3. REQUIREMENTS

3.1 General Information.

3.1.1 Design Criteria. Marine cranes shall meet the requirements of API-2C, Specification for Offshore Pedestal Mounted Cranes. Cranes shall be designed to operate under a specified sea state, and survive (stowed) under a specified, more advanced, sea state. For calculation purposes, REV - 2 589 the middle of each sea state range shall be assumed, unless otherwise directed. Accelerations due to sea state shall be calculated using DOD-STD-1399/301A.

3.1.2 Additional ATON Requirements. Cranes for Aids to Navigation (ATON) or science support service shall also be designed to accept side loading conditions as specified.

3.1.3 Outreach Ratings. Contrary to commercial practice, Coast Guard cranes are rated at maximum outreach taking into account cutter motion and side loading. Cranes with manual extensions have dual ratings for retracted and extended booms.

3.1.4 Working Load Limit. All cranes shall have a posted Working Load Limit (WLL).

Cranes shall not be used to lift loads in excess of the posted WLL, except under controlled test conditions.

3.1.5 Loose Cargo Gear. Loose cargo gear on cranes shall be meet the requirements of SFLC Technical Standard 570. This includes shackles, chains, and other components which are not part of the documented lifting gear.

3.1.6 Equipment Usage Logs. All units shall maintain Equipment Usage Logs for all cranes on the cutter or boat. See Appendix C. The operator shall maintain a Crane Usage Log of all lifts (date/number of lifts/typical weight/special notes). Cutter or boat personnel shall update the Equipment Usage Report in the Registry of Lifting Appliances quarterly, and shall update the Equipment Usage Reports in the annual Cutter or Boat Engineering Report. The intent is to document equipment usage, and provide data for evaluation of the need for maintenance, repair, replacement, or upgrade of equipment.

3.1.7 Registry of Lifting Appliances. All cranes shall be listed in the Registry of Lifting Appliances of the respective cutter; see SFLC Technical Standard 570 Appendix A. Each unit shall update the unit Registry of Lifting Appliances at least quarterly. One element of the Registry of Lifting Appliances is information on equipment usage. All units shall develop and maintain an Equipment Usage Log for all davits and boat transfer systems on the cutter or boat, and shall record the summarized data in the Registry of Lifting Appliances. See Appendix C.

3.2 Safety.

3.2.1 Qualifications. The crane operator shall be qualified to operate the crane.

3.2.2 Safety Supervisors (SS) and Deck Supervisors (DS). All lifts shall be conducted with an SO and DS present.

3.2.3 Pre-checks. Prior to conducting lifts, the operator shall verify that the crane inspections are current, all control and safety accessories are functional, and visually inspect the rigging and slings (if used) for alignment and obvious wear. The operator, SS, DS, or other personnel shall report all unsafe conditions, and seek command guidance before proceeding.

REV - 3 589

3.2.4 Communications. The operator shall have audible and/or visual communication with load handling personnel, including line handlers and supervisors. If noise or distance precludes clear communication, communications systems shall be provided.

3.2.5 Line of Sight. Equipment shall be arranged such that the operator shall have visual line of sight of the load at all times or with a deckside observer with sight of the load providing directions to the operator.

3.2.6 Emergency Stop. Cranes shall have at least one Emergency Stop button, available to the operator. An additional Emergency Stop button available to the SS is desirable. The Emergency Stop button(s) shall be independent of the normal start/stop controls, and shall cause 1) all electrical power to be isolated from the crane, and 2) all actions to cease.

3.2.7 Extinguisher. A portable fire extinguisher shall be provided in an easily accessible location local to the crane.

3.2.8 Stability Documentation. In addition to standard land based lifting safety precautions, marine cranes are subject to vessel stability issues.

3.2.8.1 All cutters, boats and barges with cranes shall have vessel stability documentation (Stability and Loading Data Booklet or equivalent), which addresses the stability of the vessel with the weight handling equipment in use; see SFLC Technical Standard 079-1 Stability and Buoyancy.

3.2.8.2 Where the stability of the vessel limits the operational capability of the weight handling equipment, a graphic safety placard shall be prominently displayed at the equipment operator’s station to describe the limitation, and graphically show the safe working zone and safe working load while operating at sea. For heavy lift conditions beyond those limits, units shall assess the cutter stability prior to conducting the lift.

3.2.8.3 When considering a unit’s stability characteristics during testing procedures, specified test loads shall be maintained within limits that can be handled safely. If any of the test loads result in an excessive list (generally 15 degrees) or the immersion of the deck edge, the load shall be reduced accordingly to stay within those limits. In such cases, SFLC shall be advised by letter or message of the load actually handled and the loading condition of the unit at the time of the test.

3.2.8.4 The maximum list of the cutter observed during the testing shall also be recorded and posted in the pilothouse for a ready reference to indicate the approximate loading on the boom, crane, or frame during unusual operating conditions such as removing mudded-in sinkers, pilings, sunken buoys, etc.

3.2.9 Label Plates. Engraved label plates shall be installed on cranes to document the working load limit, test weights, and date of certification of the load and corresponding parts of the

REV - 4 589

rigging purchase. The information shall be engraved in such a manner as to clearly convey the information even when the crane is painted.

3.2.10 Graphic Plate. A graphic safety plate shall be provided and prominently displayed at the crane operator’s station to describe stability limitations, sea state limitations, and graphically show the safe working zones and Working Load Limits while operating the equipment at sea.

3.2.11 Safety Precautions. The following safety precautions must be observed when conducting weight handling equipment tests.

3.2.11.1 Specified Dynamic Test Loads are designed to account for dynamic service conditions.

Therefore, conditions that would cause sudden application of test loads should be avoided.

3.2.11.2 To prevent excessive damage in the event of equipment failure during tests, dunnage shall be placed under test loads and each load shall be kept as close to the deck as possible.

3.2.11.3 To prevent loads from moving off center in the event of a casualty, preventer lines or cables shall be rigged athwart ships from the test load. At minimum, the breaking strength of the preventers must be greater than or equal to the test load.

3.3 Operating Principles.

3.3.1 Coordination of Lifts. Crane lifts are a group effort by the SS, DS, Riggers and Crane Operator, all coordinated by the DS. The DS has the responsibility to conduct safe launch and retrieval operations and shall conduct pre-lift coordination and safety meetings, as necessary.

The SS, Riggers and Crane Operator may provide additional guidance to the DS. All personnel involved with the operations have an inherent responsibility for safety and an obligation to report safety issues. An operational risk assessment should be conducted prior to the start of operations.

3.3.2 Load Weight. It is the responsibility of the DS and Crane Operator to know the weight of the load being lifted by using all available information. The DS shall hold a pre-lift coordination and safety meeting with all involved personnel when the weight of the load exceeds 97% of the Working Load Limit of the crane.

3.4 Inspection. Cranes shall be subject to Frequent and Periodic inspections. The SFLC Product Lines shall develop and promulgate detailed guidance on inspections in the form of Maintenance Procedure Cards (MPCs), which shall address at least the following:

NOTE:

Standardized Level 1, Level 2, and Level 3 Inspection, Testing and Overhaul requirements no longer exist. Periodic inspections shall be annual and biennial. The Product Line may develop overhaul schedules based on cutter and boat operational requirements, availability scheduling, and programmatic concerns.

REV - 5 589

3.4.1 Frequent Inspection. Frequent inspection shall include observation during routine operation for any defects which might appear between regular inspections. Such defects shall be reviewed for determination if they are a safety hazard. Frequent inspections shall include:

• Daily review of all functional operating mechanisms for any maladjustment which could interfere with proper operation of the equipment.

• At least quarterly inspection for deformation of hooks.

• At least quarterly inspection for excessive wear, twist, or distortion of wire ropes and hoist chains, wires, ropes, and straps.

• At least quarterly inspection for excessive wear of functional operating mechanism components.

• At least semi-annual (6 mo) sampling of hydraulic oil from system reservoirs for cleanliness/particulate count and water content. Cranes which are used on a daily basis or more than 120 times per quarter (3 months), shall be tested quarterly.

Spectrographic analysis is not required at this frequency unless high levels of contamination are evident. Water content shall not exceed 0.05 percent by weight. The target contamination limit shall be no dirtier than ISO 4406 Code 18/16/13, unless specific contamination limits (in ISO 4406 reporting format) has been established for the equipment.

3.4.2 Periodic Inspections - Annual. Inspection shall be conducted annually. Extensions shall not be routinely granted, but if necessary prior to granting the Product Line shall verify documentation that the equipment is in good repair and working order. Annual inspections shall be accomplishable at the unit level, without contractor assistance. Annual inspection may require use of ladders and/or a man-lift to access components for close inspection of components.

Disassembly other than inspection covers or maintenance accesses is not intended during these inspections. Annual inspection shall include the following generic requirements; additional specific requirements may be promulgated by the SFLC Product Line.

• Inspect to determine if there are deformed, cracked, or corroded members.

• Inspect all foundation welds, gears, and bolts for cracks, tightness, wear, deformation, and corrosion. Inspect for cracked or worn sheaves or drums.

• Inspect for worn, cracked, or distorted parts such as pins, linings, pawls, and ratchets.

• Inspect winch and rotating gear brake springs and linkage, where appropriate.

Carefully check brake springs for permanent set and compression.

REV - Appendix A - 1 589

APPENDIX A

STANDARD CRANE TESTS

A1. GENERAL

A1.1 Legacy Requirements. Historically, Coast Guard weight testing requirements for cranes have been developed based on an extension of boom technology and requirements. Typical weight tests have been a dynamic demonstration of the equipment at 125% of Working Load Limit to verify the safety of the equipment and its ability to handle working loads safely by proving the strength of the structure, rigging and mechanical equipment. Separate Modified Static Load/Brake test were not required. Examples of the Dynamic Load Test loads are shown in Table 1.

A1.2 Recent Requirements. For 240 ft WLBB, 225 ft WLB, and 175 ft WLM class cranes, and all new crane installations, revised testing, and testing schedules will be invoked based on current commercial marine and USN crane testing practices. Weight tests will typically include a combination of rated load, dynamic and modified static load/brake test loading, see Table 1. Test load levels may be revised by SFLC to address equipment design limitations.

A2. TESTS

A2.1 Functional/No-Load Test. A Functional/No-Load Test is an operational test conducted prior to weight tests to determine if the system is capable of safely operating through each specified functional mode. The system shall be operated through full operating ranges in all directions. During the test, operation of travel limit switches, over travel limit switches, emergency stop and emergency run switches (as applicable) shall be checked. Anti-two-block (A2B), up-stop, down-stop and rotation stop switches shall be checked. A2B alarms and A2B control interlocks shall be demonstrated.

A2.2 Rated Load Test. This test is intended to verify that the equipment functions at rated load and rated speeds. Where crane ratings vary with outreach, two rated load tests shall be conducted: first at the appropriate outreach for maximum rating, second at maximum outreach and minimum rating.

A2.2.1 Demonstration. The crane shall demonstrate the ability to pick up and move the Test Load through the range that the equipment is required to perform in service, including outreach beyond the cutter hull. Rotation, traversing, luffing, extension, and traveling functions, as applicable, shall be demonstrated. At least ten complete cycles shall be completed to demonstrate proper operation and repeatability of all functions w/o overheating, malfunction, or degradation of brakes.

A2.2.2 Rated Speeds. Rated speeds of each function shall be verified. Loads shall be accelerated and decelerated smoothly, and slow speed shall be used near the end of each range of motion.

REV - Appendix A - 2 589

A2.2.3 Lift. Each individual lifting rig (main, whip, etc.) shall be demonstrated to pick up 100% of its Working Load Limit at rated speed.

A2.2.4 Joint Lift Cranes. Where individual lifting rigs are intended to work together, they shall each be demonstrated to pick up 100% of their combined Working Load Limits.

A2.2.5 Data Records. During the tests, motor and pump parameters, hydraulic fluid parameters, speeds, and test weights shall be recorded.

A2.2.6 Reports. Copies of all test and inspection reports, with amplifying data, shall be filed in the Registry of Lifting Appliances.

A2.3 Dynamic Overload Test. This test is intended to verify that the equipment can properly function at Working Load capacity while underway. Operation at rated speed is not required.

Where crane ratings vary with outreach, two dynamic overload tests shall be conducted: first at the appropriate outreach for maximum rating, second at maximum outreach and minimum rating.

A2.3.1 Relief Valve Settings. If the crane utilizes hydraulic power, relief valve settings shall be checked prior to conducting dynamic load tests. Relief valve and pressure compensator settings should not require adjustment in order to conduct this test.

A2.3.2 Demonstration. The crane shall demonstrate the ability to pick up and move the Test Load through the range that the equipment is required to perform in service, including outreach beyond the cutter hull. Rotation, traversing, luffing, extension, and traveling functions, as applicable, shall be demonstrated. At least three complete cycles shall be completed, at no specified speed. The test load shall be stopped and held during each cycle to demonstrate braking action.

A2.3.3 Dynamic Test Load. Each individual lifting rig (main, whip, etc.) shall be demonstrated to pick up its Dynamic Test Load at no specified speed, to stop and hold the test load for 10 minutes, and to return the Test Load to the deck.

A2.3.4 Joint Lift Cranes. Where individual lifting rigs are intended to work together, they shall be demonstrated to pick up their combined Dynamic Test Load at no specified speed, to stop and hold the test load for 10 minutes, and to return the Test Load to the deck.

A2.3.5 Limited By Design. Where crane functions are hydraulically limited by design, SFLC or the cognizant Product Line Manager may reduce the test requirement. Such reduction shall be documented to SFLC and in Table 1. Cranes shall not be arbitrarily de-rated to meet the generic dynamic test condition.

REV - Appendix A - 3 589

A2.3.6 Documentation. During tests, motor and pump parameters, hydraulic fluid parameters, and test weights shall be recorded. Copies of all test and inspection reports, with amplifying data, shall be filed in the Registry of Lifting Appliances.

A2.4 Winch Brake/Modified Static Load Test. This test is intended to routinely verify structural integrity of the system, and the ability of the system and its individual components to hold against large loads. The modified static test load is typically 150% of the WLL and shall be taken against the installed rigging, winch and brake systems.

A2.4.1 Worst Load. The crane shall be placed in the worst structural position; this is typically with the boom or frame fully extended. The Modified Static Test load shall be lifted and applied by external means to rigging on the crane. The test load shall be held, without damage or slippage, for 10 minutes.

A2.4.2 Alternative Test Weights. The use of alternative test weights, such as water bags, which can be adjusted in place to reflect the desired weight, is acceptable, provided that the test weight is verifiable.

A2.4.3 Static Load. Each individual lifting rig (main, whip, etc.) shall be Modified Static Load tested to 150% of Working Load Limit, unless otherwise specified. The test weight shall be externally applied, and the weight held for 10 minutes.

A2.4.4 Reports. Copies of all inspection and test reports, with amplifying data, shall be filed

A2.5 Static Load Test. True static load tests to 200% (GSO) or 220% (ABS) of the WLL are structural load tests which are ONLY required when the crane and foundation are newly installed, or when there are structural repairs (welding) which could impact on foundation or structural integrity. Static Load Tests may require the use of special rigging attached to the crane structure to avoid damage to the rigging or brake systems. The static load shall be applied as a force by external means and held for not less than 10 minutes. No part of the equipment, fittings, and structure shall take a permanent set, nor shall degradation of any operating or control function occur as part of the test. Static Load Tests shall only be conducted at the direction of SFLC or the Product Lines.

A2.5.1 Reports. Copies of all inspection and test reports, with amplifying data, shall be filed

A3. NOTES None.

1 Wire rope grade shall not be upgraded without SFLC authorization. For wire rope discrepancies between original drawings and this table, this table shall be used. Wire rope procurement reference is API SPEC 9A.

2 USCG marine crane ratings are typically at a maximum (or identified) working radius for that installation.

The ratings take into account the effect of ships motions; see applicable technical publication or arrangement drawing. Typical OEM commercial crane ratings are dependent on boom angle, outreach, boom extension, and wire strength. The maximum WLL is typically at minimum working radius and/or minimum boom extension, unless the crane arrangement is limited by wire rope strength. Commercial crane ratings shall not be used unless directed by SFLC (ESD).

3 Static testing reduced to 125% of WLL. Dynamic testing reduced to 110% of WLL by hydraulic system limitations.

4 Dynamic testing reduced to 110% of WLL by hydraulic system limitations.

5 Dynamic testing reduced to value listed by hydraulic system limitations.

6 For these cranes, conduct brake test as part of Dynamic Overload Test: Stop weight, set brake, hold for 10 minutes, release and lower weight under control.

7 Dynamic testing reduced to 115% to validate jib cylinder load hold valve setting.

8 See manufacturer’s documents for test requirements.

9 Combined (two wire) Modified Static Load Test based on Crane structural limits. Topping lift wire rope shown.

10 Lift load at short radius and lower boom to 45 degree angle.

11 All wire ropes shall be procured as an ASSEMBLY, with fittings attached and ends seized (as required), pull tested to 200% of WLL w/ certificate attached, pressure lubricated and ready for service.

12 Dynamic winch test (only)is at fixed outreach. Do not luff.
