SCENARIOS

#1 Region 2: A Responder Support Camp for (1,500) people is needed in the vicinity of San Juan International Airport (distance is less than 5km). Government transportation cannot be provided. Please describe how you would meet the time-line to establish the RSC. Include load plans showing the personnel and equipment that would be transported for the RSC. Detail your equipment package down to the major end item level. Your responses should also address the following details:

· Securing required strategic transportation

· Preparing equipment and personnel for movement

· Movement of personnel and equipment to port(s) of embarkation

· Offloading equipment and personnel at ports of debarkation

· Securing transportation for movement of cargo and personnel to the designated location for housing responders

· Preparation of site and housing of initial responders Note: Upon arrival, assets are in place to down-load aircraft and move equipment to RSC location.

#2 Region 9: A Responder Support camp for (300) people is needed in Saipan. Government transportation cannot be provided until the equipment and personnel reach Saipan. Please describe how you would meet the time-line to establish the RSC. Also include load plans showing the personnel and equipment that would be transported to Saipan for the RSC. Detail your equipment package down to the major end item level. Your responses should also address the following details:

· Securing required strategic transportation

· Preparing equipment and personnel for movement

· Movement of personnel and equipment to port(s) of embarkation

· Offloading equipment and personnel at ports of debarkation

· Securing transportation for movement of cargo and personnel to the designated location for housing responders

· Preparation of site and housing of initial responders Note: Upon arrival, assets are in place to down-load aircraft and move equipment to RSC location.

#3 Region 10: A Responder Support Camp is needed for (500) personnel. The camp will be located on Joint Base Elmendorf-Richardson (JBER) in the greater Anchorage, Alaska area. Government transportation cannot be provided to transport assets to JBER. Please describe how you will meet the time-line to establish the RSC at JBER. If aircraft are used, they will have the ability to land at JBER. Also include load plans showing the personnel and equipment that would be transported to Alaska for the RSC. Detail your equipment package down to the major end item level. Your responses should also address the following details:

· Securing required strategic transportation

· Preparing equipment and personnel for movement

· Movement of personnel and equipment to port(s) of embarkation

· Offloading equipment and personnel at ports of debarkation

· Securing transportation for movement of cargo and personnel to the designated location for housing responders

· Preparation of site and housing of initial responders Note: Upon arrival, assets are in place to down-load aircraft and move equipment to RSC location.
