expedite the permit process responsible for obtaining all required permits prior to OCONUS RSC acceptance. The contractor shall notify the contracting officer and COR immediately if the circumstances raise any concerns about the contractor’s ability to obtain the necessary permits.
Question 27 (C.15.1 Billeting)
“Billeting shall be segregated by gender.”
Will the Quantities of each gender be identified at time of task order proposal request? Or at task order award?
Government’s Response: Gender quantity will be identified in TOPR.
Question 28 (C.15.2 Administrative Areas)
“Contractor to provide Internet access.”
What is the required minimum standard for internet performance?
Government’s Response: The OCONUS RSC should have a minimum Bandwidth range of 3 megabits per second (Mbps) (dual T1) and greater with latencies no greater than 100 milliseconds (ms).
Question 29 (C.15.2 Administrative Areas)
“The Contractor shall provide secure containers where security can discharge (clear) their weapons in any of the main areas throughout the OCONUS RSC.”
Can you please clarify what is needed here? What size? How many?
Government’s Response: This will be determined at the task order level when the required security force is known. At a minimum there will be (1) clearing barrel to discharge a weapon at each entrance to the RSC.
Question 30 (C.15.3 Security)
There is no line on the Price Template to price this option?
Government’s Response: Security will be provided by Government
Question 31 (C.15.8 Restroom Facilities)
“The Contractor shall provide disability accessible portable restroom facilities with flushing toilets at each OCONUS RSC to ensure compliance with all applicable OSHA 29 CFR 1910 and 29 CFR 1926 standards and requirements and all other federal, state and local applicable requirements.”
Can standard portable toilets be used in place of Flushing toilets?
Government’s Response: No, standard portable toilets cannot be used in place of Flushing toilets.
Question 32 (C.15.10 Laundry Facility)
“The contractor shall provide disability accessible laundry service.”
The laundry facility is a drop and fold facility, so does the entire facility need to meet all accessibility rules or just the drop off/Pickup area?
Government’s Response: Yes, the entire facility needs to meet all accessibility rules.
Question 33 (Power and HVAC)
Will the contractor be able to purchase fuel from the government at or near the OCONUS RSC?
Government’s Response: The contractor may be able to purchase fuel near the OCONUS RSC.
Question 34 (C.15.14 Environmental Control)
“The Contractor shall ensure that all facilities within the OCONUS RSC are equipped with reverse cycle
(Heat and A/C) Environmental Control Units (ECUs) or comparable environmental control system capable of maintaining the ambient temperature inside the facilities at 72 +/-5 degrees Fahrenheit at all times”
C.3 Scope states “All housing solutions shall be equipped with air conditioning and heating (HVAC) to meet all environmental conditions and capability of maintaining the interior temperature between 68 and 72 degrees Fahrenheit….” Please clarify.
Government’s Response: Section C.3 is revised to reflect 67 degrees and not 68. All housing solutions must be able to be maintained between 67 and 77 degrees Fahrenheit at all times.
Question 35 (C.16.1 Photo Identification Cards)
There is a reference to Section J for a standard Format to be used. Section J does not have an attachment showing the required format. Can you please provide the standard format?
Government’s Response: Attachment 8 has been added and shows the standard format.
Question 36 (C.16.1 Photo Identification Cards)
If no task order is awarded to the contractor to provide the ID service, Who will be responsible to issue
ID badges to contractor employees?
Government’s Response: FEMA Security will issue all badges to Contractor employees.
Question 37 (C.16.1 Photo Identification Cards)
“FEMA Security shall have a badge machine at the OCONUS RSC to issues badges….”
Is this machine separate from the Contractor provided equipment or will the contractor be required to provide additional equipment to FEMA Security?
Government’s Response: FEMA Security’s badging machine is owned and operated by FEMA.
Question 38 (C.16.3 Meal Payment)
Can the Government provide an estimate of how many non-occupants may purchase meals on a daily basis?
Government’s Response: No estimate can be provided at this time.
Question 39 (C.16.3 Meal Payment)
Can the contractor refuse to serve non-occupants?
Government’s Response: No, the Contractor cannot refuse service to non-occupants.
Question 40 (C.16.5 Ablution)
Will this Government provide a certified Potable water source for the contractor to utilize?
Government’s Response: No certified water source will be provided
Question 41 (E.2 52.211-10 Commencement, Prosecution and Completion of Work)
“The Contractor shall be required to……………..(c) complete the entire work ready for use not later than 36 hrs after receipt of award.”
Does the detailed timeframes in C.7 supersede this 36 hour requirement?
Government’s Response: No, C7 outlines for the 36 hour requirement as well.
Question 42 (E.2 52.211-10 Commencement, Prosecution and Completion of Work)
“…………failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer”
There are no required performance and payment bonds detailed within the documents.
Government’s Response: Determined at task order level.
Question 43 (Pricing)
CLINs 002, 1002, 2002, 3002 and 4002 state that the Contractor shall provide supplies and equipment for a max of 2000 people. However, the PWS and pricing worksheet (Attachments 1 and 3) list a max. of
3000 personnel. Please confirm what the correct number should be.
Government’s Response: The maximum is 3,000. Updated pricing CLINS are attached to this amendment.
Question 44 (Past Performance)
Should Past Performance Questionnaires (PPQs) be provided for references going back five years (as stated on page 72) or ten years (as stated on page 64)?
Government’s Response: Page 64 is related to Past Performance and page 72 is related to Corporate
Experience. These are two separate factors and require different documentation.
Question 45 (Past Performance Section L)
Please clarify the number of Past Performance References required. The RFP stipulates in instructions for Volume 1, Tab 3 that a minimum of two are required, however all relevant awards within the past ten years are requested.
Government’s Response: Two relevant references are required at a minimum.
Question 46 (Past Performance Section 3)
Subcontracts, on page 65 of the solicitation, seems out of place. The relevant section is copied below. Is this meant to refer to the past performances (i.e., the Offeror should describe how the work performed on the contracts used for past performance was assigned among the different entities) or to the current scope of work as it is currently worded in the section?
“Section 3 – Subcontracts. Offerors shall provide an outline of how the effort required by the solicitation will be assigned for performance within the Offeror’s corporate entity and among the proposed subcontractors.”
Government’s Response: Section 3 –Subcontracts should read “Offerors shall provide an outline of how the effort required by the solicitation were assigned for performance within the Offeror’s corporate entity and among the proposed subcontractors. The information provided for the prime
Offeror and each proposed major subcontractor must include the entire company name, company address, CAGE Code, DUNS Number and type of work to be performed by citing the applicable
Government SOW subparagraph number. This includes all subcontractors who provided critical hardware/services or whose subcontract is at least 50% of the total proposed price.”
This correction will be updated with the amendment posting the responses.
Question 47 (Scenarios)
Will the government facilitate aircraft landing operations at the three scenario locations? If the answer to number one above is “yes”, will this extend to port operations?
Government’s Response: No.
Question 48
Will all awardees be required to bid on each Task Order, or can they bid on a specific region(s) or locations as the Task Orders are released?
Government’s Response: Yes, all awardees will be required to bid on each Task Order.
Question 49
Are there any restrictions on nationality of personnel (key or supporting), or will this be determined on a
Task Order basis?
Government’s Response: Must be a US Citizen or Citizen of disaster area.
Question 50
Are there any instructions regarding the nature of exclusivity of subcontractors or teaming partners?
Government’s Response: No.
Question 51
With respect to hard facilities, are there preferences or restrictions for the sourcing of prefabricated components or CONNEX units?
Government’s Response: No, there are no preferences or restrictions for the sourcing of prefabricated components of use of containerized units.
Question 52
Is a facility security clearance required for subcontractors?
Government’s Response: Yes, if accessing camp.
Question 53
Would the Government consider an extension to the proposal deadline?
Government’s Response: No.
