Amendment 00002
ATTENTION TO OFFEROR
The U.S. COAST GUARD SHORE INFRASTRUCTURE LOGISTICS CENTER (SILC) invites you to submit a proposal, via the Acquisition of Commercial Items and Contracting by Negotiation procedures (cf. Federal Acquisition Regulation [FAR] Parts 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiations), to provide the following commercial services: All labor, materials, equipment and any other items or services applicable or appropriate for Grounds Maintenance Services at various locations/properties within the USCG Base Miami Beach, Florida area.
This requirement is using 100% SMALL BUSINESS SET-ASIDE procedures. The North American Industry Classification System (NAICS) code 561730 applies to this RFP, and its size standard is $7.5M.
These services are being solicited under Request for Proposal (RFP) HSCG84-16-R-AA7505
Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist, at Connet.M.Broadnax@uscg.mil; no later than COB Wednesday, 29 June 2016. Any Amendments will be posted on the Federal Business Opportunity Website at www.fbo.gov. It is the potential offer’s responsibility to monitor these avenues for release of any future amendments to the solicitation.
PLEASE CAREFULLY READ AND COMPLETE THE ENTIRE SOLICITATION DOCUMENT.
The following information is highlighted for your attention:
1. Be sure to complete the SF1449 first page of offer, including appropriate signature.
2. Be sure to complete all required prices set forth in the Schedule of Supplies/Services
(Block 19 through 24), Unit Price and Total Amount information required starting on Page 4-8 of 61.
3. Be sure to read FAR Provisions 52.212-1 Instructions to Offerors -- Commercial Items and 52.212-2 Evaluation - Commercial Items.
4. For site visit information, see FAR Provision 52.237-1 – Site Visit on Page 46-47of 61.
5. Be sure that your offer reaches this office by the time and date specified in Block #8 of the SF1449, and/or in any amendments thereto. ELECTRONIC OFFERS WILL BE ACCEPTED via email at: connet.m.broadnax@uscg.mil or may be mailed to below address.
6. Please include your Dun and Brad Street Number in your proposal package.
The offeror shall submit ONE (1) Original and ONE (1) Copy of the offer and any additional documentation to the following Contract Specialist/Address by the DATE and TIME specified in Block 8 of the SF1449, Page 1 of the RFP:

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.
Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers.
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)
(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m.
