Amendment 00001

Continuation page 2 of 3

1. INSPECTION OF BUOYS BY CONTRACTOR PRIOR TO SUBMISSION OF PROPOSAL

(a) Contractors wishing to inspect/view Buoys listed in this solicitation may do so by contacting Mr. Keith Davis at (202) 475-5627 or Keith.M.Davis@uscg.mil to set up a place and time for inspection. Various locations (those listed as delivery destinations in the solicitation) exist for inspection however location of inspection/viewing depends on availability of buoys and personnel to conduct visit. All sizes may not be available at one location. Visits are made at the contractor’s expense.

(b) The Government assumes no responsibility for any misunderstanding or representations concerning conditions made by any of its officers, agents or employees prior to execution of the contract unless included in the solicitation, documents incorporated therein or amendments thereto.

2. H.1 (f) (page 29) and H.2 (f) (page 33) – 1998 in both of these sections should read 1982. Should read 1982 = 100.

3. Questions and Answers:

Question 1: On page 29 – Request for Proposal; HSCG84-12-R-BHQ003 Item H.1(f) you state “Percent changes in Producer Price Indexes shall be calculated on data with the base 1998 = 100 unless the Bureau of the Labor Statistics publishes data on a new base from that time forward.” Could you explain exactly what “base 1998=100” means?

Answer: The following information was retrieved from the Bureau of Labor Statistic (BLS) - Frequently Asked Questions.

An index is a tool that simplifies the measurement of movements in a numerical series. Movements are measured with respect to the base period, when the index is set to 100. Currently, most PPIs have an index base set at 1982 = 100. (Some PPIs have a base corresponding to the month prior to the month that the index was introduced.) BLS measures price change in relation to that figure. An index of 110, for example, means there has been a 10 percent increase in prices since the base period; similarly, an index of 90 indicates a 10% decrease. Movements of price indexes from one month to another are usually expressed as percent changes rather than as changes in index points because index point changes are affected by the level of the index in relation to its base period, while percent changes are not. An advantage of calculating percent changes is that the result will be the same no matter what base period is specified.

(Note as a result of paragraph 2. above 1998 has been changed to 1982 in the solicitation.)

Question 2: On page 32 – Request for Proposal, HSCG84-12-R-BHQ003 Item H.2 Economic Price Adjustment (EPA – Diesel Fuel) item b you state “Contract Line Item (CLINS) and their respective Schedule B price are subject to an EPA for that portion of the CLIN price as shown that is subject to the EPA for steel.” Why is the word “steel” used when we’re looking at EPA adjustment for diesel fuel?

Answer: This was entered in error, should be changed to read: diesel/fuel.

Question 3: What is the type of load/unload capability at each station – dock, ramp, etc? Are buoys delivered on flatbed or enclosed trailer.

HSCG84-12-R-BHQ003

Amendment 00001

Continuation page 3 of 3 Answer: The solicitation states that buoys are to be delivered on flatbed or stakebed trucks. Containers are prohibited. The CG destinations will use forklifts to unload the buoys from the trucks. See D.1 PRESERVATION, PACKAGING AND PACKING Question 4: At what frequency, and if possible a specific schedule, do each of the stations require concurrent delivery and pick-ups. Our assumption is that each station services its assigned waterway on some internal schedule that is available?

Answer: It is not possible to know the frequency at which the destinations will require concurrent delivery of new buoys and pickup of scrap buoys. This is dependent on the dynamic environmental conditions on the waterways at any given time, and it is not possible to know this in advance.

Question 5: How frequently do each of the stations require a dedicated damaged/used pick-up service of buoys?

Answer: It is not possible to know in advance how often each of the destinations might need a dedicated pickup of scrap buoys. Again, this is dependent on the conditions of the waterways at any given time. However, our estimate is only six (6) times a year as stated in the solicitation.

Question 6: What are the internal operating schedules for each of the stations – Five or seven days a week? Daily schedule (e.g., 0700-1530)?

This is also identified in the solicitation See F.4 PREPARATION FOR DELIVERY.

Question 7: Requests a 30 day extension to the current due date of 23 April 2012, submission of proposal; the current timeline will not allow adequate preparation of the proposal.

Answer: Based on historical data, the amount of time specified for the submission of proposals is adequate. At this time the hour and date for receipt of proposal remains at 23 April 2012.

Question 8: We would like to formally request a sample buoy of each class (4/6) so that we can determine the current acceptable standard of product. An example is how the welds of the individual components and the final assembly are integrated into the final product?

Answer: Please see paragraph 1 of this amendment for inspection/viewing of Buoys.

As a result of this amendment see replacement pages 29, 32, 33 and 35 and spreadsheet.
