AMENDMENT NO. 00003
REPAIRS TO ST. MARY’S RANGES
REQUEST FOR INFORMATION (RFI) #14
Refer to 46 U.S.C. 5102(b). Referring specifically to the following quotation from HISTORICAL AND REVISION NOTES, Revised section 5102, Section 5102(b) regarding exemptions from load line requirements:
“Section 5102(b) lists the specific exemptions from load line requirements. The specific exemptions may be grouped as follows:
(a) Vessel type (ships of war, pleasure vessels, fishing vessels, small passenger vessels on domestic voyages);
(b) Area of operation (rivers, harbors, bays, sounds, etc.);”
QUESTION: Since the Area of Operation for demolition of Towers A and B is in the river channel entrance, and therefore an extension of the St. Mary’s River, is this Area of Operation exempt from load line requirements of 46 CFR Subchapter E?
http://uscode.house.gov/download/pls/46C51.txt
RESPONSE: The load line exemptions in 46 CFR Chapter 51 are not applicable because of the location of the work and structures. The contractors need to be in compliance with all applicable CFRs. US Coast Guard sectors are the determining authority for CFR applicability & enforcement. The sectors can assist the contractor in determining if their barge needs to have ABS load lines. The closest US Coast Guard Sector to the project is US Coast Guard Sector Jacksonville. Contractors should contact the sector Jacksonville Domestic Vessel Inspection Branch. The branch chief is LT Jamie Bigbie. His number is (904) 564-7643. If the contractor is not able to reach LT Bigbie, the branch's general information number is (904) 564-7650.
REQUEST FOR INFORMATION (RFI) # 15
Refer to Technical Specifications, Dated November 2007, General Requirements, Para. 1.2 where it states, “Appendix D shows that trace amounts of lead were found in the paint surveys for the four Aids to Navigation Structures. This will not effect the disposal…”
Georgia Coastal Resources Division permit dated September 13, 2007 states, "If the structures contain lead paint they will be disposed of onshore."
QUESTION: Since the Top Deck Floor Framing of Tower B has been identified as containing lead paint, which direction takes priority regarding disposal of this lead paint Top Deck Floor Framing?

AMENDMENT NO. 00002
REPAIRS TO ST. MARY’S RANGES
RESPONSE: The design package only recommends that the structures be placed in the offshore fish haven. It is up to the contractor to find the most economical means of disposal (offshore or onshore). Yes... the structures contain trace amounts of lead. However, the GA department of natural resources has confirmed that the trace amount of lead will not prevent them from being deposited in the fish haven. However, the trace amount of lead affects the OSHA working practices and the contractor must follow the specifications and applicable publications for working on structures with lead paint. The contractors MUST contact Mr.
Tony Blount of the GA Department of Natural Resources, 912-264-7218 for approval and information on depositing the demolished tower in the fish haven. Mr. Tony Blount will describe the particulars of how the structures are to be deposited in the fish haven.
REQUEST FOR INFORMATION (RFI) # 16
Drawing calls for 1 1/2” Round Standard Pipe (Schedule 40) for handrail construction. Same drawing calls for 2” round Extra-Strong Pipe (Schedule 80) for handrail sleeves. Because of wall thickness differences, 1 1/2” Round Standard Pipe will not fit into 2” round Extra-Strong Pipe, even before required Hot Dip Galvanizing treatment.
QUESTION: Request your engineer review design for handrail sleeves. With the addition of galvanizing coatings on both parts coupled with the required seal weld, 2 1/2” Round Extra- Strong Pipe (Schedule 80) may be an acceptable alternative for handrail sleeves.
RESPONSE: A suitable alternative is to drop the Schedule 80 designation of the 2 inch dia.
pipe sleeve, using standard weight pipe. This yields about a 1/8 inch gap all around. The contractor must properly seal the welds on handrail post to the handrail support sleeves after the handrail is in place to keep out the water out.
