QUESTIONS SUBMITTED UNDER SOLICITATION HSCG23-09-R-MRP175
1. Please advise as to whether there is an incumbent contractor for this requirement? If so, could you please provide the contractor name and the contract number that was awarded?
A. The incumbent is Sage Systems Technologies, LLC and the Contract Number is HSCG23-04-D-MRM001.
2. The evaluation factor for Factor 1 – Technical Approach states in part:
“. . . ., the technical approach proposed by the Offer or to accomplish each phase of the PWS tasks must be explicitly explained and presented in the proposal so as to provide the USCG with a complete description of how the effort will be performed. . . .” (emphasis added)
The evaluation factor for Factor 2 – Management Approach states:
“The management approach shall clearly describe a complete understanding by task of the required actions, anticipated workload, labor needs by type, experience. . . .” (emphasis added)
We are unclear what the terms “Task” and “PWS Task” refer to in these paragraphs because the PWS does not describe tasks, only requirements. We can and will address our approach to the requirements, but cannot do so for the “tasks” without knowing what the “tasks” are.
We respectfully request clarification on this issue.
A. In both instances, tasks refer to PWS requirements.
3. Can you provide a Government Cost Estimate for the services being requested?
A. The IGCE is a Government estimate. The maximum value provided under Amendment 3 provides sufficient information.
4. Will you consider responses from a Service Disabled Veteran Owned Small Business for this solicitation?
A. No, this solicitation a 100% 8A Competitive Set-Aside.
5. My company is interested in the subject requirement and would appreciate it if you would consider extending the proposal due date to allow us adequate proposal preparation time.
A. The closing date of 4 September 2009 remains unchanged.
6. What is the format for proposal documents regarding page limits, font size, spacing, etc.
A. All the information to submit your proposal is provided in the combined synopsis/solicitation. The standard format is 12 font size with single spacing. No set page limits.
7. Are resumes of key personnel required? Who are the key personnel?
A. If the solicitation did not specify resumes of key personnel, it is not required.
8. With regard to RAPIDGate, what is the average annual fee (initial and renewal) per employee associated with this service?
A. The phone number to participate in RAPIDGate Program was provided in the Performance Work Statement (PWS). It is the responsibility of the interested 8A companies to research this information prior to submittal of proposals.
9. Regarding the following, is it the government’s expectation that these additional hours will be provided on an overtime basis?
1.7 HOURS OF OPERATION. However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this Task Order.
A. Task orders will specify the requirements to include any overtime hours necessary to complete requirements. The Government does not anticipate overtime since the expectation is that most task orders will be firm fixed price.
