ATTENTION TO OFFEROR
The U.S. COAST GUARD SHORE INFRASTRUCTURE LOGISTICS CENTER (SILC) invites you to submit a proposal, via the Acquisition of Commercial Items and Contracting by Negotiation procedures (cf. Federal Acquisition Regulation [FAR] Parts 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiations), to provide the following commercial services: All labor, materials, equipment and any other items or services applicable or appropriate for Grounds Maintenance Services at various locations/properties within the USCG Base Miami Beach, Florida area.
This requirement is using 100% SMALL BUSINESS SET-ASIDE procedures. The North American Industry Classification System (NAICS) code 561730 applies to this RFP, and its size standard is $7.5M.
These services are being solicited under Request for Proposal (RFP) HSCG84-16-R-AA7505
Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist, at Connet.M.Broadnax@uscg.mil; no later than COB Wednesday, 29 June 2016. Any Amendments will be posted on the Federal Business Opportunity Website at www.fbo.gov. It is the potential offer’s responsibility to monitor these avenues for release of any future amendments to the solicitation.

NOTICE FOR FILING AGENCY PROTESTS
United States Coast Guard Ombudsman Program
It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO).
Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman.
Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).
Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester’s concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program.
Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency’s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer.
Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed.

Notwithstanding the Contractor’s responsibility for total management during the performance of the contract, the administration of the contract will require maximum coordination between the Government and the contractor. The individuals listed below will be the Government points of contact during the performance period as follows:
The Base Support and Service Contracting (COB2E), U.S. Coast Guard, Shore Infrastructure Logistics Center (SILC) will perform all contract administration under this contract. The location of the Primary Contracting Officer, Alternate(s) Contracting Officer, and Contract Specialist/Administrator for the contract is at 300 East Main Street, Suite 965, Norfolk, VA 23510- 9113. Communication pertaining to contractual administrative matters shall be addressed to the one of the Contracting Officers listed below. Pricing: The contractor shall price the services all-inclusive in accordance with the schedule;
since this is a Firm-Fixed Price type contract, taking into consideration any cost of living increases and inflation for each additional year. The contractor shall not escalate labor rates since, at each option year, an updated wage determination will be incorporated at which time the contractor may request a wage adjustment.

Performance Work Statement for Grounds Maintenance Services Performance Work Statement (PWS) for Grounds Maintenance Services at various locations/properties within Coast Guard Base Miami Beach, FL area
1.0 INTRODUCTION
1.1. The U. S. Coast Guard is procuring Grounds Maintenance Services for various locations/properties within the Base Miami Beach area that consist of: Base Miami Beach (BMB), Richmond Heights, Civil Engineering Unit (CEU), Communication Station (COMMSTA) and Card Sound Warehouse Facility. The various locations, as described in the performance work statement (PWS), is in coherence with the direction in which the Coast Guard is procuring contracts to ensure consistent performance and be result-oriented. The service requirements/performance objectives relate directly to mission essential items as identified in the PWS, the Contractor Quality Control Plan (QCP) and the Government Quality Assurance Plan (QASP) providing for the highest level of service delivery performance critical to mission success.
1.2. The Contractor shall ensure that these services are performed in a manner that ensures the health and safety of federal employees and members of the public; and, both the sanitary conditions and esthetic appearance of federal property as required by various federal, environmental, safety and health regulations. The services shall be furnished in a manner that provides superior customer service and well-maintained facilities that present a healthy, clean, neat and professional appearance in accordance with all the terms and conditions of the contract.
The Contractor shall use the PWS, as well as any approved plans to accomplish the tasks generated for this effort and to achieve the desired quality of service.
2.0. BACKGROUND
2.1. Mission: The Shore Infrastructure Logistics Center (SILC) is seeking a contractor to provide personnel, materials, supplies, equipment, tools, transportation and other items (except as stated herein) necessary to perform grounds maintenance services to maintain a safe, clean and healthy environment for all residents, military and civilian personnel and members of the general public. To accomplish this mission, it is essential that the properties and facilities of the area specified herein have qualified ground maintenance services as required.
2.2. Hours of Operation: Normal working hours shall be Monday through Friday, 7:00 a.m. to 4:00 p.m. Schedules outside of theses hours are to be approved by the Contracting Officer's Technical Representative (COR).
2.3. Service areas: This requirement consists of various properties within the boundaries of the U.S. Coast Guard Base Miami Beach, FL. Services performed are all-inclusive for the properties shown in Technical Exhibit (TE) 1 through 11 (attached herein).

3.0. SCOPE
3.1. The objective of this effort is to acquire Grounds Maintenance Services for all areas listed herein. The contractor shall provide all labor, experienced personnel, equipment, tools, materials, transportation, supervision and management and any other items necessary to perform the services required in order to maintain healthy grass, trees, shrubs, hedges and plants. The services shall be furnished in a manner that provides superior customer service and well-maintained facilities that present a healthy, clean, neat and professional appearance in accordance with all the terms and conditions of the contract. All services provided shall be in strict adherence to all applicable federal, state and/or local laws and regulations and shall be consistent with current industry practices, to include compliance with all applicable Occupational Safety and Health Act (OSHA) regulations. The work site shall be open to random OSHA inspections at all times work is being performed. The Contractor is responsible for obtaining all

3.2. The Contractor shall use the PWS, as well as any approved plans, to accomplish the tasks generated for this effort, as listed below, which may not be all inclusive; and, to achieve the desired quality of service:
a. Planning and Programming of all services.
b. Grounds Maintenance to include Grass Cutting/Mowing, Trimming and Edging.
c. Weeding of Flowerbeds.
d. Weed Eradication, Fertilizer and Weed Control, Maintenance, Care and Landscaping of Trees, Shrubbery and Plants.
e. Semi-Annual pruning, structuring/shaping of all existing trees and shrubbery throughout the facilities.
f. Removal and disposal of litter/refuse prior to and after mowing.
g. Sidewalks & Streets Swept; Clippings and Debris Disposed off serviced areas afterwards.
h. Management, operation and maintenance of irrigation/sprinkler system.
i. Mulch beds free of grass clippings after mowing.
j. Maintain healthiness of palm trees thru fertilization.
k. Perform fertilization and soil additives in a manner that promotes proper health, growth, color, and appearance of cultivated vegetation.
l. Compliance with all record and reporting requirements.
4.0. APPLICABLE DOCUMENTS
4.1. The Contractor shall comply with all applicable federal, state, local and municipal laws, regulations and requirements; all industry standards/references; and, all Government and Coast Guard Regulations, attachments and exhibits listed in the table below applicable to the performance of the contract and to contractor personnel. The contractor shall instruct and guide its employees regarding any directives provided by the Coast Guard.
4.2. The Contractor shall utilize safe products and equipment and qualified personnel to ensure the health and safety of all are in compliance with Environmental Protection Agency (EPA) and Occupational Safety Hazard Administration (OSHA) regulations. The Contractor shall obtain and submit, as required by Section 6.0 Deliverables, all necessary licenses and permits required for the execution of the services; and shall maintain such licensing through the term of the contract.
4.3. The Government will provide all publications listed upon request. Supplements or amendments to listed publications may be issued during the life of the contract. The Contractor shall immediately implement those changes, which result in a decrease, or no change in the contract price. Upon completion of the contract, the Contractor shall return to the Government all issued publications and any unused forms.

5.0. TECHNICAL REQUIREMENTS
5.1. Compliance - The Contractor shall comply with all federal, state, and local environmental laws and regulations as specified below; and, shall ensure the services are performed in accordance with established standards of National Arborist Association, and the local county extension office.
5.1.1. Environmental Protection: The Contractor shall utilize safe products and equipment and qualified personnel to ensure the health and safety of all in compliance with the requirements of the Occupational and Safety Hazard Administration (OSHA), the Environmental Protection Agency (EPA), and the regulations and standards of the USCG various Base Miami Beach properties stated herein. All environmental protection matters shall be coordinated with the Contracting Officer and/or COR. The Contractor shall be responsible for any fines, penalties or charges associated with citations issued by Federal, State, or Local officials for noncompliance with environmental standards. Additionally, the Contractor shall comply with the instructions from the Environmental Compliance Branch (ECB) staff at CG Base Miami Beach with respect to avoidance of conditions which create a nuisance or which may be hazardous to the environment or the health or safety of any personnel. In the event a regulatory agency assesses a monetary fine against the Government for violations caused by the Contractor’s actions, omissions, intentional conduct, or negligence, the Contracting Officer will deduct the fine from any funds due to the Contractor. The Contractor shall dispose of and/or cleanup of any pesticide, chemical, oil or hazardous material spills resulting from the Contractor’s operations, all in accordance with Federal, State and City regulations
a. Chemicals: Chemicals, if utilized, shall meet EPA requirements and be applied in accordance with manufacturer's procedures and recommendations. This shall include chemical eradication of all grass and weeds to the infield of the baseball field. Eradication by chemical means may be utilized only in designated areas or when approved by the COR. The Contractor shall not use any other methods without the approval of the COR. Only Certified Pest Controllers shall apply Pesticides/Herbicides. All Pesticides/Herbicides used by the Contractor shall be registered with the Environmental Protection Agency (EPA) and applicable state lead agency for the use intended. The Contractor shall obtain all city, state, and federal permits required to perform pest control at the Coast Guard Base properties herein. The Base Environmental Compliance Branch (ECB) must approve all chemical prior to use. The Contractor shall submit the manufacturer's Material Safety Data Sheet (MSDS) on a proposed chemical for approval to the COR at least one (1) week prior to use and immediately-for any changes thereafter. The Contractor shall dispose of all excess pesticides/herbicides and containers in accordance with all Federal, State and City regulations.
b. Equipment/Operators: The Contractor shall furnish all supplies, material and equipment, of the size and type customarily used for grounds maintenance, needed for the performance of the work. All power operating equipment, trucks, lawn mowers, tractors, etc, and all hand or vehicular tools shall be operated within the safety parameters as defined by the manufacturer and OSHA; and, shall be carefully maintained and operated with proper safety guards and devices and with discretion when near pedestrians or building residents. All equipment operators shall be qualified operators of their power equipment, trucks, streets sweepers, etc. in accordance with local regulations; and, shall wear safety protection equipment to include protective goggles (safety glasses) and clothing (gloves, hearing protection, helmets, CONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED Page 13 of 61 etc.) as required by the equipment manufacturer, OSHA and local safety requirements when on site.
c. License/Permits: The contractor shall obtain the necessary licenses and permits in accordance with the requirements of the municipality, county, and state of Florida required for the performance of the work and shall maintain such licensing throughout the term of this contract. In the case of new employees, the required licenses and permits shall be obtained no later than five
(5) work days after the date of hire, and in all cases, before the employee is deployed to work under the requirements of this PWS. A copy of all required licenses and/or permits by the State of Florida shall be submitted with proposal as specified in section 6.0 Deliverables, of the PWS;
also on Pages 42 of 61 and 48 of 61).
d. Safety Requirements/Plan. All work shall be conducted in a safe manner and shall comply with all applicable federal, state and local safety standards and requirements. The Government reserves the right to inspect for compliance with safety standards and requirements.
The Contractor shall develop and submit the initial Safety Plan with the proposal as part of the Quality Control Plan (see Paragraph 8.0) and shall be updated as needed during the performance of the contract and whenever requested by the Contracting Officer or changed by the Contractor.
The Contractor's safety plan shall comply with all Federal and State laws, including OSHA and regulations set forth in 29 CFR 1910 and 29 CFR 1926 and in Commandant Instructions M5100.47 and M11000.11 9 (available upon request).
5.2. Specific Tasks
5.2.1. Lawn Care/Maintenance for the various Coast Guard and facilities stated herein, (e.g., lawn areas, grass/weed or other vegetation).
a. The Contractor shall cut/mow grass areas in a manner that promotes proper health, growth, rich natural green color and a neat appearance.
b. Grass cutting is to be accomplished in a manner that it is free of scalping, rutting, bruising, and uneven or rough cutting. In no case is scalping or rutting of grass allowed, however, if this occurs, the Contractor may be asked to re-cut the area of concern, as determined by the COR.
c. All grass clippings shall be removed immediately after each mowing. There shall NEVER be visible rows of grass clippings allowed to remain on grass areas that have been cut.
d. Prior to mowing, the Contractor shall remove all refuse, debris, leaves, rocks, paper and other portable objects within the maintenance area lodged in shrubs, hedges, fences and along foundation walls.
e. The COR will inspect each cut area daily to ensure compliance with the Performance Work Statement.
5.2.2. The Tables below establish the cutting/mowing requirements determined adequate for all specified locations. The grass cutting/mowing shall be accomplished accordingly, however, due to the uncertainties of weather conditions, other unforeseen factors, scheduled events (i.e. Coast Guard Day, Retirement Ceremonies, etc.), and unscheduled events (i.e. command functions, etc.), the Contractor will be asked to re-schedule the performance of their work accordingly.
5.2.3. All locations identified in the below table are to be cut as follows:

All grass and vegetation shall be cut to a height of 2”. In between maintenance work, the grass shall have no height limit. The contractor shall notify the COR of the quarterly cutting schedule for these locations:
5.3. Edging: Edging shall be free of scalping, rutting, bruising, uneven and rough cutting.
Vegetation shall not be cut back more than 2 inches from pavements. Edging shall be performed along all sidewalks, driveways, curbs, parking lots, slabs, pads, and other paved surfaces, and around all gardens, beds, and other cultivated areas. The Contractor shall perform edging in such a manner that there is no vegetation closer than 1 inch from pavement, curbs, and sidewalks or growing over the pavement. All cuttings/debris will be immediately removed following edging.

b. No edging required at the Card Sound Warehouse Facility (TE-4) and Richmond Heights Building (TE-2) locations.
c. The contractor is to assure the proper attention is given where tree roots are in close proximity to curbs and sidewalks.
5.4. Trimming: The Contractor shall trim around trees, shrubs, cultivated areas, fences, poles, walls, fire hydrants, sprinkler heads, valves, and other similar objects; at the following locations, on and around Base Miami Beach (TE-1), Civil Engineering Unit Building (TE-3), COMMSTA Rec.
Pavilion Area (TE-6), COMMSTA Buildings (TE-10) and COMMSTA Exterior fence line (TE-11).
a. Trimming shall be accomplished to match the height and appearance of surrounding vegetation.
b. Trimming shall be done in such a way as to avoid damaging the trunk, bark, or roots of trees and shrubs. All cuttings and debris shall be removed after trimming.
c. The sidewalks and paved areas should be cleaned, and all trash and debris shall be removed from the site and disposed of at an off base location in accordance with existing local, state and federal regulations.
5.5. Surfaced Area Sweeping: The Contractor shall sweep all sidewalks, roadways, areas designated for vehicle parking, and other paved areas to remove grass clippings immediately following each mowing of adjacent grass areas.
5.6. Remove Debris and Police Grounds: The contractor in all areas of the contractor's responsibility shall perform general litter patrol after all grounds maintenance activity. The contractor's policing responsibilities shall include, but are not limited to, the removal and disposal of all natural debris (tree limbs, dry brush, dead animals, etc.), and all man-made debris (paper, plastics, glass, etc.).
5.7. Plant and Shrub Pruning: The Contractor shall prune all shrubs and hedges according to their natural growth habit, to promote the proper health and attractive appearance; and to prevent interference with pedestrian and vehicle traffic. Pruning shall be performed to prevent over growth in front of windows, over entrances and walkways; prevent the obstruction of vision at street intersections; removal of dead, damaged, or diseased wood.

5.8. Weed Control: The Contractor shall perform weed control to prevent the encroachment of weeds into established landscapes, including lawn areas and around trees, shrubs, flower beds, etc. Plant beds and special landscaped areas shall receive weed control to eliminate unsightly and/or noxious weeds. Weed control in all plant beds shall be performed by pulling the weeds by hand or use of EPA approved chemicals and in areas of limited growth to prevent the encroachment of vegetation into perimeter fences or roads. Weed control shall extend, at a minimum, 10' on both sides of perimeter fences and roads unless otherwise noted on drawings or directed by the COR. Additionally, weed control shall be performed to eliminate grass and weeds in cracks and joints within or along sidewalks, curbs, and roads within or adjacent to the maintenance area.
The Contractor shall submit data concerning proposed chemical use prior to utilization to the COR. All chemicals shall be applied in strict compliance with the product's EPA or state of Florida registered labeling. All manufacturers' instructions and recommendations for the preparation and application of chemicals shall be strictly followed.
5.9. Shrub and Plant Bed Maintenance: The Contractor shall conduct inspections of all tree and shrub beds for evidence of disease, pest infestation, or any other harmful condition and edge back turf to establish original shrub bed border.

5.10. Fertilization and Soil Additives: The Contractor shall perform fertilization and apply soil additives in a manner that promotes proper health, growth, color, and appearance of cultivated vegetation. The method of application, frequencies, and dates of fertilization and application of additives shall be approved by the COR prior to use. No Fertilizer is to be used for TE-3, TE-6 and TE-10 due to no sprinkler system installed in these areas. The fertilizer and soil additives must be approved by the COR prior to use. The Contractor shall apply a balanced fertilizer to all turf at the required rates and frequencies. All materials shall be applied IAW the manufacturer's recommendations. Any vegetation damaged or destroyed by improper soil analysis or fertilizer/additive application shall be replaced in kind and corrected by the Contractor at no expense to the Government.
5.11. Tree Pruning: Pruning is to be done to remove dead, damaged or diseased wood, or structurally weak limbs that may cause a safety hazard; remove branches that extend over buildings and endanger roofs, eaves, windows, parking lots, and driveways; provide clearance for vehicles along streets; cut back branches that overhang or grow into power lines. The trees should be “trimmed” according to their natural growth habit, to evenly form and balance the tree.

5.12. Palm Tree fertilization: Established palms shall be fertilized with a slow release palm fertilizer that contains roughly 12 to 13 percent nitrogen, 3 to 4 percent potassium, 12 to 13 percent phosphorus plus trace elements. This is commercially know as slow release” palm special” and labeled (12-4-12) or (13-3-13).
5.13. Application of Pesticides/Herbicides: The Contractor shall apply pesticides/herbicides to all areas indicated by the COR and in accordance with the manufacturer's instructions and any/all regulations accordingly per paragraph 5.1.1(a). The Contractor shall not use any other control methods without the approval of the COR. The Contractor shall report to the COR any evidence of pests or conditions conducive to pest infestation, which are not covered in the contract, at the time such condition are first noticed. Only Licensed Pest Controllers shall apply Pesticides/Herbicides. All Pesticides/Herbicides used by the Contractor shall be registered with the Environmental Protection Agency (EPA) and applicable State lead agency for the use intended, and approved by Base Environmental Compliance Branch prior to use. The Contractor shall dispose of all excess pesticides/herbicides and containers in accordance with all Federal, State and City regulations.
5.14. Requirements Work:
These requirements will be activated by a Task Order, requested by the COR and issued by the Contracting Officer, utilizing requirements under CLINS 00002 through 50002. At no time shall the Contractor exceed the funded amount of the task order without a modification signed by the Contracting Officer.
5.14.1. Additional lawn cutting: Upon receipt of a task order under the Requirement Work, the contractor shall provide additional lawn cutting at the specified service areas identified in the task order. The COR will determine the agreed upon date and time.
5.15. Maintenance of Irrigation/Sprinkler System:
5.15.1. The contractor shall be responsible for the complete management, operation and maintenance of all water control devices and irrigation systems installed onboard Base Miami Beach (See TE-1). The contractor shall ensure that the systems are in good working order and in operating condition at all times. Contractors will be provided information of where the contractor’s responsibility begins and the Government’s responsibility ends of the irrigation system. If the government changes sprinkler system configurations, the contractor shall update the irrigation system drawings or provide new drawings.
5.15.2. The contractor shall maintain the current irrigation system to include replacement and or repair of broken sprinkler heads, valves, and control boxes, as needed to the proper growth and

All installed irrigations are property of the US Coast Guard and any additions or replacement parts installed become the property of the US Coast Guard upon installation. Contractor shall ensure that contractor personnel are familiar with the location of all sprinkler heads. Sprinkler heads damaged by contractor personnel shall be repaired/replaced by and at the contractor’s expense
5.15.3. If damage is caused by the Contractor, the Contractor shall repair installed irrigation systems including but not limited to: a) maintaining valve access covers and sleeves in good repair and free of debris; b) exercising valves; c) winterizing all systems including draining and addition of antifreeze if needed; d) replacing sprinkler heads as necessary; and e) repair of underground piping, valves, and fittings damaged by freezing, Contractor’s neglect, or Contractor’s equipment. All valves, covers, and valve box covers shall be kept closed at all times except when in actual use. The contractor must coordinate irrigation with the COR so as not to interfere with Command activities. The contractor shall abide by all local, state or other water agencies regulations or controls in force at the time of this contract and the Government reserves the right to reduce or eliminate watering work during water shortages. In this instance, the contractor will not be held responsible for replacement of dead plants or lawns.
6.0 DELIVERABLES
The Contractor shall submit the following reports and other deliverables in accordance with the table below. The preferred method of delivery is email with any attachments generated in Microsoft Word/Excel or PDF files. 7.0. PERSONNEL REQUIRMENTS/QUALIFICATIONS
7.1 General: The Contractor shall manage the total work effort associated with the services required to assure fully adequate and timely completion of these services. Such management includes, but is not limited to, planning, scheduling, report preparation, establishing and maintaining records and quality control. The Contractor shall provide staff with the necessary management expertise to assure the performance of the required work; and, trained and experienced personnel who meet established standards to effectively perform the services required and who exhibit capability to perform with minimum supervision.
7.2. On-Site Working Supervisor. The Contractor shall provide a qualified On-Site Working Supervisor to manage Contractor personnel at the work site at all times while work is being performed for this contract without exception. This person shall be an individual of unquestionable integrity, experienced with managing personnel, scheduling, operations, practices, techniques, and have full authority to act for the Contractor on all matters relating to the daily performance of the contract work. The individual shall be the primary point of contact with the Government; and, shall effectively communicate in English. The on-site supervisor shall be available to discuss contract matters and performance issues with the Contracting Officer and/or the COR within one hour of notification during the core hours of 6:30 a.m. to 3:00 p.m., Monday through Friday. This can be accomplished in person, or by telephone, as appropriate depending on the circumstances. The supervisor shall provide the COR a cellular phone number where they can be reached at all times during the working hours. In the event the On-Site Working Supervisor is absent for an extended period of time (more than 1 hour), the Contractor shall make every effort to notify the COR prior to the absence, and appoint a qualified substitute and contact information.
7.3. Personnel Qualifications: The Contractor shall furnish sufficient competent and qualified personnel to perform all work specified within this contract. The Contractor shall provide to the COR, within fifteen (15) days prior of the contract start date, a list of all personnel proposed to work on this contract and the list shall be updated when changes occur (See 6.0 Deliverables).
Contractor personnel not listed may be denied access to the Coast Guard facility. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the Coast Guard facility. Contractor personnel shall have photo identification at all times while working on Coast Guard facilities.
