AMENDMENT NO. 00002

REPAIRS TO ST. MARY’S RANGES

HSCG82-08-B-3WCA08

REQUEST FOR INFORMATION (RFI) # 4

Refer to Specifications Section 14 65 00, Para. 2.4: “Contractor shall provide a weather tight nylon canvas cover for the davit with straps to withstand wind and rain.” Repair notes on Drawings S-01, S-02 and S-04 indicate the weather cover is for the winch.

Question: Request confirm that weather cover specified in Specifications Section 14 65 00, Para. 2.4 is for the winch, and not the davit as stated.

RESPONS: Only the winch should have a cover not the davit.

REQUEST FOR INFORMATION (RFI) # 5

Refer to Appendix A photos of RRL: One photo page, top photo shows Section of fallen handrail on Main Deck (Corner of Solar Panel appears in photo) and photo of Battery Room Louvers on bottom photo.

Question: Top Photo refers to Handrail replacement on Main Deck. No handrail replacement on this deck is mentioned in Repair Notes on Sheet S-04. Please confirm if this is in scope of work.

RESPONSE: The handrails on the main deck should be replaced.

REQUEST FOR INFORMATION (RFI) # 6

Refer to Specifications Section 14 65 00, Para. 3.2 requires field testing of winches. Photos in Appendix A (see Tower A Jib Crane) and site visit indicate Jib Cranes do not all have necessary blocks to perform field tests.

Question: Request specify blocks, type, and quantity for various jib crane installations in order conduct field tests.

RESPONSE: Each davit has a couple of pulleys. They may or may not be in good working order. They will need to be replaced (they are off the shelf items). The exact size and number of the pulleys will have to be determined in the field.

REQUEST FOR INFORMATION (RFI) # 7

Refer to Drawing S-02, Tower “B” Elevation. Repair Note 10 Indicates replacement of winch for Jib Crane on Main Deck. Jib Crane on Top Deck has a number 1 next to it, which does not correspond to work in Note 1.

Question: Please specify if replacement of winch for Jib Crane on Top Deck of Tower “B” is required in addition to replacement of winch for Jib Crane on Main Deck.

RESPONSE: The offshore structures are to be demolished, there is no reason to replace their winches.

REQUEST FOR INFORMATION (RFI) # 8

Refer to Drawings S-01 Repair Note #6 and S-02 Repair Note #5 State: “REMOVE ALL STAIR

TREADS TO THE BOAT LANDING DECK AND REPLACE TREADS…”

Question: Please confirm this includes the small stair from the Jacket Deck leading to the Boat Landing Deck, as well as the longer stair set leading from the upper level of the Boat Landing Deck to the lower level of the Boat Landing Deck on both drawings.

RESPONSE: Yes, both stair treads should be replaced.

REQUEST FOR INFORMATION (RFI) # 9

Question: Confirm that Cold Galvanized Paint protection for new welds on the structures is an approved method.

RESPONSE: Cold galvanizing paint is an acceptable method of protection for new welds if the weld is in an area of galvanized steel. If the weld is in a painted area, the answer is no. In a painted area, a new weld needs to be cleaned to bare metal and painted with a system similar to that used on the adjacent metal.

REQUEST FOR INFORMATION (RFI) # 10

Refer to Specifications Section 01 01 00, Base Bid Para. 1.1.7, and Option Item 1, Para 1.1.6, States: “Repair top deck support beams, with installation of reinforcement plates along the bottom flange.” This scope of work refers to RRL, Tower “A” and Tower “B”. Tower “A” has only a Main Deck, no Top Deck. Repair notes on Drawing S-01, S-02 and S-04 make no reference to this work, and RRL photos in Appendix A provide no detail of this area.

Question: Request Contracting Officer confirm that this scope of work is applicable to all three locations, RRL, Tower “A” and Tower “B”. Tower “A”, and provide detail of plate size, composition, and required finish coatings.

RESPONSE: Towers A and B are a non issue since they will be demolished. In a few locations on the RRL, as shown in the attached photograph, the edge(s) of the beams supporting the top deck have become seriously deteriorated. In the photo, you can see that the edge of the beam on the left is severely corroded along a few feet of the beam edge and is exfoliating layers of rust. In the few small areas like this, the objective is to weld an additional piece of steel to replace the steel lost from the flange. A 1/4 inch thick piece of plate steel will suffice. The new steel and the damaged steel need to be cleaned and coated with the same coating system as specified for the main deck of the RRL. I believe we are talking about less than 10 linear feet of repair work. This will need to be field verified though.

REQUEST FOR INFORMATION (RFI) # 11

Refer to Specifications Section 14 65 00, Para. 2.2: “Cable shall be made from 1/4” diameter stainless steel wire rope with safety hook. Minimum breaking strength of the 1/4” diameter stainless steel rope shall be 1,500 pounds. Cable shall be greased lightly along the entire length.”

Question: What length of the specified cable is required for each of the three proposed installations, i.e., RRL, Tower “A”, and Tower “B”?

RESPONSE: We note that the current contract calls for winches only at the RRL and not towers A and B. Therefore, only the cable lengths for RRL are provided. Cable length for the jib crane on the main deck shall be 80 feet. Cable length for the jib crane on the top deck shall be 110 feet. It has been assumed that items can be lifted to the upper deck in two lifts – first to the main deck, and then to the top deck from the main deck.

Refer to Specifications Section 01 35 50, Para. 1.7.3: “Copies of all environmental permits, permit application packages, approval to construct, notifications, certifications, reports, and termination documents shall be attached as an appendix, to the Environmental Protection Plan.”

Question: Request Contracting Officer confirm what permits are required for Base Project, what permits are required for Option One, as well as what permits are required for Option Two, and confirm what permits U.S.G.G. has already obtained for each, and what permits U.S.C.G.

expects Contractor to obtain for each.

RESPONSE: Work is covered under the ACOE NWP 1 and Georgia's Coastal Management Program. See attached permits.

REQUEST FOR INFORMATION (RFI) # 12

Refer to Specifications Section 14 65 00, Para. 2.1: “Winch shall be marine duty enclosed manual winch with marine duty double braking system and a minimum rated capacity of 1,000 lbs.”

Question: Load rating capacity for winches varies with cable length. Please clarify if minimum rated capacity stated in specification is for first layer on drum, Mid-drum or Full drum, or clarify a minimum rated capacity for specific cable lengths at proposed installations.

RESPONSE: Minimum load rating is for Full Drum (considering the required cable lengths).

Refer to Drawings S-04, RRL Tower Elevation and Repair Note #4, as well as Appendix A.

Repair Note #4 states: “REPLACE 5 CORRODED PIPE HANGERS …” and Elevation Drawing has a circled #4 pointing to the bottom of the Main Deck and a circled #4 pointing at the bottom of the Top Deck, indicating the requirement to replace 5 corroded pipe hangers exists in both locations. Photo in Appendix A RRL section with subscript, “Replace pipe hangers and repaint underside of top deck” is, in fact, a photo of RRL Main Deck (note only three support legs). Photo immediately below showing day marker shows no detail of bottom of Top Deck (note four support legs).

Question: Please confirm how many sets of Pipe Hangers are to be replaced on RRL and where they are located.

Please confirm that Repair Note #3 refers to cleaning and re-coating support beams on underside of Main Deck and that there is no cleaning and re-coating associated with the Top Deck.

RESPONSE: The replacement of pipe hangers applies only to the main deck, not the top deck.

Cleaning and re-coating at the top deck of the RRL is limited to the estimated 10 linear feet of work required to repair the exfoliated portions of edges of the beams supporting the top deck.

Again, the actual extent of this needs to be determined in the field, but it is expected to be less than 10 linear feet.

REQUEST FOR INFORMATION (RFI) # 13

Refer to Specifications Section 14 65 00, Para. 2.1: “Winch shall be marine duty enclosed manual winch with marine duty double braking system and a minimum rated capacity of 1,000 lbs.”

Proposed change: U.S. winch manufacturers states double braking system no longer manufactured. U.S. winch manufacturers now provide Thern Weston Style Brake Operation as an alternative.

Request Contracting Officer review attached description of Thern Weston Style Brake Operation and approve it as a “Suitable Substitute” for specified duty double braking system.

Alternatively, request Contracting Officer provide acceptable U.S. or foreign winch manufacturer that supplies suitable marine duty double braking system specified.

RESPONSE: Weston Style braking system is an acceptable substitute for the designated double braking system for US manufactured winches. Research on the available US manufactured winches did not uncover double braking systems being available, and the “Buy American Act” applies.

Refer to Drawings S-04, RRL Tower Wrap and Grout Repair Note #4

Tower Wrap and Grout Repair Note #4 states: “RIGIT FORMWORK MAY BE SUBSTITUTED FOR FABRIC UPON APPROVAL OF THE CONTRACTING OFFICER.” Because of the angles of the 6 inch and 8 inch bracing members that are to receive grouting reinforcement, we are concern regarding the ability to maintain a uniform grouting pour and application with the specified fabric wraps that could tend to allow too much grout to shift to the low side and produce misshapened results or potential fabric casing failures. (See: Marine Structures Engineering: Specialized Applications by Gregory P. Tsinker, pp.61-65). We believe fiberglass jackets with the appropriate banding and standoff spacers will provide a more uniform application on angled bracing members. See attached product flyer for an example.

RFI: Request Contracting Officer approve and specify fiberglass jackets in replacement of fabric jackets for Grouting repair.

RESPONSE: The use of Fiberglass Forms for the grouting is approved.
