HSCG85-13-R-P45005 Amendment 0003

1. Response(s) to Request(s) for Clarification 0010-0011 and 0015 is/are provided as Attachment A. The following specification changes are also issued:

WI 04, para 2.x, delete reference "TP 3559, SWBS 573-D" and substitute "TP 3939, SWBS 573-A"

WI 10, para 1.1, delete "01-70-2-Q" and substitute "01-69-2-Q"

WI 10, para 1.1, delete "approximate 128 sqft" and substitute "18 sqft"

WI 20, para 2, and para 3.3 delete reference "225 WLB 259-005-01"

WI 17, para 1.1, delete “associated cofferdams”. There are no cofferdams for the ballast tanks, only the vent pipes require preservation.

WI 17, para 3.4, delete "approximate 15 ft of each vent" and substitute "From the tank top to the vent check valve on the weather deck" 15 ft is pretty accurate for all tanks with the exception of the 57 tank, it is closer to 25 ft.

WI 17, para 3.6, delete. There are no cofferdams for ballast tanks.

WI 25, para 1.1, delete "A/C" and substitute "Air Receivers"

WI 45, para 1.1, delete "2 5/8 inch diameter" and substitute "2 1/8 inch diameter"

2. There is no change to the proposal closing date, which remains as follows:

A responsive proposal shall consist of the following:

a) Signed & dated SF1449 (2 pages) and any Amendments

b) Completed Provision (2) Info Regarding Responsibility Matters

c) Completed Provision (4) Prohibition…Corporate Expatriates

d) Any qualifications to FAR 52.212-3 (otherwise SFLC will consider your ORCA registration current, accurate, complete, and applicable (zero pages if no qualifications). Make sure your registration in SAM.gov is current and accurate.

e) Completed Electronic Spreadsheet Schedule of Supplies (1 page - submit electronically as a spreadsheet)

As an alternative to the instructions at (17) FAR 52.212-1 INSTRUCTIONS TO OFFERORS, you are encouraged to email your proposal to the individual in Block 7.a. at james.s.altice@uscg.mil.

TITLE: LO Main Deck Riser Piping Isolation Valve Install

QUESTION:

1) Can the 2 ½ LO Piping Line affected be Secured/Isolated?

2) How much residual fluid can be expected?

3) 3.3.4.3 Pickling would not be practicable for this application, recommend visual inspection prior to valve assembly as described in 3.5.3.

RESPONSE:

1) Yes, Affected lube oil piping can be isolated from downstream piping by temporary removal of flanged isolation gate valves (V747‐10, V747‐9, V747‐8, V747‐1) in PLAN 11‐A, Coast Guard Drawing 225‐WLB‐262‐001. According to Material Schedule in Coast Guard Drawing 225‐WLB‐262‐001, valves 2 1/2 and above are flange ends, and these were confirmed during review of Coast Guard Drawing 225‐WLB‐262‐005, L/M, sheet 11, V747 are 2 1/2 gate valve, flanged, class 150, Di, ASTM A105, Mfr NIBCO.

2) 10‐20 Gallons.

3) Per original installation dwgs, the affected 2 1/2" lube oil piping is steel, schedule 40, ASTM A106, Grade B, seamless, pickled, oiled, and capped. During the welding process pickled surfaces are disturbed and leave a discoloring oxide layer or scale on the pipe surface. Pickling can be accomplished by recirculation or immersion (fill/soak) process. There are alternative processes, ie. "smooth clean surface (SCS) process and "eco pickled surface" (EPS) process‐ this is considered environmentally friendly. As noted in the requirement, using expandable plugs and inerting with nitrogen the upstream and downstream piping of proposed valve location will localized affected areas.

TITLE: Misc Space Drain Piping Repair

Contractor proposes that without the results of 3.4.1 CIR, a reasonable bid or quote cannot be offered to make such repairs.

Issues:

1 Need results of UT Shots in 11 locations (Table 2) to determine deck plating renewal.

2 There are multiple types, styles and different alloys of Deck Drains yet to be identified.

Q: Contractor recommends the 3.4.1 CIR dictates required repairs and be subject to a contract change?

Currently the specification requires 2 square feet of deck renewal around drains. Any additional renewals of deck plating following the CIR UT inspection will be subject to contract change.

TITLE: TEMPORARY SERVICES

The requirement for temporary service in 3.3.4 is because the A/C system and ships gray water system will be down for an extended period of time. If portable AC units are installed in the duty section berthing areas and a shower/toilet trailer be placed on the pier could the duty section remain on board the cutter?

If portable AC units are available this will be a viable option. Since several berthing areas will be affected by the work items the specific location will be designated by the COR.
