1. Response(s) to Request(s) for Clarification 0001-0009 and 0012-0014 is/are provided as Attachment A.
2. There is no change to the proposal closing date, which remains as follows:

A responsive proposal shall consist of the following:

As an alternative to the instructions at (17) FAR 52.212-1 INSTRUCTIONS TO OFFERORS, you are encouraged to email your proposal to the individual in Block 7.a. at james.s.altice@uscg.mil. Please economize on the size of your emailed submission and please confirm receipt.

Contractor recommends Clad Welding to be subject of a CFR due to adjacent space/spaces considerations?
All of the clad welding is on the bottom of the tanks. Adjacent spaces are the magazines below which will be emptied of all ammunitions prior to the period of performance.

1) Please confirm the requirements of 3.3.4 are required?
2) Please confirm the size and length of time Dry Stores are needed?
3) Please confirm there are only 2 spaces that may require temporary A/C support?
1) Yes, with the drain modification WI grey water will have to be secured at least in sections and with no AC on the ship the duty section needs berthing.
2) SFLC Std Spec 8635 says “ 2500 (ft3) for non flammable and non perishable items” Basically we will need to empty the ships dry-stores for WI 23. I think 1000 (ft3) would be plenty to clear out dry stores.
3) IC Gyro, Radio and ECC will need temp AC at a minimum.

Contractors experience is the New GFP Scuttles will be manufactured blasted and primes, contractor recommends Table II Surface Prep be subject to a CFR should blasting be needed?
That is correct, Scuttles will come blasted and painted. Table II Surface prep is required for touch up preservation and preserving disturbed areas around the scuttles/hatches.

For bidding purposes how many gallons of Ballast Water is to be removed?
To be safe we could say 100 gallons per tank. The installed system does a pretty good job of getting most the water out and we will have the tanks as close to empty prior to the availability.

TITLE: Hydraulic Chain Stoppers Overhaul
Water weights are not applicable for this weight test.
Contractor recommends for bidding purposes that the ships Buoy Crane and Buoy Sinker be used to complete the test?
This would eliminate any pier crane weight capacities and potential of turning the cutter around.
It is very hard to use sinkers to conduct this weight test because you must keep them out of the water to have the correct weight and then they are riding against the hull which again affects the weight. Having a 16,500lb steel weight is the correct way to conduct this weight test.

TITLE: SPD Level 2 Inspect and Repair
Task 13: 3.2.4 provides the CG Color Coatings Manual, Machinery, Deck Option 1 Appendix A, in which a SSPC 10 Near White Blast is required, which more common to a Level 3 Overhaul.
Contractor recommends for Level 2 Overhaul: Cleaning, Power Tool Rusted Areas Back To Tight, Feather and Sand with 100 Grit and Re-coat.
Please advise.
Concur with contractor recommendation. Cleaning, Power Tool Rusted, feather and sand. Prime cleaned spots and topcoat 100% of davit.
