1(Q). Will interim Secret facility clearance be provided?
(A): No. Under Section 18.2 of the SOW, Access to Classified Information (Contractor), paragraph E. is DELETED from subject solicitation in its entirety.
2(Q). Our company has an established Mentor Protege (MP) Relationship through the SBA with a large firm. We are planning to bid on this project based on this relationship with our Mentor firm being a subcontractor to us and of course doing some of the productive work on the contract. Given the Mentor Protege relationship, can we use the Mentor's past performance as well as the Mentor's facility clearance, as part of our (the Protege's) bid? In other words, can the Mentor's past performance and clearance be attributed to the prime (Protege).
(A): In accordance with the requirements and evaluation criteria of subject solicitation and amendments, the contractor (prime or subcontractor) who will be performing production hours at the locations that require Secret clearance shall have a Secret facility clearance at time of proposal submission. Since the Department of Homeland Security WILL NOT issue interim Secret facility clearances, the FPS Contracting Office (upon receipt of proposals) will confirm each offeror’s Secret clearance status through the Industrial Security Database. A proposal from an offeror who does not possess a Secret facility security clearance at time of proposal submission will be considered non-responsive.
In addition, Amendment 000002 states that: The government may not attribute to the offeror, as an organization, the relevant corporate experience and the relevant past performance of its proposed subcontractors (i.e. managers, key personnel, or other partners.) These evaluation factors shall be demonstrated at the prime contractor level. However, the government will evaluate the subcontractor’s relevant corporate experience and relevant past performance separately and consider its findings about them when determining best value. It will determine whether the proposed subcontractor’s relevant corporate experience and relevant past performance offsets the risk of doing business with an offeror that has no or limited relevant corporate experience and relevant past performance of its own.
The government will consider the relevant corporate experience and relevant past performance of subcontractors to be less applicable than the relevant corporate experience and relevant past performance of the offeror (prime contractor.)
3(Q). On pg. 33 of 92 of the original solicitation document, there is a reference to “weapons transition training.” In “Exhibit 2E Contractor Furnished Firearms and Ammunitions” 9MM pistols are recommended. Which weapons are currently used by the incumbent guards? Are they using 9 MM weapons? If they are using 9 MM weapons and we intend to recruit incumbent guards, is it correct to assume that the guards would not need “weapons transition training”? Please clarify.
(A): Answer #3 under Amendment 000001 is incorrect. All incumbent contract guards will need weapons transition training. The contractor guards at the GSA HQ location are currently carrying a .38 caliber weapons and the contractor guards at DEA are currently
HSCEEC-08-R-00018
Security Guard Services carrying a .40 caliber weapons. ALL contract guards under the resulting contract will be required to use 9MM weapons.
4(Q). The modified Post Exhibit posted on Oct 2, 2008 lists the Start Date of 2/1/13 and End Date of 1/31/14. Is it correct to assume that the awarded contract will commence in February of 2013. Please clarify.
(A): The spreadsheet with the post exhibits has different tabs. The tab where the start date is 2/1/13 and end date is 1/31/14 is for Option IV. The base term shall begin 2/1/09.
5(Q). Are we required to include the pricing tables on pg 74-76 of 92 of the original solicitation document in the price proposal? If the answer is yes, those tables do not match the number of hours on the modified Post Exhibit posted on Oct. 2nd, 2008. Would those tables be modified to match the number of hours on modified Post Exhibit? Please advise.
(A): The hours contained in the pricing tables on pages 74-76 of the solicitation AND the SF1449 are correct; with the exception of the CLINS below:
CLIN 1002; 3856 hours ILO 3842 CLIN 3010; 2196 hours ILO 2190
Offerors are required to submit a proposal in accordance with the requirements of the solicitation and correct CLINs 1002 and 3010.
6. The date and time to submit the proposal is changed to OCTOBER 17, 2008 AT 2:00pm
EST.
7. All other terms and conditions remain unchanged.
