COBRA Training Area-Guard House-Building 801-A

Facility Description: This facility is a single story building, 389 Square Foot located between the parking area and the Administration Building on the COBRA Training Facility in Anniston Alabama. The building was constructed in 1986 and there have been no major additions.

1 Substructure The building rests on a slab-on-grade foundation that is not showing any signs of settlement or deterioration.

2 Shell The structure is brick veneer on CMU bearing walls. Roof construction is light weight concrete on steel deck. Exterior windows are steel sash with thermo pane glass. Exterior doors are hollow core metal in metal frames. Because of security features the entrances do not comply with ADA requirements.

3 Interiors Interior partition walls are painted CMU and drywall. Interior doors are hollow core metal in metal frames. Fittings include graphics, security pass-thru glass, toilet accessories, and shelving in fair to good condition. Toilet configuration and accessories are adequate but do not comply with ADA requirements. Floor finishes are primarily vinyl tile and ceramic tile in good condition. Ceiling finishes are acoustic panels in fair to good condition.

4 Plumbing Fixtures are original and in fair condition. Domestic water distribution is copper with cast iron waste in fair to good condition. Rainwater drain system is primarily gutters and downspouts. Domestic hot water is provided by an electric, wall hung water heater.

5 HVAC Heating and cooling is provided by packaged heat pumps in good condition. Fresh air is provided primarily by infiltration. Restroom ventilation is provided by a window and a small ceiling fan and appears adequate.

6 Electrical The electrical service is fed from the training building and is 277/480 Volt, 3 phase to a main distribution panel. Power distribution is copper, 3 wire grounded and is adequate. Lighting is primarily fluorescent with some incandescent and light levels appear adequate. Emergency power and light are present; exit signs are properly placed and illuminated.

COBRA Training Area-Administrative Building 801-B

Facility Description: The facility is a one story building 15,376 sq.ft. located on a 37.1 acres site close to the I 20 Interstate in Anniston Alabama. The building was constructed in 1986 and had a new roof installed in 2003.

1 Substructure The buildings rest on slab-on-grade foundations that are not showing signs of settlement or damage. The building does not have a basement.

2 Shell The superstructure is concrete frame. Floor construction is slab on grade. Roof construction is metal pan with lightweight fill. The exterior enclosure is comprised of walls of, CMU block. Water intrusion through the exterior wall is causing decalcification on the interior surfaces. Recommend investigation by a Professional Engineer to remedy this problem. Exterior windows are steel sash with fixed double pane. Exterior doors are hollow metal steel. Roofing is typically pitched with single ply membrane in good condition. Entrances do comply with ADA requirements.

3 Interiors Interior construction partition wall types typically include painted CMU with some drywall. Walls in the training bays are deck walls sealed at all junctions. Interior doors are generally hollow core metal doors, metal frames. Doors to the Training Bays are gas tight metal in sealed metal frames. Interior fittings include graphics, lockers, toilet accessories, shelving, handrails, toilet partitions in fair condition.

Toilet configurations and accessories are adequate and do comply with ADA requirements. Interior graphics and/or signage are adequate and do not appear to comply with ADA requirements. The interior wall finishes are typically painted CMU, tile, drywall generally in good condition. Floor finishes in common areas are typically, ceramic tile, vinyl composition tile and they are in good condition .Floor finishes in training bays are painted concrete. Ceiling finishes in common are typically suspended acoustical panels, 2x2, which are in good condition.

COBRA Training Area-Building 801-C

Facility Description: The facility is a two story building 28,630 sq.ft. located on a 37.1 acres site close to the I 20 Interstate in Anniston Alabama. The building was constructed in 1986 and had a new roof installed in 2003.

1 Substructure The buildings rest on slab-on-grade foundations that are not showing signs of settlement or damage. The building does not have a basement.

2 Shell The superstructure is concrete frame. Floor construction is slab on grade. Roof construction is metal pan with lightweight fill. The exterior enclosure is comprised of walls of CMU block. There appears to be a decalcification problem due to moisture. Exterior windows are steel sash with fixed double pane. Exterior doors are hollow metal steel. Roofing is typically pitched with single ply membrane in good condition. Entrances do comply with ADA requirements.

3 Interiors Interior construction partition wall types typically include painted CMU and some drywall. Walls in the Training Bays are deck walls sealed at all junctions. While the use of vinyl siding to cover the moisture intrusion on the CMU walls presents an appealing appearance, it presents a potential health issue. Recommend investigation by Professional Engineer to determine cause and provide a long term solution to the intrusion problem. Interior doors are generally hollow core metal doors, metal frames. Doors in the Training Bays are hermetic sealed. Interior fittings include graphics, lockers, toilet accessories, shelving, handrails, toilet partitions in fair condition. Toilet configurations and accessories are adequate but do not comply with ADA requirements. Interior graphics and/or signage are adequate but do not appear to comply with ADA requirements. The interior wall finishes are typically painted CMU, tile, drywall generally in good condition. Floor finishes in common areas are typically, ceramic tile, vinyl composition tile and they are in good condition .Floor finishes in training Bays are pained concrete. Ceiling finishes in common are typically suspended acoustical panels, 2x2, which are in good condition.

4 Conveying The building does not include conveying equipment.

5 Plumbing Fixtures are original and appear to be in good condition. Domestic water distribution is copper and is in good condition. Sanitary waste system is cast iron in good condition. Rain water system is a combination of roof drains and gutters with downspouts in good condition.

6 HVAC Heating is provided by gas fired boilers located in the incinerator building. Cooling is supplied by two York chillers that have been converted to R-123. Some modifications are needed to comply with the use of a Class 1B refrigerant. The heating/cooling distribution system is a 4-pipe system using air handlers, fan coil units and terminal units. Fresh air is supplied by air handling units. Roof mounted exhaust fans are installed in bathrooms and ventilation is adequate. Controls and instrumentation are pneumatic, digital and manual and are centrally controlled by an energy management system. The system balancing appears to be in good condition.

The training bays are served by special filtration systems located in 4479 to provide ventilation and contain specialty gases used for disaster training.

7 Fire Protection The building has a fire sprinkler system. Fire extinguishers and cabinets are distributed near fire exits and corridors

8 Electrical The electrical service is fed from a pad mounted, pole mounted transformer that delivers 277/480 V., 3-phase, 4-wire power to a main panel. Power distribution wiring is typically copper 3 wire grounded and is adequate. Additional power is needed to address planned future use of the facility. Lighting and branch wiring is typically 3 wire grounded serving a combination of surface-mounted and pendent-mounted fluorescent and some incandescent. Illumination is generally adequate.

Emergency power and lighting are present and exit signs are present at exit doors and near stairways and are typically illuminated.

9 Communications and Security

The fire alarm system consists of audible/strobe annunciators in common spaces, interior corridors, etc. and appears to comply with ADA requirements. The system is activated by pull stations and/or smoke detectors and is monitored at the guard shack. The telephone and data systems are separate and do not include dedicated closets or cabinets that are inadequately secured and cooled. The building includes an internal security system that is actuated by contact, infrared, and optical devices and is centrally monitored at the guard shack.

10 Other Electrical Systems

The building has two 500kW emergency generators. The building does have a dedicated grounding system and does not have a lightning protection system.

11 Equipment and Furnishings

The building does include fixed laundry, laboratory, and specialty medical equipment that is in good condition. The building does include fixed casework, window treatment, floor grilles and furnishings that are in good condition.

Parking Lot

Surface Parking is available on-site. There is sufficient parking capacity for the occupants where 4 out of 119 are handicap spaces and path to building entrances does not comply with ADA requirements. Parking striping is in fair condition. Landscaping is indigenous, in good condition and is not irrigated. Drainage is generally adequate and is handled by surface discharge and area drains. Concrete sidewalks immediately adjacent to the facility are in fair condition with a few cracked/settled sections. There appears to be adequate site lighting for vehicular and pedestrian night traffic. The water supply is provided from the campus distribution system and appears to be in good condition. Fire water is provided from a campus fire water distribution system. The sanitary sewer system includes a lift station that delivers waste to the campus sanitary main system and appears to be in good condition. Storm water removal is provided by the campus storm water system.
