This solicitation is amended to answer technical questions as follows:

QUESTION 1: In regard to the steel blast grit to be used for surface preparation, (SECTION 09 07 13.26 Page 3) we have reviewed this section with several potential sub-contractors with similar comments from each regarding the use of steel grit blast method. We have been informed by each sub that the use of this method on irregular surfaces and as well wet environments will not be possible. Is there another method that might be suitable? We have used high pressure water while still collecting much of the solids blasted from the surface with good success and this method has no possible loss of blast medium other than the fresh water used to remove the old coatings and rust.

ANSWER 1: Specification section 09 97 13.26 is revised as follows (see attached Page 3 of Section 09 97 13.26 with revisions): paragraph 3.1.1, line two, delete"...or SSPC SP 12." In paragraph 3.1.3.2, line one, delete "...using steel grit."

QUESTION 2: Water blasting (SSPC SP 12) can be more cost effective & be less harmful to the environment than sandblasting. Will water blasting be approved by the USCG if it cannot provide the request profile per specification?

ANSWER 2: Water blasting will not be allowed on this project.

QUESTION 3: Is it the USCG intent to require the contractor to only use a sandblast setup & steel grit?

ANSWER 3: Means and methods are not specified. It is the contractor’s responsibility to select the means and methods that will achieve the surface profile specified in Specification section 09 97 13.26/3.1.3.2 .

QUESTION 4: If the contractor is pricing the work to be performed in the spirit of specifications but the BCC requires additional measures not include in their bid or identified in the project specifications will a contract modification be allowed by the USCG.

ANSWER 4: If the BCC requires changes in the scope of work that are not due to any requests or actions undertaken by the contractor, a contract modification may be issued. This will depend on the specifics of the potential change and will be addressed at that time.
