2. Correct the reference on page 2 of 63; “Schedule B - Addenda – Schedule of Supplies/Services”, CLIN 000H and 000I to read: IAW F.5 vs. F.6.

3. Identify the due date on attachment 12, Past Performance Questionnaire (Note: While the solicitation provided a deadline for receipt of the questionnaires, the questionnaire itself did not have a due date cited.

It is the contractor’s responsibility to ensure the questionnaire are submitted directly to the US Coast Guard SILC West by email to: emely.hagins@uscg.mil or by fax to 510-437-3014 by the due date of this RFP.)

4 Provide answers to questions received thus far.

QUESTIONS AND ANSWERS:

Question 1: In Spec 455 Rev D, section 3.8.1.1, the epoxy primer is specified as MIL-P-2441 or 24647. However in section 3.8.1.2, the epoxy-acrylic gloss topcoat does not have a MIL specification. What is the specification for the epoxy-acrylic gloss paint?

Answer: There is no Milspec. The requirements for the topcoat are as follows and are identified in the solicitation:

3.8.1.2 Epoxy acrylic topcoat. All exterior surfaces above the waterline shall be coated with an epoxy acrylic gloss topcoat, 1.5 to 2 mils dry film thickness. This shall be a commercial product from the same manufacturer that supplies the epoxy primer. It shall be suitable for use in a marine environment, retain its gloss and color for a minimum of two years in service, and be of the appropriate color as described in paragraph 3.8.2.

Question 2: In reference to the solicitation for the foam-filled steel river buoys, we have a question concerning the paint set out in 3.8.1 - 3.8.2 specification no. 455-rev. D. In 3.8.1.1 epoxy primer it appears that two coats of primer are required. Is this correct? Or is it one coat of primer and one top coat?

Answer: Per 3.8.1.1, there are two coats of primer. One coat of primer (covering the entire buoy) in gray or buff color, and a second coat of primer (covering the entire buoy) in dark green, light green or red color (depending on the buoy type, per 3.8.2). In addition to the two coats of primer, a coat of Epoxy Acrylic Topcoat will be applied to exterior buoy surfaces above the waterline (see 3.8.1.2) in dark green, light green or red color depending on buoy type (see 3.8.2). Exterior surfaces below the waterline do not get the topcoat, only the two coats of primer.

Question 3: In order to establish freight/transportation costs we will need to know the number of ‘scrapped/returned’ Buoys last year. Our assumption is that the number of returned/scrapped buoys is less than the estimated 10K buoys delivered to the stations last year that you provided in the recent amendment. We will need the USCG to provide the annual number by class, per station to estimate the transportation costs for scrap return. This may be as simple as determining the number of credits the USCG received for ballast weights Answer: A spreadsheet identifying the annual number of scrap pick-ups by class, per station is attached.

As a result of this amendment see replacement pages 2 of 63 of the solicitation, page 1 of attachment 12 and spreadsheet identifying the number of scrap pick-ups by class.
