AMENDMENT 0003, Additional Pages Repair Exteriors on Multiple Structurs at USCG Light Station Boston

HSCGG1-14-R-PXL001

PSN: 5522706

18 October 2013

1. NOTICE TO BIDDERS/OFFERORS

Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the bid opening/closing date.

2. ALTERNATIVE PRICING

In addition to the price proposal already required in accordance with the original RFP, an alternative pricing proposal is required that accommodates tourists during the construction period. This alternative price proposal shall be in accordance with the requirements set forth below. This alternative price proposal shall also include a general progress schedule (see below).

3. EVALUATION METHODOLOGY

Section M, Paragraph B.2 is replaced with the following:

The Government will evaluate all responsive proposals to determine which proposal(s) is/are most advantageous to the Government, ALL factors considered. The evaluation factors (as fully described below) will form the basis of determining which proposal will be selected or, if discussions are opened, which proposals are considered to be within the competitive range.

A. Price Offeror shall provide TWO price proposals (one standard proposal and one alternative proposal), in one separate volume.

The standard proposal assumes that the island will be completely closed to tourists and that the Contractor can sequence the work in the most efficient manner.

The alternative proposal assumes that the National Park Service (NPS) will continue to conduct lighthouse tours in the 2014 season. Tours are held every Friday, Saturday, and Sunday starting on or around 13 June 2014 to on or around 28 Sept 2014. This alternative pricing shall reflect a construction sequence that accommodates the following:

• allows tours on the island with no more than one building inaccessible at a time

• safely secures the island grounds for public access (except for areas segregated for active/ongoing construction)

• work proceeding during tours shall not impede or disrupt the tours

• overall performance period remains the same (145 days on-site).

The alternative proposal shall include a general progress schedule (showing the sequence of buildings under construction) which will allow the NPS to plan tours well in advance, AMENDMENT 0003 HSCGG1-14-R-PXL001

Repair Exteriors on Multiple Structurs at USCG Light Station Boston SN: 5522706 knowing which buildings will be inaccessible to tourists. A strong preference should be given to completing the lighthouse first.

Each price proposal shall comprise an itemized breakdown in sufficient detail to permit a complete analysis of all prices associated with each specialty trade (including materials, labor and equipment), as well as general conditions, supervision, demolition, transportation, disposal, bonding and overhead and profit at both the prime and sub-contracting levels and shall cover all work involved in the contract.

Each price proposal shall also be broken out by major structure (i.e. Boathouse, Oil House, Dwelling/Station Building, Emergency Generator Building, Lighthouse, and Cistern Building). The total for all buildings must equal the grand total price proposed.

Identify all potential subcontractors and include subcontractor quotes as applicable.

Basis of Evaluation: The Government will evaluate the proposed prices to determine if they appear fair and reasonable, realistic, and balanced.

A price is fair and reasonable if it is consistent with other prices provided by the market, i.e.

competitive, or, if other competitive prices are not available, then by comparing it to the government estimate.

A price is realistic if it reflects a clear understanding of the RFP requirements and is consistent with the various elements of the firm’s technical proposal. The price must also reflect the contractor’s ability to accomplish all scope items.

A price is balanced if pricing assumptions are applied equivalently across the scope of the project.

The Government will then evaluate each set of prices (standard and alternative) with respect to funds available at the time of evaluation. If the Government determines that the likely price premium (as indicated by the relative mean) of the alternative is in the Government’s best interest, then the Government will proceed with the ALTERNATIVE proposals (and may not consider standard proposals, but see note below). If the Government determines that the likely price premium is NOT in the Government’s best interest, then the Government will proceed with the STANDARD proposals (and may not consider the alternative proposals, but see note below).

NOTE: The Government reserves the right to consider the approach that was not initially chosen and proceed with another trade-off analysis and best value determination.

Paragraph B.2.B remains unchanged.
