Solicitation HSCG84-11-Q-P4A002 Amendment 1
QUESTIONS AND ANSWERS FOR SOLICTITATION HSCG84-11-Q-P4A002
DATED March 1, 2011
QUESTIONS 1-5
1. Question: Where can I find the solicitation package to download?
Answer: The solicitation package can be downloaded from Solicitation numbered HSCG84-11-
Q-P4A002 posted on www.FBO.gov since February 3, 2011.
2. Question: Can you tell me the portions and frequency of business between the:
Local, Inbound and Outbound?
Answer: This is an Indefinite Delivery/Indefinite Quantity contract, therefore the size and frequency of the business between different schedules are indefinite.
3. Question: What is the portion of business which will be assigned to Primary vs. Secondary contractors?
Answer: Please refer to paragraph 9(a) on page 140, paragraphs 9(b), 9(c) and 9(d) on page 141.
4. Question: May we hand carry the bid into the contracting office when we are ready to submit it?
If so, should we make an appointment to be sponsored on to the base?
Answer: Due to heightened security procedures that are in place at all Coast Guard facilities, offerors are strongly encouraged not to try to personally hand deliver offers or proposals as you will probably not be allowed on the Coast Guard facility. Security personnel are not authorized to accept any packages and no Coast Guard personnel will be available to pick up offers at the front gate. Delivery by FedEx, UPS or other courier services is still acceptable.
Timely submittal of offers and/or proposals is the offeror's responsibility. It is highly recommended that you allow sufficient time for the delivery of your offers or proposals and not wait until the last minute as delivery could be delayed due to the additional security measures.
Please also make sure you put Bldg. 54C in the delivery address to insure proper/timely delivery.
All packages/envelopes must have a return address. All packages/envelopes without a return address or suspicious looking packages/envelopes will be subject to search or other security handling procedures and may not be received in a timely manner.
5. Question: Is there a preference on how the bid package is printed (i.e. printed on the front side of the paper only or may we print on the front and back side of the paper)?
Answer: Please see FAR52.204-4.
