WORK ITEM 1: Coast Guard-Dedicated Tech Rep, Provide

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to provide a Coast Guard-dedicated Welin-Lambie Dual Point Davit Technical Representative (Tech Rep).

1.2 Government-furnished property.

None.

3. REQUIREMENTS

3.1 General.

3.1.1 CIR.

None.

3.1.2 Tech Rep. The Contractor shall provide a qualified, Coast Guard-dedicated Welin-Lambie Tech Rep, who is familiar with, and is competent to address, the hydraulic, mechanical and electrical aspects of the Welin-Lambie TW Piv davit.

3.1.2.2 The Contractor shall ensure that the Tech Rep is a certified representative of Welin-Lambie.

3.1.2.3 Submit the Tech Rep’s name, resumé, and OEM letter of certification to the COTR.

3.1.3 Protective measures.

Not applicable.

3.1.4 Interferences.

None.

3.2 Work period. The Contractor shall provide an on-site Tech Rep for a period of 12 months during the base and each option, to work up to 40 hours weekly, within the core hours of 0600 and 1730, Monday through Friday, except Federal holidays. The number of hours and period of performance shall be delineated on the respective task order(s). Overtime may be required and shall be authorized in advance by the Contracting Officer. Travel to and from the work location will be the responsibility of the contractor. Core hours may change with prior arrangement and written authorization by the Contracting Officer. The primary place of performance shall be the U.S. Coast Guard - SFLC, 2401 Hawkins Point Rd, Baltimore, MD 21226, although travel to various cutter locations may be required.

3.3 Location. The Contractor shall locate the Tech Rep within the East Coast of the United States.

3.4 Travel. The Contractor shall ensure the Tech Rep is available for travel up to 200 days per year.

3.5 Employee conduct. Contractor Tech Reps shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, etc.) when visiting or working at Government facilities. The Contractor shall ensure the Tech Rep presents a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security, or the U.S. Coast Guard.

3.5.1 Tech Rep removal. The Government may, at its sole discretion, direct the Contractor to remove any Tech Rep from Coast Guard and Department of Homeland Security facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required in this work item. The Government will provide the Contractor with an immediate written explanation of the request to remove the Tech Rep through the Coast Guard Contracting Officer.

3.5.2 Conflict of Interest. The Contractor shall not employ any person who is an employee of the United States Government if that employment would cause, or appear to cause, a conflict of interest.

3.6 Tech Rep identification. Contractor employees working on-site at Government facilities shall wear a company issued identification badge. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display their badge in plain view above the waist at all times.

3.7 Tech Rep performance monitoring. The Contractor shall be required to meet weekly with the COTR (or designee) during the first six weeks of the contract, on a time and date as required per the COTR (or designee) to discuss Tech Rep performance.

3.8 Duties. The Tech Rep shall be responsible and expected to conduct the following:

· Provide onsite commissioning support

· Perform casualty repairs on the Welin-Lambie TW Piv 5.0 A and B Series davits.

· Provide technical support either by phone or onsite.

· Maintain the Coast Guard TW Piv 5.0 A and B Series davit overhaul and training programs.

· Acknowledge receipt of Coast Guard-generated Request(s) for Quote within 24 hours.

· Conduct visits to verify system configuration, conditions, and to make repairs as required.

· Develop and maintain serial-tracked davit configuration database.

· Alert Coast Guard and disseminate advisories and service bulletins related to the Welin-Lambie TW Piv 5.0 A and B Series davits.

· Develop failure solutions for the TW Piv 5.0 A and B Series davits.

· Conduct onsite inspection and provide a written report of the davit prior to and upon completion of an in place overhaul.

3.9 Monthly Report of Tech Rep Tasks and Costs. Provide a monthly report to the Contract Administrator and COTR of no more than four pages that identifies task order budget, costs, travel accomplished within the last month, travel planned for the next month, and hours charged for technical representative services (monthly total and cumulative). Travel receipts shall be provided with the report in accordance with the Contract regulations. The report shall also identify any issues that the contractor perceives as adversely impacting their ability to satisfy requirements. The monthly report shall be in a contractor developed format approved by the COTR.

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to develop and make available Welin-Lambie Dual Point Davit maintenance parts kits for shipment to designated Coast Guard cutters.

3.2.3 Preservation, Packaging and Marking (PP&M). Package each kit in accordance with ASTM D3951. Mark (stencil) the shipping/packaging container with the information provided in 4.1.

NOTE

Bar coding of kits or individual kit content packaging is not required.

3.2.4 Kits storage. The Contractor shall assemble, store, and maintain a stock of all kits at a Contractor-managed location.

3.3 Kit shipment. The Contractor shall ship the maintenance kits to the Coast Guard warehouse following Coast Guard request.

3.4 Usage reports. The Contractor shall provide a maintenance kit ordering and shipment report to the contracting officer and COTR bi-annually. At a minimum, the report shall indicate 1) the kits and quantities shipped, 2) the ship dates and destination(s), and 3) the quantities currently in stock at the Contractor’s facility.

3.2.1 Kit assembly. Individually assemble and package each overhaul kit, with kit contents packaged individually within the kit.

3.2.2 Preservation, Packaging and Marking (PP&M). Package each kit in accordance with ASTM D3951. Mark (stencil) the shipping/packaging container with the information provided in 4.1.

Bar coding of kits or individual kit content packaging is not required.

3.2.3 Kits storage. The Contractor shall assemble, store, and maintain an initial stock of all kits at a Contractor-managed location and make available for immediate shipment to the Coast Guard upon request.

3.3 Kit shipment. The Contractor shall ship the overhaul kits to a designated Coast Guard location within 72 hours of Coast Guard request for final delivery at destination within 14 calendar days.

3.4 Usage reports. The Contractor shall provide an overhaul kit ordering and shipment report to the COTR bi-annually. At a minimum, the report shall indicate 1) the kits/parts and quantities shipped, 2) the ship dates and destination(s), and 3) the quantities currently in stock at the Contractor’s facility.

3.2 Upgrade assessment and plan. The Contractor shall submit a CFR for the following:

3.2.1 Assessment. Using the drawings referenced in Section 2 and TP 3943, in conjunction with inspection herein, the Contractor shall establish the baseline configuration, make an assessment of the davit configuration, and determine all upgrades required.

3.2.2 Upgrade plan. The Contractor shall develop a plan for upgrading the davit and submit to the COTR for approval.

3.3 Upgrade particulars.

3.3.1 Hardware updates. The Contractor shall inspect and recommend upgrades as necessary for davit hardware to the Coast Guard-specific standard configuration. The following shall be considered at a minimum for upgrading:

· Fuse holders

· Metallic limit switches

· Low oil light (during luff and automatic mode)

· No oil level (screen indicator)

· Main motor pinion modification

3.3.2 Software updates. The Contractor shall inspect and recommend upgrades as necessary for davit hardware. The following shall be considered at a minimum for upgrading:

· Zelio software

· Zelio Logic Relay

· Fault indicators

· E-stop alarm

3.4 Upgrade. The Contractor shall make all approved upgrade recommendations described herein within 14 calendar days of Coast Guard approval.

3.5 Operational test – post repairs. After completion of work, the Contractor shall witness an operational test (by Coast Guard personnel) of the davit to prove satisfactory operating condition. Submit a trip report including all test results within 5 calendar days of completion.

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to provide twenty virtual davit training laptop computers to designated Coast Guard locations.

· Virtual training based on provided Coast Guard Maintenance Procedure Cards (MPCs).

· Troubleshooting Coast Guard commonly-encountered electrical problems (i.e., check HTTL card, tripped inverters – luff and winch).

· Electrical component identification and location.

3.2.3 Upgrades and replacements. The Contractor shall be responsible for correcting discrepancies via laptop upgrades during the performance period.

3.3 Delivery. The Contractor shall provide the Welin-Lambie davit virtual trainers via computer laptops to the Coast Guard as designated by the Coast Guard inspector within 180 days of award.

3. REQUIREMENTS

3.1 General. The Contractor shall accomplish all work herein in accordance with SFLC Std Spec 5000, TP 3943.

3.1.1 Services. The Contractor shall provide all services required to accomplish the work herein on the Welin-Lambie TW.PIV 5.0B Dual Point Davit system at Welin-Lambie in the United Kingdom.

3.1.2 Protective measures - hydraulic system. The Contractor shall maintain existing hydraulic system cleanliness as specified herein; take all necessary precautions to prevent the introduction of contaminants into the hydraulic system. Whenever disconnecting or removing components from the hydraulic system, completely seal all openings to the rest of the system, immediately, using either caps (for externally threaded connection points), bolt-on blanks, or taped-on discs/covers (durable plastic or sheet-metal no less than 1/16-inch thick)

NOTE

Plastic bags may be used only when arrangement or configuration prevents the use of the other sealing methods specified above.

3.1.3 Non-structural fasteners and grease fittings. The Contractor shall renew all non-structural fasteners and grease fittings with 300-series stainless steel. Non Structural fasteners include roll pins circlips, cotter pins and other fasteners.

3.1.3.1 Elastomer renewal: The contractor shall renew all o-rings, oil seals, gaskets, and seals.

3.1.3.2 Bearings and Bushings: Contractor shall renew all bearings and bushings.

3.1.4 Fasteners. The Contractor shall renew all fasteners with 300-series stainless steel fasteners

3.1.5 Receipt report. Within seven (7) days from receipt of the davit, the Contractor shall inspect and inventory the davit assembly and submit a receiving report on the following:

· General condition of the shipping container and davit assembly.

· Davit model and serial numbers.

· Missing or damaged parts/components with photographs of each.

3.1.6 Additional part renewal reports. The Contractor shall provide a report via CFR for all additional parts deemed necessary for renewal, other than those already specified herein, with supporting reasons for each renewal.

3.1.7 ABS/SOLAS Certification. All work that is conducted on the Welin-Lambie TW.PIV 5.0B Dual Point Davit system shall not invalidate the ABS/SOLAS certification status of the davit without successful renewal of such certification.

3.2 Inspections.

3.2.1 Clean and visually inspect. The Contractor shall clean and visually inspect the following and submit a CFR and cost proposalfor COTR and Contracting Officer approval within 60 calendar days of receipt of davit:

NOTE

Do not inspect any mandatory replacement parts.

· Davit assembly.

· Sheaves.

· Boat block assembly.

· Hydraulic reservoir(s).

· Exterior electrical cables, wiring, and conduit.

3.2.2 NDI. The Contractor shall perform NDI of the following in accordance with SFLC Std Spec 0740, Appendix C.

· All machinery foundation welds.

· Davit Frame.

· Winches.

· Forward davit arm.

· Aft davit arm.

3.3 Overhaul. Upon receipt of the Contracting Officer’s authorization to proceed, the Contractor shall overhaul and preserve (as applicable), the following components/assemblies and sub-components/assemblies:

3.3.1 Mechanical.

3.3.1.1 Structural and rigging gear, including:

· Cranston hook assemblies.

· Sheave assemblies.

· Sixteen top and bottom roller assemblies.

· Fwd davit arm hinge pin assembly.

· Aft davit arm hinge pin assembly.

3.3.1.2 Main winch, including:

· Main winch brake assembly.

· Turning handle safety device.

· Winch mounted, luffing hydraulic cylinder directional control valve (lever valve)

3.3.2 Hydraulic.

3.3.2.1 Hydraulic actuators, including:

· Fwd luffing hydraulic cylinder.

· Aft luffing hydraulic cylinder.

3.3.2.2 HPU, including:

· Fwd luffing hydraulic cylinder over-center valve.

· Aft luffing hydraulic cylinder over-center valve.

· Fwd main system relief valve.

· Aft main system relief valve.

· Fwd hydraulic pump assembly.

· Aft hydraulic pump assembly.

· Fwd high-pressure hydraulic filter assembly.

· Aft high-pressure hydraulic filter assembly.

· Two return hydraulic filter assemblies.

· Rotary flow divider assembly.

· Brake directional control valve assembly.

· Brake hydraulic cylinder rod end flow control valve.

· Brake hydraulic cylinder cap end flow control valve.

· Fwd luffing cylinder 2-position directional control valve assembly.

· Aft luffing cylinder 2-position directional control valve assembly.

· Fwd luffing cylinder 3-position directional control valve assembly.

· Aft luffing cylinder 3-position directional control valve assembly.

· Two fwd luffing cylinder shuttle valves.

· Two aft luffing cylinder shuttle valves.

· Hydraulic sump tank assembly.

· Hydraulic fluid heater and thermostat assembly.

3.3.2.3 Accumulators, including:

NOTE

The Contractor shall test and certify the accumulators/cylinders using ASME BPV Code Section III as guidance.

· Fwd hydraulic accumulator assembly.

· Aft hydraulic accumulator assembly.

· Safety block and pressure gauge assembly.

· Poppet valve assembly.

· Renew Accumulator safety fuse plug with safety burst disc.

3.3.3 Electrical.

· Fwd tension winch assembly (assembly, brake assembly, and gearbox

· Aft tension winch assembly (assembly, brake assembly, and gearbox)

3.3.3.1 Sensors and controls, including:

· Fwd luffing arm encoder assembly.

· Aft luffing arm encoder assembly.

· Control stand assembly.

3.3.3.2 Electric motor overhauls. The Contractor shall overhaul, inspect, varnish, and rewind (both motor and stator) the following motors in accordance with SFLC Std Specs 2351 and 3020, as applicable:

· Main winch electric motor.

· Forward hydraulic pump electric motor.

· Aft hydraulic pump electric motor.

· Forward falls tension electric motor

· Aft falls tension electric motor.

3.3.4 Other:

· Sump tank level indicator.

· Fwd pump pressure transducer.

· Aft pump pressure transducer.

· Fwd hydraulic cylinder rod-end pressure transducer.

· Fwd hydraulic cylinder cap-end pressure transducer.

· Aft hydraulic cylinder cap-end pressure transducer.

3.3.5 Renewals.

3.3.5.1 Furnish and renew all hydraulic hose assemblies in accordance with SFLC Std Spec 5000, Appendix C, Paragraph C2.2 (Hose assemblies).

NOTE

The Contractor shall test and certify new hydraulic hose assemblies.

3.3.5.2 If required, the Contractor shall renew steel blocks with aluminum blocks via CFR.

3.3.6 Updates and upgrades. Update and/or upgrade the following, as required:

3.3.6.1 Operating system and electrical updates/ upgrades.

· Auto-launch, control & diagnostics software.

· Inverter, PLC & Magellis screen.

· Firmware and hardware (memory, counter cards, batteries).

· Zelio software / hardware replacement if required

· Fuse holders.

3.3.6.2 Component upgrades.

· Limit switches.

· Others, as necessary.

3.3.7 Pressure gauge calibration. Ensure all pressure gauges are in accordance with BS EN 837-1 and be calibrated and certified. Affix calibration labels to the faces of all gauges noting the calibration facility name and date tested

3.3.8 Accumulator and HPU relief valves setting. Properly set the accumulator and HPU relief valves and tag each with the date of calibration and set pressure.

3.4 Surface preservation. The Contractor shall preserve the davit in accordance with SFLC Std Spec 5000.

3.5 Groom and lubricate. The Contractor shall groom and lubricate the Welin-Lambie davit system in accordance with SFLC Std Spec 5000.

3.6 Hydraulic fluid. The Contractor shall flush the davit hydraulic system in accordance with SFLC Std Spec 5000, Appendix C, Paragraph C2.1 (Fluids) and submit a CFR:

3.7 Test requirements - post repairs.

3.7.1 Test plan. The Contractor shall submit a test plan to the KO for approval, to include the tests prescribed herein, 45 days prior to proposed start date

3.7.2 Test notification. The Contractor shall give Coast Guard personnel 45 days notice prior to testing.

3.7.3 Factory tests. After completion of work, in the presence of a Coast Guard Quality Assurance Representative, the Contractor shall conduct the following factory operational tests of the davit system, on a level plane, to prove satisfactory operating condition in accordance with SFLC Std Spec 5000 and as specified herein. Submit a Final Report summarizing all test results to the Contracting Officer, Quality Assurance Representative, and the COTR within 14 days.

3.7.3.1 No load test. Conduct an operational test of the davit using no load over the entire range of motion

3.7.3.2 Brake Test Load (BTL). Conduct a static brake test using 150% of the Safe Working Load (SWL) of 11,000 lbs or (16,500 lbs) one drum revolution and hold the load for a minimum of 5 minutes. Allow sufficient time to inspect the brake for slippage or creep before a controlled-release of the load

3.7.3.3 Dynamic Test Load (DTL) tests. Conduct the following tests while the system is operated in the normal power mode and the hydraulically-stored energy mode (emergency operation). Conduct these tests with a 50-50 weight distribution and a 40% forward – 60% aft weight distribution for each operation mode

3.7.3.3.1 Luffing speed test at SWL. Record luffing speeds from the fully-retracted to the fully-extended positions and then from the fully-extended to fully-retracted positions at SWL (11,000 lbs

3.7.3.3.2 Luffing speed test at 125% SWL. Record luffing speeds from the fully-retracted to the fully-extended positions and then from the fully-extended to fully-retracted positions at 125% SWL (13,750 lbs

NOTE

Both luffing speed tests in normal operation mode shall meet a 30 to 33 second nominal luff-in and 41 to 43 second nominal luff-out time.

Both luffing speed tests in emergency operation adode shall meet a 24 to 28 second nominal luff-in and 24 to 28 second nominal luff-out time.

3.7.3.3.3 Dynamic test (at SWL) data recording. During the SWL dynamic test, record the following:

3.7.3.3.3.1 Main winch running speed test – gravity lower, measure and record the main winch speed

NOTE

The minimum speed shall be 69.9 RPM rope drum speed.

3.7.3.3.3.2 Main winch hoist test – demonstrate variable speed, measure and record fast and slow hoist under power.

NOTE

The minimum fast speed and low hoist speeds shall be 52 RPM and 17.5 RPM rope drum speed, respectively.

3.7.3.3.3.3 Main winch lower test – demonstrate variable speed, measure and record fast and slow lowering under power.
