Identify any commercial repair sources used for maintenance and repair of the equipment. Provide manufacturer or distributors complete name, address, telephone number, POC, CAGE and any GSA schedules or contracts. Provide general terms and requirements of the intended maintenance contract and identify who will administer the contract.
6.5 Delivery Locations MLCLANT will designate delivery of all interim spares held at NAVSEALOGCEN Mechanicsburg.
6.6 Targeted Support Dates Not applicable, NAIS I-1 is entirely COTS equipment.
SECTION 1.0
MAINTENANCE SUPPORT
7.1 Maintenance Support Concept NAIS I-1 has a bi-level maintenance concept: Organizational Level (O-Level) and Depot Level (D-Level).
7.2 Maintenance Requirements 7.2.1 Organizational Level O-Level maintenance is broken down into a three-tier level and consists of all scheduled (preventative) and unscheduled (corrective) maintenance requirements for support of the NAIS I-1. Tier I maintenance is provided by watch standers and/or field technicians. Tier II maintenance is to be provided by field technicians with assistance from contractor home technicians with a mock up of the system. Tier III maintenance is to be provided by field technicians with assistance from C2CEN with a mock up of the system. C4ISR Service Center are responsible for O-Level maintenance for the NAIS I-1 program at Full Operational Capability (FOC), scheduled for First Quarter FY08. MLCLANT and MLCPAC will designate the NAIS I-1 O-Level maintenance providers.
O-Level maintenance includes Planned/Scheduled (Preventative maintenance) and Unscheduled/Corrective maintenance.
SCHEDULED/PLANNED MAINTENANCE SYSTEM
Scheduled (Preventative) Maintenance: Preventative maintenance includes planned and conditional maintenance scheduled by event and pre-operational checks that include annual servicing and inspections. Scheduled maintenance is performed on an hourly / calendar basis, which, based on RCM analysis, OEM vendors manuals and Site maintenance visits, will meet the system reliability requirement. There are no individual maintenance procedure cards to perform inspect/Clean and vacuum efforts on the individual NAIS components.

The individual Maintenance Procedure Cards for each task identified in the Maintenance Index Page are listed below:

UNSCHEDULED/CORRECTIVE MAINTENANCE SYSTEM
Unscheduled (Corrective) Maintenance: Corrective maintenance consists of troubleshooting, fault isolation, repair, test, calibration, corrosion control, minor manufacture, or modification of parts as necessary and operational verification of NAIS I-1 components. Line Replaceable Units (LRUs) removal and replacement is part of corrective maintenance. Remove and Replace is the only authorized O-Level maintenance on these LRUs. Failed components shall be forwarded to the Depot Level Repair (DLR) In Accordance With (IAW) standard Packaging, Handling, Storage, and Transportation (PHS&T) procedures. Depot Level Repair (DLR) and Trouble Ticket (TT) Process
Northstar Technology Systems Inc. is a 24/7/365 commercial contracted DLR facility. In order to coordinate repair/replacement of failed NAIS equipment, EMOs, COTRs, or contractor site managers should contact Northstar Technology Systems Inc. via email at uscg_dlr@alliedtech.com with the Trouble Ticket (TT) information listed below:
· Reference/ TT number:
· Site:
· Equipment Manufacturer:
· Equipment Nomenclature:
· Equipment Model Number:
· Equipment Serial Number
· Description of failure:
· Shipping Address and POC contact Info:
· Additional Comments:
All email requests for DLR support from contractor personnel must CC the Lant area COTR at Timothy.B.Trotman@uscg.mil, or the Pac area EMO/COTR at David.J.Fattig@uscg.mil. When requests are made outside DLR’s normal working hours, 0800-1700 ET M-F, follow up an email with a phone call w/voicemail message to (757) 373-2188. DLR facility support will then give direction on how to proceed.
NOTE
A Request Authorization (RA) number must be received from the DLR facility before shipping anything on Northstar’s FedEx account.
Before initiating the NAIS C4isR Help Desk Response Process is initiate, the System Operations Center Watcher identifies the fault or “Out of Tolerance (OOT) condition and initiates troubleshooting /corrective procedures using the SOC internal remote corrective processes using the below charts troubleshooting visibility guides.
Figure 7.4: SOC Visual Troubleshooting Guides
Figure 7.5: SOC Visual Troubleshooting Guides
If the SOC Watchstander is unable to perform corrective using the SOC Remote Troubleshooting procedures, the SOC Watchstander will call the NAIS C4ISR Help Desk, report the site causality to the Help technician, and provide the Help Desk technician with the faulted site name, location, causality description and the SOC POC information. The C4ISr Help Desk Technician then generates the applicable Trouble Ticket and all maintenance technicians involved in providing corrective maintenance follows the below NAIS C4ISP Help Desk Response Process.
Figure 7.6
7.2.2 Intermediate Level Intermediate Level (I-Level) maintenance is not authorized.
7.2.3 Depot/ICP Level D-Level maintenance provides support to the O-Level maintenance activities utilizing shop facilities, test equipment, and personnel of higher technical skill than required at the O-Level to manage repairs.
The DLR Activity (currently MLCLANT) is responsible for configuration management, repairs, modifications, alterations, modernization, overhaul, or rebuilding of equipment considered beyond the capability of maintenance at the O-Level. The DLR has the final authority for the condemnation of equipment considered beyond economical repair. The DLR will handle all LRU warranty items of the NAIS I-1 system involving shipping and receiving to and from the Original Equipment Manufacturer (OEM).
7.2.4 SMEF Level C2CEN facilitates evolutionary engineering that focuses on the rapid deployment of essential functionality followed by planned improvements based on enhanced or refined requirements. In addition to providing maintenance and troubleshooting assistance on its assigned systems that is beyond the scope or capability of intermediate level support, C2CEN provides a POC for technical liaison and information through a SMEF Help Desk
7.3 Other Government Agencies Not applicable.
7.4 Commercial Maintenance NAIS I-1 maintenance will be contractor performed under the administration of MLCLANT with the exception of warranty items that will be returned to the OEM if failure occurred during warranty period. MLCPAC may utilize Coast Guard personnel for NAIS I-1 maintenance at some Site installations.
7.5 Warranty Repair The technician is responsible for returning all failed parts within seven days after the repair/restoration of the site to the DLR. The DLR office is responsible for all corrective action for the returned/failed parts to include warranty work, contracting outside repair and disposal of failed parts deemed beyond economical repair. The DLR is responsible for requisitioning new spares when necessary to support the sites for the life of the system (I-I).

7.6 Planned Maintenance System Scheduled maintenance is performed on an hourly / calendar basis, which, based on RCM analysis, OEM vendors manuals and Site maintenance visits, will meet the system reliability requirement.
7.7 Reliability, Maintainability and Availability Naval Sea Logistics Center (NAVSEALOGCEN) Detachment Atlantic conducted a Reliability Centered Maintenance (RCM) analysis on all components of the NAIS System. Based on this RCM analysis, a three and six year scheduled maintenance requirement was generated. An annual maintenance/housekeeping requirement was generated by MLCLANT’s Statement of Work.
