EVALUATION CRITERIA

The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation is the best value to the Government

- price and other factors considered. Proposals will be evaluated using a trade-off process in accordance with FAR 15.101-1. The basis for award of this single-award IDIQ contract will be best value based on government review of the offeror’s technical approach, management capability, organizational capability, past performance, and price.

As such, award may be made to other than the lowest priced offeror or other than the offeror rated highest technically. The Government intends to award without discussions.

The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. Proposals will be evaluated on their merits in accordance with the evaluation factors described below.

EVALUATION FACTORS FOR AWARD

FACTOR 1: TECHNICAL APPROACH

Evaluation of technical approach will be based on the offeror’s proposed methodology and demonstrated capability for meeting and understanding the technical requirements set forth in the PWS. It will also assess how effectively the technical approach achieves the USCG objectives for contractor evaluation of credential applicants for professional qualifications; evaluation of credential applicants for security, safety, and suitability; and operation of a Mariner Information Call Center at the NMC. Evaluation of technical approach will include an assessment of four (4) subfactors on how well the contractor’s proposal demonstrated its ability to:

a) Understand and comply with applicable USCG regulations, legislation, international treaties, conventions, and policies to include the Code of Federal Regulations that are prerequisites to performing and issuing mariners requested credentials.

b) Be responsive to inquiries, and interact with applicants for resolution of issues by troubleshooting application packages.

c) Provide security, safety, and suitability evaluation support activities -safety/security screenings, safety/security information analyses, support for appeals of NMC vetting decisions, and administrative support to the NMC during evaluation/processing of credential applications.

d) Operate a Mariner Information Call Center: answering queries accurately, timely, professionally, and courteously; providing answers to frequently asked questions regarding licensing; and classifying and tracking data regarding call center usage and volume.

FACTOR 2: MANAGEMENT CAPABILITY

Evaluation of management capability will be based on the offeror’s proposed approach and demonstrated capability for providing quality services throughout the life of the contract. It will also assess how effectively the management plan achieves the USCG objectives for contractor evaluation of credential applicants for professional qualifications; evaluation of credential applicants for security, safety, and suitability; and operation of a Mariner Information Call Center at the NMC. Evaluation of management capability will include an assessment of four

(4) subfactors on how well the contractor’s proposal demonstrated its ability to:

a) Provide a management concept that promotes a high probability of success for all major functions of the PWS – through proper project management and open lines of communication (authority, supervision, coordination, and government access to top management of the Contractor).

b) Establish necessary work processes, and make accurate assumptions about support and quality management plan requirements.

c) Use innovation to streamline business practices and processes through the application of continuous improvement techniques such as cost reduction approaches and performance based subcontracting.

d) Work with the USCG, other federal agencies, international organizations, and/or private sector entities providing same or similar support.

FACTOR 3: ORGANIZATIONAL CAPABILITY

Evaluation of organizational capability will be based on the offeror’s proposed approach and demonstrated capability for hiring and retaining qualified personnel.

It will also assess how effectively the organizational capability achieves the USCG objectives for contractor evaluation of credential applicants for professional qualifications; evaluation of credential applicants for security, safety, and suitability; and operation of a Mariner Information Call Center at the NMC.

Evaluation of organizational capability will include an assessment of four (4) subfactors on how well the contractor’s proposal demonstrated its ability to:

a) Meet an increasing workload during the initial phase and establish efficient teams as the project matures and workload stabilizes.

b) Hire qualified personnel with the requisite expertise to perform all PWS requirements with no lapse in merchant mariner credentialing support.

c) Retain qualified personnel with written/signed proposed commitments.

d) Offer competitive employee compensation packages.

FACTOR 4: PAST PERFORMANCE

Evaluation of past performance will be based on relevant information presented in each Offeror’s proposal (including past performance questionnaire(s)) and information obtained by contacting the Offeror’s supplied references. The Offeror shall provide at least three (3) references to include specific points of contact and e-mail addresses for those contacts. In addition, the Contracting Officer has the discretion to retrieve information via the Offeror’s supplied references and federal sources to include the Past Performance Information Retrieval System and the Excluded Parties List System. Past performance information shall pertain to performance on work that is the same or similar in nature, size, and complexity to the PWS requirements of this solicitation. In determining whether past performance information is relevant or not relevant, consideration will be given to contracts of similar project complexity, scope, and type. If past performance information is either not relevant or not available, then the offeror will be rated neutral (neither favorably nor unfavorably).

FACTOR 5: PRICE

Price Analysis: Each Offeror’s proposed prices will be evaluated using one or more of the techniques defined in FAR 15.404, in order to determine if prices proposed are fair and reasonable. See also page 44 of the Request for Proposals.

Relative Order of Importance: The evaluation factors are listed in descending order of importance; subfactors are equally important within each factor. Factor 1 (Technical Approach), Factor 2 (Management Capability), Factor 3 (Organizational Capability) and Factor 4 (Past Performance) when combined are significantly more important than Factor 5 (Price).
