RFP # HSFE20-14-R-0001 – CDP Facility Operations and Support Services Questions and Answers # 2 The Government’s responses to questions are provided below highlighted in yellow:

1. Can the Government provide the quantities for the following Fire & Life Safety devices broken out by building.

a) Pull Stations Several in each building; however, there is no maintenance required of these.

b) Smoke Detectors 90 in each dorm building

2. Will the Fire Extinguishers be required to have a 6 year maintenance test performed? Yes

3. When was the last time the Fire Extinguishers had their 6 year maintenance test performed? partial lot each year to meet 6 year requirement

4. Will the Fire Extinguishers be required to have a 12 year hydrostatic test performed? Yes

5. When was the last time the Fire Extinguishers had a hydrostatic test? partial lot each year to meet 6 year requirement

6. When was the last time the fire & smoke dampers tested? 2008

7. Will the Fire Sprinkler System be required to have a 5 year internal obstruction test performed? Yes

8. When was the last time there was a 5 year internal obstruction test performed on the Fire Sprinkler System? 2008

9. Will there be any CBRNE requirements for this contract? If so, what are the requirements? No.

10. For the 500 Series buildings, there is a combination of warehouse and training simulation rooms. Can you identify which of the rooms are to be maintained by the contractor and to what level? Reference Additional floor plans, PWS Section 7, and its attachment C, Site Characteristics and Maps.

11. Out of the total square footage, please clarify if this includes the buildings which are not currently in use. Reference Additional floor plans and maps, PWS Section 7, and its attachment C, Site Characteristics and Maps.

12. Who owns the fleet vehicles? Are we responsible for providing vehicles? Government owns fleet vehicles. Reference PWS Section 3.1.3 and its Attachment K, Exhibit #9, Vehicle Fleet Inventory. These vehicles are GFP exclusively for use under this contract by the contractor. Contractor may provide vehicles in addition to those provided by the Government (GFP) as it deems.

13. Is the square footage listed in the RFP correct? Yes, to the extent necessary to define the requirements.

14. In Reference To (IRT) B.2 Cost/Price Schedule Phase-In Transition Description for CLIN 0001 and section 1.5 of the PWS. The description field indicates “Facilities Operations and Support Services” but section 1.5 through 1.5.3 would indicate that during this period, the awarded contractor would have no Operational Mechanical Maintenance, Custodial or other PSW required service responsibilities during the Phase-in month.

a. Please confirm that the contractor responsibilities during phase-in are transition and administrative only? Yes, the contractor responsibilities during phase-in are transition and administrative only.

b. What availability will the incoming contractor have to incumbent onsite personnel during phase-in? Will personnel be made available for job interviews, hiring actions, training, etc. during normal working hours? These actions may occur off-site and after regular working hours.

15. IRT Base Period Pricing (11 Months and PM Services)

a. Are there any annual PM services that will be performed during the Transition Phase In month by the incumbent contractor, that should not be included in the base 11 month period pricing, but which would be included in subsequent years? Examples might be Annual Unfired Pressure Vessel Inspection, Boiler Inspection, Annual Generator Maintenance, annual Chiller Oil Analysis, Annual Thermal Scan (Switchgear), Annual Fire Alarm, etc? All PMs due during the phase-in period will be accomplished by the incumbent contractor.

b. Or should the contractor plan on performing all annual PM services within the base 11 month period?

16. IRT 3 Year Switchgear Testing

a. When was the last 3 Year Switchgear Testing PM performed? September 2011

b. Is the contractor to plan on performing the next 3 year switchgear test in the base period or on the 3 year anniversary of when it was last performed? Yes, next 3-year test due in September 2014

17. IRT Non-Destructive Chiller Tube Eddy Current testing

a. When was the last Non-Destructive Chiller Tube Eddy Current testing PM performed? April 2013

b. Is the contractor to plan on performing the next 3 year Non-Destructive Chiller Tube Eddy Current test in the base period or on the 3 year anniversary of when it was last performed? 3-Year anniversary.

18. IRT Annual Generator Maintenance Full Load Testing

a. Can load testing be performed using building power or must a load bank be used? Building power may be used.

b. Are there load banks installed or must the contractor provide them?

c. If the contractor must provide the Load bank, what are the cable lengths required from the nearest point a mobile load bank can be brought to be connected to the generator?

19. IRT 3 or 5 year Fire Suppression System Flow Tests

a. When was the last 3 or 5 year Fire Suppression System Flow testing PM performed? 5-year testing was performed in 2009

b. Is the contractor to plan on performing the next 3 or 5 year Fire Suppression System Flow test in the base period or on the 3 or 5 year anniversary of when it was last performed? Yes, during the base year.

20. IRT Fire Extinguisher 6 year and 12 year Inspection, test and hydrostatic testing.

a. For how many extinguishers, by capacity, can the contractor expect to perform the 6 year inspection and recharge during the five years of the contract? 71 at Bldg. 61, 120 in 900 area, 89 at Bldg. 490, 27 in 500 area. Typical extinguishers used are ABC, dry chemical, size 2.

b. For how many extinguishers, by capacity, can the contractor expect to perform the 12 year hydrostatic test, inspection and recharge during the five years of the contract? 71 at Bldg. 61, 120 in 900 area, 89 at Bldg. 490, 27 in 500 area. Typical extinguishers used are ABC, dry chemical, size 2.

21. IRT 1.4.4.6 Asbestos Training

a. Please confirm whether the requirement for 16 hours annual Asbestos training would be applicable only to those O&M employees whom might be required to perform Class III and IV asbestos work and not to all employees who may work in a building containing ACM but whom would not be required to perform Class III or IV Asbestos work? All maintenance personnel are expected to have 16 hr. annual ACM Training.

b. The 16 hour requirement is what is required to meet the Asbestos Worker Certification under the applicable OSHA regulations. Can the remaining employees be trained to the less stringent 2 Hour Asbestos Awareness standard? Yes (i.e., custodial workers).

22. IRT deliverables and recurring reports, are they due the number of working days or calendar days specified? Calendar Days

23. IRT Section I I.16 (a) (1), how many days after the award is the IT security plan due? 30 Days

24. IRT Statement of Work (SOW) section 1.2, Background, it indicates that in FY13 CDP trained 49.500 students (14,000 resident and 2,500 non-resident, 8,000 indirect, and 25,000 Academy students). What exactly is an indirect student and what support do they require from the contractor? Likewise, what support do non-resident students, and Academy Students, receive from the contractor? Indirect students are those trained off-site by peers who have attended in-resident training at the CDP and received “train-the-trainer” qualifications. Indirect students do not represent student volume at the CDP. Non-resident students are likewise trained off site and do not represent student volume at the CDP. The contractor is responsible to provide lodging services to resident students, instructors, and other special guests. These “background” numbers were included to provide offerors an idea of the typical volume of training support provided by the CDP both directly and indirectly.

25. SOW 1.3.4 states that Contractor employees visiting government facilities must coordinate their visit at least 24 hours prior and be issued a temporary visitor badge. Which level of contractor employee would this apply to? This applies mainly to corporate personnel not involved in the day-to-day operations.

26. IRT SOW 1.4.4.7, the Contractor is required to placard areas as appropriate. To what extent are areas already placarded? Operational Areas are properly placarded.

27.IRT SOW 1.4.4.9, the Contractor disposes of spent fuels, batteries, tires, and other hazardous wastes and pays all associated fees. What are the historical figures for these items? What are the historical figures for refunds for materials disposed of (assuming recycling.) No historical data is currently maintained

28. IRT SOW 4.2, Contractor provides fuel for contractor vehicles. What is the historic data for vehicle and fuel usage of contractor vehicles? Historical data for LPG for outdoor heaters? No historical data is currently maintained for this function.

29. IRT SOW 4.4.2, Contractor provides cell phones/blackberry’s as necessary. Is there an expectation that cell phones and Blackberry’s will be provided beyond key personnel? No; however, contractor is responsible to establish effective communications.

30. IRT SOW 4.4.1 Administrative Supplies. Contractor shall provide all administrative materials and consumable supplies such as paper, pens, ribbons and office supplies required to accomplish the required PWS. What is the historical consumption and use data? No historical data is currently maintained for this function.

31. IRT SOW 4.4.5 What are the supplies and consumptions rate of for the responder lodging facility? This would vary depending on occupancy. Refer to Annual Work Order and Lodging Occupants statistics included in this amendment.

32. IRT SOW 6.17, Mail and Parcel Distribution/shipping/receiving - What are the historical figures for number of pieces handled, weight and cube? No historical data is currently maintained for this function.

33. IRT SOW 6.19, Management of the Vehicle Fleet, it is not clear what vehicles are provided for use in fulfilling contractor support under the transportation requirement s and which vehicles may be operated by CDP personnel in the normal course of daily operations. Reference PWS Section 3.1.3 and its Attachment K, Exhibit #9, Vehicle Fleet Inventory. These vehicles are GFP exclusively for use under this contract by the contractor. What vehicles by type and capacity is the contractor expected to provide in support of services under this contract? Contractor may provide vehicles in addition to those provided by the Government (GFP) as it deems necessary to comply with requirements.

34. IRT SOW 7.3.10, Underground Storage Tank (UST) - requires visual inspection once per week, measure substance level monthly, remediate spills, overfills. Who has the responsibility to dispose of contents when full? Contractor.

35. IRT SOW 7.4.1.1, Elevator Maintenance - What type, quantity and model of elevators are there to be serviced?

Bldg. 61: 1 Otis Hydraulic, 3-stop Bldg. 490: 2 Virginia Electric, 3-stop Bldg. 490: 2 Montgomery Hydraulic, 2-stop

36. IRT SOW 7.5.15, Uninterruptible Power Supply (UPS) - this section specifies qualified service tech with minimum 5 years of UPS experience and minimum 40 hours UPS training. Must this be on-site employee(s) or may a subcontractor be used? Contractor’s Option.

37. IRT SOW 7.6.1-7.6.2, it says that the contractor shall furnish, maintain, repair and install all laundry equipment to include washers, dryers and components. Maintain Government owned appliances. Does furnish mean that the contractor is to purchase new washers, dryers or does the government provide there? New appliances, if needed, will be purchased by the Government and issued to the contractor as Government Furnished Equipment/Property. Are these bulk commercial or laundry room type units, or both? Combination of both. What is the type of appliances that need to be maintained, Buffers, Vacuums & Fans, etc.? See Attachment A, PWS, Attachment H, Exhibit #6 Government Furnished Equipment/Property.

38. IRT SOW 7.10, Locksmith - standard aspects plus assist in maintaining a Locking Control System key control program. Please clarify whose program is LCS and what does it entail? The Government owns, but contracts the management of the LCS through a security contractor. FOSS contractor will receive service calls for all lock and key requirements and is expected to closely coordinate all work with the security contractor.

39. IRT SOW 7.12, the contractor is responsible for Fire Protection Systems, monitoring, sprinklers, extinguishers to include lodging area after base period. Is central station monitoring a requirement under this contract? If so, what buildings are to be centrally monitored? All facilities are currently configure for localized monitoring.

40. IRT SOW 7.15, Janitorial and Custodial services for Building 17 (Dining hall) and 40 Twill Lane is cleaned by personnel in those buildings. How much SF does this involve and is that SF included in the total SF provided in section 1 or this SOW? Bldg. 17 serviced by food service contractor. Area shown in Attachment G.

41. IRT SOW 7.15.7 thru 7.15.7.6, Trash Disposal - Contractor is responsible for labor and equipment used in disposal of all garbage, trash, waste, products and refuse in CDP facilities and at the outdoor training venues in the vicinity of CDP facilities. Contractor bears cost of any disposal fees imposed by local governments. What is the requirement for waste containers by size, location and frequency that they are to be picked-up and hauled? 9 ea. Front-load, 4cy dumpsters picked up 4 times per week and 2 ea. Construction roll-off skids picked up as needed (frequency varies – historical data not currently maintained).

42. IRT SOW 7. 15.18, Stripping & Re-Waxing Floors, what is the frequency of this periodic? Refer to PWS 7.15.3 and Custodial Schedule included in this amendment

43. IRT SOW 7. 15.19, Shampooing Carpets & Rugs, what is the frequency of this periodic? Refer to Custodial Schedule included in this amendment

44. IRT SOW 7. 15.20, Shampooing/Scotch guard Upholstery, what is the frequency of this periodic? Refer to Custodial Schedule included in this amendment

45. IRT SOW 7. 15.31, Cleaning Curtains - Dry Clean annually, what are the quantities of curtains to be dry cleaned, is there any historical data? Disregard this requirement -- Curtains/drapes are only present in the Noble Training Facility conference room and will be replaced when necessary in lieu of dray-cleaning. No historical data currently maintained. This requirement will be deleted from PWS.

46. IRT SOW 7. 15.35, Windows - interior and exterior surfaces cleaning is required every twelve months on a rotating schedule. Is this performed presently by a subcontractor for exterior window cleaning? Contractor’s option

47. IRT SOW 7. 16.1, the Contractor provides adequate bulk recycling containers. What is the frequency of Pick Up? 7.16.2, should refund invoices be itemized and tracked YTD? Pick up frequency varies. No historical data is currently maintained. Contractor will credit invoice for refunds.

48. IRT SOW 7.21, ATM Machine, Contractor will maintain an anytime teller type cash machine at the hospitality hall and registration area. Is this requirement to provide one single machine? One single machine at each required location.

49. IRT SOW 7.20.6, Rooms to be cleaned after occupant check to include dust and disinfect interior of all drawers and closet shelves, clean and disinfect interior and exterior of all appliances, launder and change sheets, bedspreads, blankets, mattress pads, pillow covers and foodservice linens, the latter as requested by food service contractor. Dust under all surfaces, dust partitions, pictures, window ledges, etc. Clarify what is meant by interior and exterior of appliances and what are the applicable appliances? Micro-wave ovens and refrigerators; interior means inside the appliance and exterior means outside the appliance.

50. IRT SOW 7.22.1 Clean Clothes Washers. The residential and commercial clothes washers shall be cleaned both inside and outside to remove dust, dirt, residue, grease-oil, streaks, rust and stains. Are there residential only areas, contractor only areas, and/or mixed? If so, what is the breakdown over total areas? Residential washers and dryers are maintained for student use in bldgs.. 21 and 322. Commercial washers and dryers for contractor use are maintained in building 294.

51. IRT SOW 7.26, Service Calls for Cleaning - Beyond scope of basic services. Service Call Work 1 hour during regular working hours for Emergency calls. Is there an after-hours emergency call response time. Refer to PWS 7.26 requires 1 hr outside regular working hours.

52. IRT Exhibit #8 Equipment Maintenance requirements, no make, model, serial number or capacity of major equipment is provided. Refer to Attachment J. Equipment type is indicated. Make, Model and serial number will not be provided.

a. What are the make, model, serial number and capacity of chillers to be maintained under this contract?

b. What are the make, model, serial number and capacity of emergency power generators to be maintained under this contract?

c. What are the make, model, serial number and capacity of boilers to be maintained under this contract?

d. By Building, what are the Make and Model of Building Automation Systems (BAS) currently in use?

e. Many of the descriptions are incomplete such that one cannot ascertain what the equipment to be maintained actually is. Some examples from the list:

Can a better equipment inventory that is complete with descriptions, make, model and serial number information be provided so an accurate determination of maintenance requirements can be made? A comprehensive equipment list showing make, model, and serial number will not be provided. Refer to Attachment J, Exhibit #8. Offerors may confirm make, model, and serial numbers on site upon request.

53. In reference to PWS Section 1.4.4.9, please identify if the contractor will be responsible for the cost of all hazardous waste disposal for the site. If this is the intent, please provide data so that we can identify the historical quantities and the nature of the hazardous waste? Contractor will be responsible for cost of haz-waste disposal. Over the term of the current contract one (1) 55 gal drum of unknown liquids (i.e., mix of used oil, hydraulic fluid, solvents, etc.) has been disposed of.

54. Does the Government have work order quantities based upon emergency, urgent, or routine maintenance priority? Refer to Annual WOs and Lodging Occupants statistics included in this amendment.

55. Workload estimate does not distinguish between repair work order quantities and PM order quantities. Is this information available, and if so could it be provided? PM work orders average approx.. 1060 per month.

56. Does work order quantity include custodial work effort? No.

57. Please, define "minimal maintenance"? Reference PWS 7.1 NOTE: . . . to correct immediate problems and . . . maintained in their current condition. These buildings shall also be treated to prevent infestation by insects or vermin.

58. Can/will the government supply the annual capital spend over the last three years related to facility upgrades ? Specific information is not available to be provided.

59. What Attachment G, Government Furnished Facilities square footage represent? Is it the cleanable square footage? The square footage represents mechanical spaces, electrical closets, janitor & housekeeping closets/storage, spaces to be occupied and controlled by the contractor.

60. Can you please provide the current service frequencies for facilities included in the RFP? Refer to Custodial Schedule included in amendment.

61. Can you provide the number of restroom fixtures per facility required to be cleaned (toilets, urinals, sinks, showers)? We will provide floor plans representative of buildings/facilities to be serviced to allow offerors to better determine these requirements.

62. Can you provide the number of restrooms to be cleaned in each facility? We will provide floor plans representative of buildings/facilities to be serviced to allow offerors to better determine these requirements.

63. For the 900 Area Dorms, do the maps reflect the only areas we are to service as part of this agreement? An additional map will be provided to clarify this requirement.

64. For the facilities listed as unoccupied what service frequency would you like us to bid on? Areas listed as unoccupied are to be inspected per the contractor’s proposed work plan and repaired i.a.w. PWS 7.1 requirements. On the map provided for building 500, the highlighted sections total 1,500 square feet, however, it is listed as 1,330 square feet. The highlighted area on the drawing only represents mechanical spaces, electrical closets, janitor & housekeeping closets/storage, and space to be occupied and controlled by the contractor.

65. Restrooms are not identified as service areas in the 500 buildings or Dorms. We just want to confirm that they will not be serviced as part of this contract. All restrooms in the occupied 900 Area dorms are service areas. Restrooms in building 502 (162) and 505 (303) are service areas. All other 500 Area (ARTC) buildings are unoccupied and will be inspected per the contractor’s proposed work plan and repaired i.a.w. PWS 7.1 requirements.

66. Section 1.11 Quality Assurance Surveillance Plan of the PWS states that positive/negative incentives will be applied based on performance. Since this is the Fixed Price contract, please explain what positive/negative incentives are meant by this statement. Disregard the referenced statement. This statement will be deleted from the PWS.

67. Section 3.3.4 Equipment Warranties of the PWS states that as part of the replacement program for building systems, the Government will receive one-year and extended warranties on equipment and systems. Who will pay for these warranties? Government

68. Section 4.2 Fuels of the PWS states that the contractor shall furnish fuels for the operation of Contractor-Furnished vehicles and equipment, and Government-Furnished Equipment. The Government will provide fuel cards for the purchase of fuel for GSA and other Government owned and leased vehicles. Please clarify which vehicles/equipment will receive Government provided fuel. The PWS (Section 4.2) also states that the contractor will provide fuel for other equipment to include liquid petroleum gas for portable outdoor heaters. Are these heaters Government Furnished Equipment? All Government furnished GSA vehicles will have GSA fuel cards (cost of fuel to be paid by Government). Fuel for all other vehicles and equipment shall be provided by the contractor.

69. Section 7.17.1 General Requirements of Mail, Parcel Distribution/Shipping/Receiving states the contractor will retain responsibility for mail, parcel distribution/shipping/receiving services in the lodging area after the base period when the responsibility for lodging management transfers to another contract. Please elaborate. Disregard the referenced statement. This statement will be deleted from the PWS.

70. For the purposes of this acquisition, please define major subcontractor (Section L- Section 5- Past Performance- Volume I), subcontractor (Section L- C. Business Proposal 2.c.), and subcontractor (Section L-C. Business Proposal 5. Letters of Commitment). For the purposes of this solicitation, the Contracting Officer defines a major subcontractor as a subcontract with a total contract value of $750,000 or more.

71. Where is electrical service accepted for each building? At the secondary of the building transformer (480v) or at the overhead service cutout (medium voltage – voltage unknown) At the secondary of the building transformer (480v)

72. Underground fuel storage:

a. How many systems are in place? One (1) at Bldg. 490 (NTF)

b. What are there capacities? 3,000 Gallons

c. What type of fuel is stored? Diesel

73. Please clarify what the Government means by the below statement from the PWS, in 7.17.1 - Mail, Parcel, Distribution/Shipping/Receiving, last sentence reads: Disregard the referenced statement. This statement will be deleted from the PWS.

a. The contractor will retain responsibility for mail, parcel distribution/shipping/receiving services in the lodging area after the base period when the responsibility for lodging management transfers to another contract.

b. Will this requirement for Lodging Services (7.20) actually be transferred to another contract?

74. The equipment maintenance requirements have both mowers and trimmers listed, if Ground Maintenance is not included, will these pieces of equipment remain as items of responsibility?

d. Please advise. All equipment exclusive to grounds maintenance will not be included in this contract.

75. Reference; Attachment A, Performance Work Statement, Pages 16 & 17 – On the begging of Page sixteen there is a “Frequency of Service” list which identifies what the definition of service terms are. i.e. Annual (A) or Semi-Annual (SA), but there is no corresponding list for custodial services to indicate what the frequency requirements are. There is no frequency and building matrix identifying what areas or types of areas should receive what service and when. Kindly provide this information. See attached Custodial Schedule.

76. 7.15.7 States “the contractor shall be responsible for labor and equipment used in disposal of all garbage, trash, waste products and refuse” – Please clarify if this means that the contractor is responsible to provide and service all dumpsters and roll of dumpsters? Yes.

77. If the contractor is to provide the dumpsters please provide a count of al dumpsters, their size and their scheduled service times. 9 ea. Front-load, 4cy dumpsters picked up 4 times per week and 2 ea. Construction roll-off skids picked up as needed (frequency varies – historical data not currently maintained)

78. 7.15.7.2 States “the contractor is responsible for annual disposal fees imposed by local governments” – Please provide the historical cost of this item. No local governments have imposed annual disposal fees to date. Contractor will be responsible should local governments implement disposal fees.

79. 7.15.7.4 This section references Medical Bio-Hazard waste –

1. Please confirm that the contractor is responsible to empty bio-hazard material?

1. Please clarify if this requires the contractor to have this bio-hazard material collected and removed from the CDP property separate from the regular waste collection? The “bio-hazard waste” referenced is “simulated” waste (i.e., fake blood) generated during training and is not required to be handled as actual bio-hazardous waste.

80. 7.15.35 Windows –

a. Please provide a window count with approximate sizes.

b. Please provide the number of buildings with windows over two stories?

81. Is there a history of dollars spent on liquid disposal since the contractor is responsible? (PWS 1.4.4.9) Over the term of the current contract one (1) 55 gal drum of unknown liquids (i.e., mix of used oil, hydraulic fluid, solvents, etc.) has been disposed of.

82. Are we to cost out and include building areas not in use? If not, please supply square footage of areas (PWS 1.12.8, 7.20.1) Reference PWS 7.1, NOTE, and Attachment C, Site Characteristics and Maps.

83. Is the contractor responsible to reimburse the GSA Fleet Charge Cards? (PWS 3.1.3.4, 4.2) No.

84. Is there a current existing detailed "Warranty Listing" that is generated on service orders? If so, please provide. (PWS 3.3.4) No.

85. Is there an expense history for consumable supplies? If so, does this apply to both maintenance and janitorial supplies, such as floor wax, filters, lights, etc.? (PWS 4.1) This information will not be provided.

86. Test & Measurement -- please supply a listing of equipment that need T&M tools for measurement (PWS 4.1.2) 33 Backflow Preventers

87. Is the contractor responsible for the purchase of refrigerant? (PWS 4.4.4) Yes.

88. Is there a complete listing of all consumables by janitorial and maintenance function? (PWS 4.4.6) This information will not be provided.

89. Can the contractor perform work on off-hours for maintenance related tasks? If so, will the contractor have access to all areas requiring service? (PWS 5.5, 7.17.2) Yes.

90. How many areas include food equipment maintenance for the food service contractor? Please specify location and type and quantity of such equipment (PWS 6.7, 7.7) PWS Attachment J, Exhibit #8, Equipment Maintenance Requirements, lists all food service equipment by type and location.

91. Is there an existing equipment repair history that can be supplied? (PWS 7.1.2) This information will not be provided.

92. Will all existing piping be wrapped/covered and insulated prior to the award of contract? (PWS 7.3.4) Yes, except in cases of possible repairs in progress at the time phase-in concludes.

93. Will all water heaters have insulation jackets installed prior to award of contract? (PWS 7.3.6) No.

97. Are there existing maintenance manuals for all operating equipment on-site that will be transferred to the new contractor? (PWS 7.5.12) Only for equipment installed during the last 5 years.

98. Who is responsible for the repair of dining tables and chairs? If included, please supply a scope of associated work to be performed. (PWS 7.7.4.2) Reference PWS 7.9.1 Scope. . . . The Contractor shall provide all labor, services and materials to perform carpentry skills. Requirements may include, but are not limited to remodeling and repairing cabinets, counters, shelves, tables and miscellaneous furniture . . .

99. For Janitorial, not all areas delineated a frequency of cleaning/project work required. Please supply the frequency by type of task. (PWS 7.15.8) Reference Custodial Schedule included in this amendment

100. Is there a specific number of recycling containers that are to be supplied by the contractor? Containers are supplied by Recycling Contractor. Please indicate location sites for these containers? (PWS 7.16.1) 4 at bldg.. 40; 1 at bldg.. 490

101. ATM's - does this mean that the contractor is to establish a contract with a local bank to replenish currency and maintenance tasks? (PWS 7.21) YES

102. Is the Government or Contractor responsible for purchasing replacement head gear for bicycle use? (PWS 7.29) Contractor

103. #3 - is there an opportunity to receive monetary incentive for exceptional performance in addition to what is outlined in #4 for payment deductions for exceeding AQL's? (Attachment A, Page 70) No.

104. TE #2 - Parts Inventory - Does this listing signify what is needed, on-hand or to be maintained? (Attachment D) On hand

105. What doe s the column entitled "Service" mean? (Attachment J, Exhibit 8) Column heading should indicate “Out of Service”

106. If existing government owned equipment is not used by the awarded contractor, does maintenance and repair for such equipment need to be maintained throughout the contract period? (General) Government “furnished” equipment/property (GFE/P) not used by the contractor may be turned in (with sufficient justification) to CDP Asset Management for disposal.

107. PWS 7.6.1 states that the contractor shall furnish, install, maintain, and repair all laundry equipment to include washers, dryers and components under this contract. Please clarify if the contractor must furnish, or is this covered under GFE? All Laundry equipment is included in GFE/P), not furnished by the contractor

108. The Performance Requirements (PWS 6.0) list 20 areas of responsibility (6.1 through 6.20), however, in the Scope of Services (PWS 7.0) there are 29 areas of responsibility. Please clarify which areas of responsibility the contractor should write to and price for proposal submission. Those expounded upon in PWS Section 7

109. For parts and materials related to the repair/replacement of equipment, is the contractor allowed to mark up or are those costs considered to be a pass through? Please clarify. ODC Parts and materials paid through cost reimbursement may include a G&A/Material Handling/Mark-up fee.

110. General Question, Reference: OSHA:

Question: When was the last OSHA inspection performed? Were any deficiencies noted that required correction? Have any/all deficiencies requiring correction been completed? If not, please advise all deficiencies that will be the responsibility of the incoming/successor contractor to correct.

OSHA has not performed any formal inspections of the CDP. OSHA inspected roof work during summer of 2013 – no OSHA citation was issued. There are no known outstanding corrective actions.

111. General Question, Reference: PWS, Contractor Liability/Work Order Threshold, Attachment A Question: What is the contractor’s liability/work order threshold for labor and materials per individual service call/repair work? Reference PWS 7.1.6.5, When cost is expected to exceed $1,500 and/or work requires more than 40 man-hours, WO must be approved by COR. Reference RFP H.12, Limitations of Contractor Obligation: “The contractor is required to perform only those work orders/project orders under which the total cost of labor, equipment, materials and supplies is estimated to be $10,000.00 or less, or construction work orders/project orders under which the total cost of labor, equipment, materials and supplies is estimated to be $2,000.00 or less. Further, the contractor shall not be required to provide more than 10,400 combined labor hours annually in performing installations (i.e. putting something in place that was not previously there).

112. Reference: RFP, E.5, Performance of Government Contract Quality Assurance Function, Page 10 Question: How many Government QAE’s will be assigned to this contract? To be determined award based on available Government resources.

113. Reference: RFP, H.1 Reproduction of Reports, Page 16 Question: Is there a duplicating machine area provided to the contractor to accomplish this reproduction work? Who furnishes the paper for this duplication? Who furnishes the copy/duplicating machines? Who furnishes the copier/duplicating equipment supplies (i.e., toner, drums, etc.)? Please provide the historical number of reports and copies made on an annual basis. Reference PWS 3.1 . . . The Government will provide all office furniture, such as desks, chairs, file cabinets and computer/office automation equipment, such as computers, printers, scanners, facsimile machines, audio/video equipment and copiers. Reference PWS 4.4.1, Administrative Supplies. The Contractor shall provide all administrative materials and consumable supplies such as paper, pens, ribbons and office supplies required to accomplish the requirements in the PWS. No historical data maintained for these items.

114. Reference: RFP, H.12 Limitation of Contractor Obligation, Page 18, RFP Section H:

Question: The contract is not required to provide more than 10,400 hours annually performing installations. Please provide the historical annual hours expended on this requirement. This information should be readily available and easily extractable through the 7i system. Reference Attachment P, Project Orders.

115. Reference: PWS, Attachment A, Page 3 , Paragraph: 1.2 Question: Paragraph 1.2 Background, Page 3, Attachment A (PWS): The 49,500 students trained during FY13 are broken down into Resident, Non-Resident, Indirect and Academy students. Are the 14,000 resident students the only students that were housed in the dorms? Yes, including some instructors. See WO and Lodging Occupant statistics provided in this amendment. Are the other categories of trained students housed off-site? No. Indirect students do not represent student volume at the CDP. Non-resident students are likewise trained off site and do not represent student volume at the CDP. The contractor is responsible to provide lodging services to resident students, instructors, and other special guests. These “background” numbers were included to provide offerors an idea of the typical volume of training support provided by the CDP both directly and indirectly.

116. Reference: PWS, Attachment A, Project Manager, Page 4, Paragraph: 1.3.1 Question: Can the project manager have collateral duties such as QC, Safety, etc.? NO.

117. Reference: PWS, Paragraph 7.12 Fire Protection and Safety, Page 46, Attachment A Question: When was the last Fire Marshall inspection performed? Were any deficiencies noted that required correction? Have any/all deficiencies requiring correction been completed? If not, please advise all deficiencies that will be the responsibility of the incoming successor contractor to correct. No known Fire Marshall inspections have been conducted at the CDP since inception.

118. Reference: PWS, Paragraph 7.12 Fire Protection and Safety, Page 46, Attachment A Question: Who is the subcontractor that currently performs the maintenance and inspection on the fire protection systems? This information will not be provided.

119. Reference: PWS, Paragraph 1.5.1 1.4 – Phase-In/Orientation Period, Page 8, Attachment A (PWS):

Question: Reference is made to obtaining suitable clearances for personnel. Please advise what level of clearance is required (i.e., Secret, Top Secret), or if it is just a National Agency Check that will be performed by the CDP for purposes of issuing facility access badges? Basic criminal and financial background investigation.

120. Reference: PWS, Paragraph 1.12.6 CDP Contractor Orientation, Page 11, Attachment A Question: Will the government provided training be accomplished on-site at the CDP facility during normal working hours? Yes. What positions require DOT licenses? None.

121. Reference: PWS, Paragraph 1.12.8 Facility Descriptions, Page 11-12, Attachment A Question: The Table includes a column for ‘Maintained Acreage.’ Grounds Maintenance does not appear to be included in the Scope of Services. Please clarify what the contractors’ responsibility for maintaining the acreage indicated in the Table. Grounds maintenance is not included in this requirement.

122. Reference: PWS, Paragraph 3.1 Government Furnished Property (GFP), Page 21, Attachment A Question: Will the government provided telephone service include long distance service? Yes.

123. (7)Who is responsible for programming keyless entry systems? Contractor is responsible for control of dormitory keys/cards at Lodging; All other controlled by CDP Security contractor.
(8)Is the contractor responsible for replacing batteries in keyless entry locks/systems? Yes. If so, this is a significant expense so please provide the total number of keyless locks and the size and number of batteries per door/set. 504 keyless entry locks in Lodging area take 2 ea. AA batteries.

135. Reference: PWS, Paragraph 7.11 Roofing/Ceiling Maintenance, Page 45, Attachment A Questions: Please provide age of roofs on all buildings for which the contractor is responsible on this contract. Please provide current roof condition and known issues/problems for each facility including any drainage issues. Please identify the facilities that whose roof may be under an existing warranty and when those warranties expire. This information should be readily available and easily extractable from the 7i system and the historical files maintained on all systems and facilities. No known issues/problems. All CDP facility roofs are under warranties valid through 2026.

136. Reference: PWS, Paragraph 7.13.9 Annual Inspection, Page 48, Attachment A Question: Please confirm that the contractor is not responsible for eradication of any wood destroying organism infestation. Yes; reference 7.13.1 Scope. The Contractor shall maintain all CDP facilities in an insect, pest, and rodent-free condition. Currently no damages exist at any of the CDP facilities and repair of all future damage under this contract would be the responsibility of the Contractor.

137. Reference: PWS, Paragraph 7.14 Preventive Maintenance, Page 49, Attachment A Question: Is the PM program current and up to date with little to no deferred maintenance? Yes. Please provide specific historical documentation on the number of PM work orders performed on a monthly basis. This information is not broken out in Technical Exhibit 4 and should be readily available and easily extractable from the 7i system. The average number of PMs required to be performed per month is 1060.

138. Reference: PWS, Paragraph 7.16-C.7.16.1 Recycling Services, Page 55, Attachment A (PWS):

Question: Contractor shall maintain continuation of this service. Who is the current recycling center being used? Anniston Army Depot and Calhoun County Waste Recyclers

139. Reference: PWS, Page 57, Paragraph: 7.20.1 Question: What is the average occupancy of the dorms? Reference Annual Work Order and Lodging Occupant statistics included in this amendment.
