HSCEEC-08-R-00018 – 000001
Security Guard Services
Questions and answers:
1. The SF 1449 for the subject indicates, in its general description, that the Guard services will be performed at one location in Washington DC, one location in Springfield VA, and one location Sterling, VA. Their addresses are provided. However, CLINs 0005, 0006, 0007, 0008, 1005, 1006, 1007, 1008, 1009, 2005, 2006, 2007, 2008, 2010, 3005, 3006, 3007, 3008, 4005, 4006, 4007, 4008, 4010 show a location at Jefferson Davis HW in Arlington. Also, please confirm that the location described in the CLINS as 18th and F Sts. NW. is the same as 1800 F St. NW
ANSWER: The building address on the CLINS is incorrect. The DEA warehouse at 2401 Jefferson Davis Hwy was relocated to 8701 Morrissette Drive Springfield, VA. This amendment corrects the address for VA0414 (8701 Morrissette Drive Springfield, VA.) In addition, 18th and F Street NW is the same as 1800 F Street NW.
2. Our intent is to retain most if not all of the incumbents on this contract provided that is acceptable to the CO and COTR. You indicate that resumes are required to be submitted for proposed Key Personnel (CM and Supervisors). If we plan to retain the incumbent CM and Supervisors, will we still need to submit resumes for those positions?
ANSWER: In accordance with the SOW, this information is a requirement to be completed after award.
3. The Statement of Work requires all security officers transitioning to a new weapon system must have 32 hours of Firearms training on the new weapon system. Will you please clarify what weapons are being used by the incumbent guard force?
ANSWER: The guards under the current contract are using .9mm.
4. I have been informed that the use of 9MM weapons is prohibited in certain areas of Washington, DC. Can you please verify that 9MM weapons will be required for all of your facilities?
ANSWER: Guards assigned to Washington DC sites can carry .9mm while on Federal Property but, they may not leave Federal Property with the weapon. Currently, all new FPS contracts are required to carry .9mm weapons. In some cases were the guards may have to leave Federal Property with a weapon; the guards are permitted to switch to .38 revolvers for that purpose.
5. The Statement of work indicates that the government allows a maximum of ninety days from the date of award to the start of performance. What is the turnaround time for the government adjudication process to obtain the required DHS and secret clearances? In the event, the adjudication process exceeds ninety days, can waivers be obtained for qualified candidates in order to meet the requirement for a ninety day start-up?
ANSWER: A preliminary suitability is usually completed in 3-5 duty days from acceptance of the CG Suitability Package. The Clearance required makes this a “Classified Contract”;
therefore, the Contractor Company is required to submit their employees/applicants thru DISCO for a clearance and provide us with verification in the form of a Visit Authorization Letter (VAL) IAW DOD 5220.22, Chapter 6. When this is completed without unresolved issues, a Pre-Favorable Suitability Determination is issued. A waiver, in case the process exceeds the 90 day turnaround, is uncertain at this time.
Other changes:
1. In addition, Section 18.2 – Access to Classified Information (contractor), paragraphs B and F are hereby modified to include the word TOP SECRET as follows:
B. See Exhibit 6C, Security Clearance Requirements, for a determination of which, if any, Contractor facilities and Contractor personnel, including Contract Manager or Supervisor, assigned to this Contract are required to possess up to a TOP SECRET security clearance.
F. If access to classified information is required as identified in Exhibit 6C, the Contractor must possess a TOP SECRET facility clearance consistent with the DHS MD 11035, Industrial Security Program prior to Contract award. If an uncleared firm is selected, DHS will sponsor the firm for the facility clearance. If the facility clearance is not issued within 180 days, DHS may terminate the Contract for the convenience of the Government.
2. The Note under Addendum to FAR 52.212-1 shall (page 69) shall read as follows:
This requirement will be conducted under a Small Business set aside utilizing FAR 12 procedures.
3. Section 11.1.D is modified to read as follows (in bold):
D. The Contractor shall also bear all costs and responsibilities related to their employees’ attendance at any contract mandated training class, test or examination, including all expenses for transportation, lodging, and meals (as may be necessary). Currently certified FPS contract guards that are required to go to any training, testing or examination to maintain their FPS certification status, including weapons transition training, shall be paid in accordance with the applicable Service Contract Act (SCA) Department of Labor prevailing wage determination or collective bargaining agreement.
For pay purposes, the vendor shall treat time spent by certified contract guards in training and testing as the equivalent of time spent standing post. By contrast, pre-certification training provided by the contractor shall be governed by the payment requirements of the Fair Labor Standards Act (FLSA). Costs related to any training, test or examination required by the contract must be factored into the offering price, as they will not be itemized or paid separately by the Government after award
4. Section 12.3, A.3 is hereby modified as follows (in bold):
3. Ability to remain on post up to four consecutive hours without eating, or relieving bladder/bowels. Drinking of a non-alcoholic liquid is permitted but it must be in a “non-branded” container.
5. Exhibit #6 is hereby modified to correct the “italic” statement as follows (in bold):
This certification shall be completed and submitted to the LCOTR with the Contract employee’s suitability documentation (FD-258 Fingerprint Cards) prior to the employee’s initial performance under the contract and every five (5) years thereafter, concurrent with the employee’s suitability adjudication renewal application. A copy of this certification shall also be placed in the Contract employee’s personnel file and shall be updated to reflect certification renewals as they occur.
All other terms and conditions remain unchanged.
