1.0 Objective
To establish procedures for conducting Depot Area Air Monitoring System (DAAMS) sampling at the Center for Domestic Preparedness (CDP) Chemical, Ordnance, Biological, Radiological Training Facility (COBRATF)

4.0 Procedures
4.1 Safety Considerations
4.1.1 Before entering a given area to collect DAAMS samples in response to a Miniature Continuous Air Monitoring System (MINICAMS) alarm, the DAAMS sample collectors must first gather information regarding the alarm and potential causes, evaluate the situation and then select the level of personal protective equipment (PPE) appropriate to the situation. If the alarm occurs while Safety Control is in operation, the DAAMS sample collectors must notify Safety Control of the area that they plan to enter, the level of protection they intend to wear and receive permission from Safety Control to enter the area to collect the DAAMS samples. A respirator and protective gloves are the PPE required to enter an area where the cause of the Short Term Exposure Limit (STEL) or Allowable Stack Concentration (ASC) alarm is unknown.
4.1.2 When sampling vapor above liquid or solid waste, the sampling tube(s) is not to come in contact with the material being sampled.

NOTE 1: Before DAAMS samples can be collected to determine that an item is XXX, the item must be bagged, contained or enclosed for four (4) or more hours.
NOTE 2: When collecting DAAMS samples to confirm a positive response on a XXX item, the samples may be collected through the same sample line used in the initial monitoring from the Air Monitoring Room. If the container has not been opened since the initial monitoring, no additional hold time is required before sampling.
4.2 Requests for DAAMS Tubes
NOTE: DO NOT remove pen clip from 6mm DAAMS tubes.
4.2.1 Information needed on CDP COBRATF Form 4.18.HI prior to the preparation of the DAAMS sample: date of sample, name of item being sampled and ID number(s) where applicable.
4.2.2 Laboratory personnel prepare DAAMS tubes in-accordance-with (IAW)
CDP COBRATF SOP 6.25.
4.2.3 Obtain DAAMS tubes and CDP COBRATF Form 4.18.HI from Chemical Agent Laboratory Personnel. Inspect DAAMS tubes for visual defects such as cracks, chips, or other damage that might compromise the quality of the sample collected. Record any visual defects.
4.2.4 Each person who accepts custody of the DAAMS tubes must complete the chain of custody portion of CDP COBRATF Form 4.18.HI.
4.3 Flowmeters
4.3.1 Use only calibrated flowmeters.
4.3.2 If there is a flow regulator valve on the flowmeter, then be certain that it is fully opened or removed.
4.3.3 Measure the flow in liters per minute (LPM). Read the flow on the flowmeter from the center of the ball. Adjust the flow rate by turning the valve on the pump or the valve in line between the sample line and the pump.
4.3.4 Do not adjust the flow by turning the flow regulator valve on the flowmeter.
4.3.5 Use a flowmeter appropriate for the flow being measured (e.g., when measuring 8 LPM use a 10-LPM flowmeter).

NOTE: When connecting a DAAMS tube in a Swagelok fitting, only twist the fitting finger tight.
4.4 Preparation of DAAMS tubes for sampling with a sampling manifold (Figures 2 and 3).
4.4.1 Preparation of manifolds:
a. Uncap male connectors at both ends of the sampling manifold.
Connect the male connector on the large manifold to the vacuum pump. If needed, connect the line with a union for silver fluoride (AgF) pad assembly (Figure 1) to a small manifold.
b. Empty manifolds for XXX items. Place one QP (Quality-Process
Sample) and one blank DAAMS tube in the manifold with the grooved end towards the sample line.
c. Turn on the pump.
d. Attach a calibrated flowmeter to the end of the line or directly onto small manifold using Swagelok connections. Tighten the Swagelok nut on the end of the tubing from the meter to the Swagelok union body on the end of the DAAMS tube.
e. If samples are to be collected from the Air Monitoring Room through a sample line, a calibrated flowmeter may be connected in-line as seen in Figure 3 between the manifold and pump. Adjust flow rate according to Table 1 to collect a total volume of sample onto each tube of 40L.
f. Record the flowmeter serial number and the adjusted flow rate on
CDP COBRATF Form 4.18.HI.
g. Disconnect flowmeter if attached to the end of manifold or sample line (not the in-line flowmeter) and attach silver fluoride pad assembly (Figure 1) to line. Record start time of sampling on CDP COBRATF Form 4.18.HI.
h. See Table 1 for sample time.
i. At the end of the sample time, check the flow with the flowmeter.
Record the flow rate, time sampling ended and the average flow rate on CDP COBRATF Form 4.18.HI.
The flow rate should be 8 LPM (+10% or 7.2-8.8 LPM), 4 LPM (+10% or 3.6-4.4 LPM) or 2 LPM (+10% or 1.8-2.2 LPM).

4.5 Return the DAAMS sample tubes to the Chemical Agent Laboratory for analysis.
NOTE: DAAMS tubes or the sampling manifold should be capped as soon as possible to ensure the integrity of the sample.
4.5.1 Remove the DAAMS tubes or sampling manifold from the sample adapter.
4.5.2 When DAAMS samples are collected with a prepared sampling manifold, remove the silver fluoride pad assembly and any additional sample line used. Cap both ends of the sampling manifold.
4.5.3 When DAAMS samples are taken from the Air Monitoring Room through a sample line for confirmation of XXX, remove the tubes from the manifold and immediately cap both ends.
4.5.4 When samples are taken in the hot area, remove the silver fluoride pad assembly from the adapter unions and place them inside the properly labeled container. Place filter adapter inside the plastic bag with the DAAMS tubes.
4.5.5 When samples are taken elsewhere, laboratory personnel remove the silver fluoride filters and dispose of them in a properly labeled container.
4.5.6 Return the DAAMS manifold, completed Form 4.18.HI, and silver fluoride pads to the plastic bag that the items were in when they were received.
4.5.7 Individuals collecting samples must sign in the “Samples Collected By” section of CDP COBRATF Form 4.18.HI.
4.5.8 Record any comments regarding special and or particular circumstances that may have affected the sampling process.
4.5.9 Fold CDP COBRATF Form 4.18.HI and insert it in the plastic bag.
4.5.10 Return the DAAMS sample tubes to the Chemical Agent Laboratory.
4.5.11 In the event that DAAMS samples are required to be collected in the
Training Area, the laboratory personnel will copy the sampling information from the original CDP COBRATF Form 4.18.HI onto a blank CDP COBRATF Form 4.18.HI. The sample collector must sign the copy of the completed CDP COBRATF Form 4.18.HI.
4.5.12 Any time that the laboratory personnel are not available to provide
DAAMS manifolds and complete the laboratory section of the paperwork, the individual collecting the DAAMS sample should complete the laboratory portion of the sampling sheet (see section 4.2.1). Once the

DAAMS sample has been aspirated, the DAAMS tubes will be stored in the Air Monitoring Section until the laboratory personnel are available to take custody of the DAAMS tubes for sample analysis.
NOTE: Section 4.6 applies to certified air monitoring technicians only.
4.6 DAAMS Sample Collection for the Incinerator Exhaust Stack (See Figures 4 and 5)
4.6.1 Obtain a pair DAAMS sample tubes from the laboratory. Place one QP
DAAMS tube and one blank DAAMS tube in the DAAMS manifold with the grooved end towards the stack sampler.
4.6.2 Open the stack sampling device and place two backup pads and one silver fluoride pad. Close the stack sampling device.
4.6.3 Close the stack sample valve.
4.6.4 Open the sample bypass valve.
4.6.5 Turn on the vacuum sample pump.
4.6.6 Adjust the total vacuum flow control valve. Adjust the sample flow rate to 1 L/min on the flowmeter and record it on CDP COBRATF Form 4.18.HI.
4.6.7 Adjust the dilution air control valve. Adjust the dilution air control valve until an 80 ml/min value is indicated on the digital flowmeter and record on CDP COBRATF Form 4.18.HI.
4.6.8 Open the stack sample valve.
4.6.9 Close the sample bypass valve.
4.6.10 Collect the DAAMS sample for 60 minutes. Record sample collection times on CDP COBRATF Form 4.18.HI.
4.6.11 Close the stack sample valve, open sample bypass valve and record flows on CDP COBRATF Form 4.18.HI.
4.6.12 Turn off vacuum pump.
4.6.13 Remove DAAMS tubes from DAAMS manifold and deliver it to the laboratory for analysis.
4.7 Training and Records Requirements
4.7.1 Anyone at the CDP COBRATF that is assigned to collect DAAMS
Revision: 7 8.4 Page 6 of 12 Effective Date: 2/28/11 samples will be trained on this Standard Operating Procedure (SOP) by the Lead Air Monitoring Technician (LAMTech). The training of DAAMS sample collectors is documented using CDP COBRATF Form 4.18.DT.
4.7.2 After successfully completing training on this SOP, DAAMS sample collectors are recommended for certification by the LAMTech to the CDP COBRATF Assistant Director using CDP COBRATF Form 4.18.GR. Once the appropriate form requesting certification is reviewed by the Chemical Hygiene Officer, then the operator(s) may be certified as a DAAMS collector(s) by the CDP COBRATF Assistant Director.
4.7.3 The completed CDP COBRATF Form 4.18.DT and CDP COBRATF Form
4.18.GR are maintained on file in the air monitoring section. Copies of these forms are forwarded to the supervisors of the individuals trained.
4.7.4 A DAAMS sample collector will be decertified by the CDP COBRATF
Assistant Director anytime: (1) they are no longer an employee at the CDP COBRATF, (2) they are no longer required to collect DAAMS samples, (3) they have failed to be retrained on SOP changes, (4) they have not performed the duties of a DAAMS sample collector or been retrained within a 12 month period, or (5) they are recommended for decertification by the LAMTech because of performance problems. This is accomplished by filling in the lower section of CDP COBRATF Form
4.18.GR.

1.0 Objective
To define the process of participating in the Chemical Agent Standard Analytical Reference Material (CASARM) Proficiency Test Program (PTP) and the Semi-Annual Evaluation of Type 1 Method Analysts
2.0 Scope

4.0 Procedures
4.1 When requested by CASARM, the Laboratory Staff dilutes the proficiency test (PT) standard (GB and VX), based on the reported range, to the appropriate concentration for each of the Type I Methods in use. The dilutions are tracked on CDP COBRATF Forms 4.18.FE and/or 4.18.FG.
4.2 The lab transfers the diluted solutions to the Air Monitoring Section for analysis.
4.2.1 Each dilute solution is analyzed by a member of the Air Monitoring Staff.
A result from each dilute solution method is reported to CASARM to fulfill the requirements of the proficiency test.

4.2.2 Each air monitoring technician shall be evaluated at least yearly with all methods for which they are certified.
4.2.3 Each analyst calibrates a miniature continuous air monitoring system
(MINICAMS) and challenges it three times with the unknown standard for the assigned method. The calibration is performed on the same day as the analysis.
4.3 The analyst, date, unknown sample ID, instrument ID, method, calibration standard lot number and its concentration are recorded on CDP COBRATF Form
4.18.IT.
4.4 The analyst then determine the agent level of the unknown solution by challenging the instrument with a 4 µL injection and record the Z value (the generic designation for the applicable monitoring standard) for each of the three challenges on CDP COBRATF Form 4.18.IT. These values are reported back to the lab.
4.5 The lab enters the found concentrations and the dilutions used to prepare the solutions into the appropriate CDP COBRATF Workbook to calculate the concentration for the PT solutions.
4.6 These values are reported to CASARM as the proficiency test results.
4.7 All analyst values are held by the lab until the CASARM Proficiency Test Report is received with the known concentrations. The known concentrations are used to evaluate the semi-annual proficiency of the analyst and reported back to the Air Monitoring Section as acceptable or unacceptable. Written notification of any air monitoring operator having unacceptable results is reported to the air monitoring section within 5 working days.
NOTE: Recertification is specified in the Air Monitoring QC Plan as a means to demonstrate that unacceptable PT/Semi-Annual evaluation results are not due to the operator’s inefficiency and that data generated by that technician is not suspect. The ongoing ability to successfully calibrate and challenge the MINICAMS is proof of the operator’s proficiency.
4.8 In the event that a certified air monitoring technician’s PT results are judged to be unacceptable, the individual undergoes the recertification process for that method in accordance with the Air Monitoring QC Plan. As soon as the air monitoring section is informed of a failure, the certified air monitoring technician who generated the failing PT results is restricted from calibrating or challenging MINICAMS with that operating method. The recertification will be completed prior to the air monitoring technician being allowed to further calibrate and challenge MINICAMS for that method.

1.0 Objective
To establish procedure for conditioning Teflon sample lines used in conjunction with Miniature Continuous Air Monitoring System (MINICAMS) and Depot Area Air Monitoring Systems (DAAMS) at the Center for Domestic Preparedness (CDP) Chemical, Ordnance, Biological, Radiological Training Facility (COBRATF).

4.0 Procedures
4.1 Materials
Teflon tubing 1/4" or 1/8” OD
4.2 Equipment
4.2.1 Laboratory oven capable of containing appropriate amount of tubing and heating to desired temperature requirements.
4.2.2 Digital Linear Mass Flow meter
4.2.3 1/4” or 1/8” Stainless steel union fitting
4.2.4 Helium gas supply
4.2.5 Wrenches
4.3 Conditioning Procedure
4.3.1 Obtain Teflon tubing and remove tubing from spool. Assign an identification number and record manufacturer name, the name of the company the tubing was purchased from, size and the length of tubing on CDP COBRATF Form 4.18.JT.
4.3.2 Bundle tubing together with 1/8” Teflon tubing in an effort to keep from tangling and in a small enough roll to fit into the oven.
4.3.3 Attach appropriate size stainless steel or Teflon reducing union on one end of the Teflon tubing and tighten using wrenches.

4.3.4 Place tubing into the laboratory oven.
4.3.5 Attach one end of tubing to the helium gas supply line located inside of the laboratory oven with 1/8” union.
4.3.6 Attach digital flow meter to the opposite end of tubing. Record serial number of flow meter on CDP COBRATF Form 4.18.JT.
4.3.7 Using the helium supply control valve adjust the flow to approximately 100 ml/min. Record actual flow on CDP COBRATF Form 4.18.JT.
4.3.8 Remove digital flow meter.
4.3.9 Close oven door and adjust oven temperature set point to 175°C for 1/4”
Teflon tubing and 125°C for 1/8” Teflon tubing.
4.3.10 Condition Teflon tubing for approximately 2 hours on 1/4” and 1.5 hours on 1/8” Teflon tubing. Record time started/finished on CDP COBRATF Form 4.18.JT.
4.3.11 Turn off oven and allow cooling for approximately 2 hours while continuing to purge with helium gas.
4.3.12 Remove Teflon tubing from oven.
4.3.13 Connect the conditioned Teflon tubing to MINICAMS and observe for interference peaks. If interference peaks are present then repeat the conditioning process.
4.3.14 If little or no interference is present in the Teflon tubing (<0.10Z) as determined by MINICAMS analysis then the line can be installed for use with MINICAMS or for collection of DAAMS samples. Record Pass/Fail results for the conditioning results as reported by MINICAMS on CDP COBRATF Form 4.18.JT.
4.3.15 Cut the length needed and assign a specific sample line number and record on CDP COBRATF Form 4.18.JT.
4.3.16 Record on CDP COBRATF Form 4.18.JT where the line is placed into service (sample point number and/or location).
5.0 Safety Considerations
Always use gloves while handling hot tubing. Never attempt to remove tubing from oven until the temperature has completely cooled
