Attachment 11-Sample Design Request for Proposal

Sample Design Request for Proposal

Offerors are notified that the information provided in the following Sample Design Scenario 1 provides more information than would be provided in any task order (TO) request issued after award for a site visit. This Sample Design Scenario 1 provides additional information that would normally be gathered by the Contractor as part of CLIN XX01-Site Visit. As part of the evaluation for award, Offerors shall provide a Firm-Fixed Price (FFP) for Installation. All proposed travel costs included in the FFP for Installation shall be in accordance with (IAW) the

Joint Federal Travel Regulations.

Sample Design Scenario 1

Sample Design Scenario 1 is a 10 story building located in (Region 1-Buffalo, NY, Region 2-

Denver, CO, Region 3-Phoenix, AZ, Region 4-Orlando, FL, Region 5-Washington, D.C.).

ICE will occupy the entire building. Each floor is approximately 300 ft. by 150 ft. and will have

200 work stations and printers. All floors have two Remote Wiring Closets (RWC) with 100 drops each.

The Main Computer Room (MDF) is located on the 3 rd floor. All RWC’s will be connected to the MDF with a 12-strand multimode optical fiber cable. The two RWC’s on each floor will be connected to each other with a 12-strand multimode optical fiber cable. A 150 pair copper tie cable will be run from the MDF to each RWC. The RWC’s are stacked vertically throughout the building. The wiring closets are 150 feet apart. The 3 rd floor wiring closets are 50 feet and 150 feet from the MDF.

A SCIF will be included on the 8 th floor. The SCIP will have 58 A-LAN, 58 C-LAN and 58

HSDN drops to accommodate workstations and printers within the area.

Each Remote Wiring Closet (20 Total)

1. Provide and install 100 drops locations with 3 Cat 6 cables identified as “A”, “B” and

“C”. All copper terminations shall be T568B. The average cable length is 175 feet.

2. Provide and install three open equipment racks in each RWC. Rack “A” will contain a fiber distribution panel, three 48-port Cat 6 patch panels for the “A” horizontal cables and the Ethernet switching equipment. Rack “B” will contain three 48-port Cat 6 patch panels for the “B” horizontal cables. Rack “C” will contain three 48-port Cat 6 patch panels for the “C” horizontal cables and three 48-port patch panels for the voice ties.

Each rack shall have all applicable vertical and horizontal wire management. Ladder rack shall be installed from the top of each rack to the rear wall to provide stability and a cable pathway to the racks. The racks shall be securely fastened to the floor and grounded to a certified building ground.

3. Provide and install a 12-strand armored multi-mode optical fiber cable from each RWC to the 3 rd floor MDF. All fiber strands shall be terminated using SC connectors.

4. Provide and install a 12-strand armored multi-mode optical fiber cable connecting RWC-

A and RWC-B on each floor. All fiber strands shall be terminated using SC connectors.

The estimated distance is 150 ft.

5. Provide and install a 150 pair voice tie cable termination on the wall mounted 110 blocks in the MDF to the “C” rack. The tie cable will terminate one pair per port on the three

48-port voice tie patch panels on the rack.

Floor SCIF

The SCIF has its own Computer Room located within the secure space. The SCIF MDF is located 50 feet from RWC-8B. All HSDN and C-LAN cabling will be run to the SCIF MDF.

All A-LAN cabling will be run to RWC-8B outside the SCIF. A-LAN, HSDN and C-LAN cabling will each terminate in separate faceplates.

1. Provide and install 58 drop locations each configured with 3 Cat 6 cables identified as

“A”, “B” and “C”. These drops will be run to RWC-8B and terminated on the patch panels located on the cabling rack. All copper terminations shall be T568B. The average cable length is 200 feet.

2. Provide and install 58 HSDN drops locations each configured with 2 strands of multimode optical fiber. The HSDN fibers shall be terminated using LC connectors on each end. The average cable length is 125 feet.

3. Provide and install 58 C-LAN drops locations each configured with 2 strands of multimode optical fiber. The C-LAN fibers shall be terminated using SC connectors on each end. The average cable length is 125 feet.

4. Provide and install a single open rack in the SCIP MDF. The rack shall contain two fiber distribution panels, one for HSDN and one for C-LAN and applicable vertical and horizontal wire management. Ladder rack will be installed from the top of the rack to the rear wall to provide stability and a cable pathway to the racks. The rack shall be securely fastened to the floor and grounded to a certified building ground.

5. Provide and install a 12-strand armored single mode optical fiber cable from the SCIF

MDF to the Main MDF. The estimated distance is 350 ft.

6. Provide and install 4 voice only cables from the RWC-8B to a single wall mounted faceplate near the rack in the SCIF MDF.

7. Provide 60 multimode, duplex fiber patch cords, SC to SC, 3 meters in length.

8. Provide 60 multimode, duplex fiber patch cords, LC to SC, 3 meters in length.

9. Provide 60 multimode, duplex fiber patch cords, SC to MTRJ, 5 meters in length.

10. Provide 60 multimode, duplex fiber patch cords, LC to MTRJ, 5 meters in length.

MDF

1. Provide and install two enclosed cabinets in the 3 rd floor MDF. One cabinet will have fiber distribution cabinets for the A Closets, Core Ethernet switching equipment and routers. The other cabinet will have fiber distribution cabinets for the B Closets, Core

Ethernet switching equipment and routers.

2. Provide 25 multimode, duplex fiber patch cords, LC to SC, 3 meters in length.

3. Provide 70 multimode, duplex fiber patch cords, SC to SC, 3 meters in length.

General

4. Provide and install a 200 pair copper voice tie cable from the building entrance facility to the MDF. The approximate distance is 700 ft. Both ends will terminate on wall mounted

110 blocks.

5. Provide 1,200 10 ft Cat 6 patch cables for connecting data devices to drops.

6. Provide 2,500 Cat 6 patch cables for patching “A”, “B” and “C” ports on the rack. All

“A” ports and “C” ports shall be patch on the racks. Sufficient patch cords shall be provided to patch “B” ports as required. Patch cords should be of varied lengths to maintain a neat appearance on the rack.

7. Others will provide cords for connecting telephone instruments to the wall jacks.

Additional Information/Clarifications for the Sample Design Request for Proposal

1. Are the 58 cable sets in the 8th fl SCIF the cables for the A-LAN or are the A-LAN cables additional?

The SCIF will have 58 A-LAN, 58 C-LAN and 58 HSDN drops to accommodate workstations and printers within the area.

2. Should the rack in the 8th fl SCIF contain 3 fiber distribution panels, one for HSDN, one for

C-LAN and one for the fiber optic tie to 3MDF?

Yes.

3. Should the fiber optic tie cable from the 8th fl SCIF to the 3MDF be multimode?

4. For the sample task, are we to assume that the cable pathways are already in place or do we need to consider the establishment of pathways in the sample task solution?

Pathways are already in place.

5. Are the walls in the sample task building penetrable (i.e. sheet rock) or hard surface?

Penetrable.

6. There is no mention of Wiremold anywhere in the package. Are we to assume that all Cat 6 station cables can placed in existing pathways (via walls or existing power poles)?

7. When leaving the MDF or closets are there sleeves/conduits or will they have to be placed?

8. In Attachment 11-Sample Design Scenario 1, are we to assume that the 8th floor has three

RWCs (RWC-8A, RWC-8B and RWC in SCIF)? Also should there be the additional standard

200 drops on that floor on top of the drops specified?

Yes, there should be an RWC in the SCIF. Yes, continue to plan for the 200 drops.

9. Is the building in the Sample Project a newly constructed facility?

10. Was the building in the Sample Project previously occupied?

No.

11. Is the building in the Sample Project currently occupied?

No.

12. Would the government consider providing sample floor drawings for each unique floor for the purpose of accurately listing and pricing the quantities of materials to be included in the

Sample Design Scenario Price Proposal?

No. a floor drawing should not be necessary with the information provided.

13. In the event that Sample Design floor drawings for each unique floor will not be provided, must the offeror assume that each floor is a single large open space, less rooms indicated in the

Sample Design requirements, and entirely exclusive of individual hallways, storage, and office spaces?
