QUESTION AND ANSWERS:
QUESTION 1: We have received Amendment 0003 and confirm that the operational sea state for the crane is 3. Section 3.2.3 requires that the crane be operational with a combined permanent list of 15 degrees and trim of 10 degrees.
In a seastate 3 waves are limited to about 5 feet maximum and generally we would expect to see 5 degrees list max in this situation. The attached chart from Lloyd's Register correlates SS 3 to 1.6 meter waves and 6 and 3 degrees respectively. Unless the cranes are to be life saving equipment and need to be operational when the ship is in distress, you could save a large amount of money by backing off of the 15/10 list/trim requirement.
Nothing in Amendment 0003 nor actual trends in the market have clarified our outlook as to how to figure the long term pricing.
ANSWER 1: SPECIFICATION P-573-0518 REVISED TO REFLECT THE UPDATED REQUIREMENT TO BE 5 DEGREES LIST AND 5 DEGREES TRIM. THERE ARE SEVERAL APPLICABLE SECTIONS WHERE THIS CHANGE WAS DOCUMENTED.
QUESTION 2: Under 3.3.1 & 3.4.1 Certification, it says that the cranes shall be certified to API Specification 2C.
Under API specification 2C cranes are monogrammed not certified. Is the requirement to mean that the cranes need to be monogrammed?
Which is fine because we comply with API 2C and are currently licensed for building API cranes and monogramming cranes to the Sixth edition. But, under the Specifications for Offshore Pedestal Mounted Cranes, API Specification 2C Sixth Edition, March 2004 I see five types of cranes listed as crane assembly types and none of them are articulating boom cranes. Also, API 2C goes on further to state "API 2C is not intended to be used for shipboard cranes or heavy lift cranes". It is our understanding that under API 2C an articulating crane can not be monogrammed due to the fact that articulating cranes are not part of the API design scope. Also, the articulated boom crane controls are not defined in API 2C for an articulating crane. And, in section 7.4.1.6 Sheave Guards - "all sheaves including running blocks shall be provided with guards or other suitable devices to prevent the rope from coming out of the sheave groove".
When an articulating crane boom folds under the rope needs to shift from one sheave to another due to the change in boom positioning such as storage. At the time when the rope transition from one sheave to the other the rope is not guarded and creates a nonconformance. From these understandings and reasons Company will not monogram articulating boom cranes. According to API Q1 if a nonconformance exists the API monogram can not be applied.
I am wondering if your intentions are to have the cranes built to API 2C specifications but not monogrammed?
ANSWER 2: SPECIFICATION P-573-0518 REVISED TO REFLECT THE UPDATED REQUIREMENT. WE ARE NO LONGER REQUIRING CERTIFICATION TO API 2C, BUT INSTEAD ARE REQUIRING A CERTIFICATE OF COMPLIANCE FOR DESIGN, CONSTRUCTION AND FACTORY TESTING BE PROVIDED TO ABS. THERE ARE SEVERAL APPLICABLE SECTIONS WHERE THIS CHANGE WAS DOCUMENTED.
