1 RFP Page 8 and SOW Page 3 Please clarify the Conflicting statements below:

Page 8 of HSFE70-16-R-0002 states:

(ii) Minimum and Maximum Quantities The minimum guarantee for this contract is set at 10 cots. The maximum is set at 26,900 cots. However, in the event of a Presidential Declaration for Disaster, the Government will utilize this contract to respond to the disaster by increasing the ceiling of the contract to provide additional cots.

Page 3 of the SOW States:

Deliverables Following the initial order, the contractor shall have a one-time surge capacity for each emergency response, to deliver 1,500 cots within 72 hours after receipt of order, 10,000 within 30 days and a prolonged surge capacity of 10,000 every 30 days until all requirements are met

The maximum for this requirement is set at 26,900 cots, however during Presidentially Declared Disasters, the ceiling of the contract may increase to provide additional EDS cots. The SOW reference mentioned outlines the anticipated need during Presidentially Declared disasters.
2I would like to counter offer the requested proposal. My company has been manufacturing under a similar contract for 4 years. We would like to continue this relationship, but we are unable to commit to building 1,500 EDS cots in 72 hours or 10,000 EDS cots in 30 days with out a significant investment on materials and labor from the purchaser. Will FEMA consider purchasing stock to be warehoused in advance of shipments? If so, how do I counter offer?Counter offers will not be accepted for this solicitation.
3Are we including shipping cost in the price of the EDS cots?Shipping cost must be included for the EDS cots at each site, except Emergency Site 9. Do not include shipping cost for the following CLINS: 0012; 1012; 2012; 3012; 4012. The shipping cost associated with Emergency Site 9 will be determined on a task order basis.
