H Addendum to 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) The Government will award one firm-fixed price contracts resulting from this solicitation. An evaluation will be made of the offeror’s proposal and the results will be used in determining if an award shall be made. The source selection will be based on an integrated assessment of the factors set forth below to determine what proposal is most advantageous to the Government. The integrated assessment will involve a determination by the Government of the overall value of the proposal. Offeror must recognize that the subjective judgment of the Government evaluators is implicit in the evaluation process. Throughout the evaluation the Government will consider "corrective potential" when a deficiency is identified. Proposals unrealistic in terms of technical approach or price will be deemed indicative of an inherent lack of comprehension of the complexity and risks of the requirements.

The Government will award the contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be the best overall value to the Government, price and other factors considered. In selecting the best overall value to the, Government, will consider the value of each offeror in terms of the evaluated technical quality offered and his past performance/experience for the price. The relative quality of offerors will be based upon their ability to exceed the minimum performance requirement of this Solicitation resulting in less risk of nonperformance, defective performance, and late performance under the resulting contract. The quality in technical offers and in past performance/experience as well as its relevancy to this solicitation’s requirements will be compared with differences in the overall price to the Government. The Government may award to other than the lowest-priced offer, based upon its determination of which offer is the best overall value to the Government, technical, past performance/experience and price factors considered. Regarding technical evaluation, the subfactors are listed in descending order of importance. Technical subfactors 1-3 combined are twice the weight of subfactors 4 . All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

TECHNICAL/MANAGEMENT APPROACH EVALUATION

The proposed technical approach will be evaluated for adequacy and effectiveness. Evaluation will be evaluated to determine if the proposal demonstrates an understanding of the factors covered under the technical section. The following specific sub-factors will be evaluated:

The judgment of the evaluators will be used in assessing the probability of success in performing this requirement, problems on previous effort and the impact upon this requirement, the alternatives available to meet the requirements of this solicitation if the proposed method of performance should fail.

(1) The review of the past performance/experience information required of this solicitation.

(2) Seeking past performance/experience information through the use of questionnaires.

(3) Using data independently obtained from other government and commercial sources.

In evaluating past performance/experience, strong emphasis will be placed on the record of past performance/experience on relevant contracts, contracts of comparable complexity and similar technical requirements. The following sub-factors will be used in evaluating past performance/experience. Relevancy is more important that other subfactors. Resource Availability, Responsiveness, Timeliness and Quality of Service/Customer satisfaction are of equal importance.

a. Relevancy: Experience in similar types of service and contracts, i.e., technical complexity and dollar value.

b. Resource Availability: Stability of contractor’s workforce; technically qualified personnel; and management of personnel at sites other than the central maintenance shop location.

c. Responsiveness: Reporting and stocking inventories; management’s responsiveness to emergency situations (e.g., strikes, surges, natural disasters); and planning, scheduling, coordinating and forecasting requirements.

Offerors without a record of relevant and recent (within the past 3 years) past performance/experience or no record of past performance will be given a “neutral with unknown confidence” past performance evaluation. In accordance with FAR 15.305(a)(2)(iv) an offeror without a record of relevant past performance/experience or for whom information on past performance/experience is not available will not be evaluated favorably or unfavorably on past performance. However, an offeror with no relevant past experience history may not represent the most advantageous proposal to the Government because it represents risk in successfully performing the Solicitation requirements.

PRICE.

a. The price proposal will not be rated or scored. For the purpose of evaluation only, the total evaluated price of this contract will be the sum of the totals for all the Base Period line items and all Option Periods line items. In order to be considered for award, an offeror must submit a price for all the CLINs for the Base Period and all contract Option periods.

b. Price analysis will be conducted to ensure any contract awarded is for a fair and reasonable price. For evaluation only, the factor of 10% shall be applied to non-HUBZONE offers, see Section K of this document, specifically FAR 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business Concerns (Jul 2005)
