Security Guard Services
1. We are planning on responding to this bid with a Teaming Arrangement. To that end, will the past performance on both teams (one small company, one large company), be considered?
ANSWER: Teaming arrangements will be evaluated the same way as a subcontractor arrangement. Addendum 52.212-1 – Instructions to Offerors, III. Proposal Content (page 72), is modified as follows (in bold):
*Subcontractors/Teaming Arrangements: The government may not attribute to the offeror, as an organization, the relevant corporate experience and the relevant past performance of its proposed subcontractors (i.e. managers, key personnel, or other partners.) These evaluation factors shall be demonstrated at the prime contractor level. However, the government will evaluate the subcontractor’s relevant corporate experience and relevant past performance separately and consider its findings about them when determining best value. It will determine whether the proposed subcontractor’s relevant corporate experience and relevant past performance offsets the risk of doing business with an offeror that has no or limited experience and past performance of its own.
The government will consider the relevant corporate experience and relevant past performance of subcontractors to be less applicable than the relevant corporate experience and relevant past performance of the offeror (prime contractor.)
2. Will you provide a seniority list with hire dates?
ANSWER: Attached is a list with this information.
3. A list of the dates of incumbent employees training expiration dates is needed to properly price this. Will you provide this?
ANSWER: Attached is a list with this information.
4. The solicitation requires that the Company has a facility clearance of "Secret", does that mean we have to have a facility clearance in order to compete on this effort or will the agency sponsor us?
ANSWER: Yes; a Secret Clearance is required at time of proposal submission. In addition, Section 18.2 Access to Classified information (Contractor), paragraph D., is modified to read as follows (in bold):
The Contractor and all applicable personnel shall be cleared pursuant to the Defense Industrial Security Regulations, or other applicable regulations. The Contractor shall hold SECRET facility clearance at time of proposal submission in order to be considered for contract award.
5. We would like to request you to please review the “Audited Financial Statements” requirement (pg 69 of 92), because as a qualified small business, we do not currently have audited financial statements, and the process of obtaining these takes several months. Please advise us if unaudited financial statements will meet the criteria.
ANSWER: Audited Financial Statements are required IF available. Therefore, Addendum to FAR 52.212-1 – Instructions to Offerors, Commercial items (page 69) is modified to read as follows (in bold):
I. GENERAL
In addition to FAR 52.212-1, “Instructions to Offerors – Commercial Items,” the following information is provided. Offerors shall submit their proposals in two separate volumes as follows:
Volume I Technical Proposal 1 Original and 2 Copies Volume II Price/Cost Proposal 1 Original and 2 Copies
In addition, offers consist of and shall include the following items as part of Volume II:
Solicitation cover sheet with appropriate blocks completed by the offeror Solicitation pricing pages completed by the offeror Audited Financial Statements (if available)
6. According to “Submission of Proposals” on page 69 of 92, the offeror is instructed to submit 1 Copy of Technical Volume and 1 Copy of Price Volume. Is it 1 original and 1 copy for each volume? Please clarify.
ANSWER: Offerors are required to submit one original and 2 copies of each volume (see updated language under Q&A #6 of this amendment).
7. On pg. 1 of SF 1449, item number 28 states, “Contractor is required to sign this document and return 3 copies to issuing office.” Please clarify the number of copies that the Offeror is required to submit.
ANSWER: Offerors must submit 3 copies (one original and 2 copies) of each amendment with their proposal. Offerors can also follow the other two available guidelines/options as stated in block 11 of the SF30.
8. Would you please clarify the type of acquisition? The SF 1449 indicates the acquisition is set aside for small business. However, page 15 of 92 of the solicitation says, “This is an indefinite quantity, indefinite delivery type contract issued on a full and open basis.” Also, page 59 of 92 indicates that 52.219-8, Utilization of Small Business Concerns (May 2004) and 52.219-9, Small Business Subcontracting Plan (Apr 2008) are applicable to the acquisition. Finally, page 69 of 92 says, “This requirement will be conducted under a Service Disabled Veteran Owned small business set-aside.”
ANSWER: Amendment 000001 clarifies that the solicitation is a Small Business Set Aside and corrects page 69. Page 15 shall read (changes in bold): This is an indefinite quantity, indefinite delivery type contract issued as a Small Business Set Aside utilizing FAR Part 12 procedures. In accordance with FAR 19.708, only clause 52.219-9, Small Business Subcontracting Plan, is hereby removed from the solicitation.
9. Page 25 of 92 says that Off-going guards shall provide a brief to on-coming guards of the events and occurrences that have recently happened, are continuing, or are anticipated for the post. Does [this] indicate a requirement for mount time? If so, how much mount time is required?
ANSWER: The solicitation’s requirement is for productive hours, which do not include guardmount.
10. Is the Contract Manager (CM) a full-time, on-site position?
ANSWER: Yes.
11. On Exhibit 1, the post orders, why is relief not required for GSA Central Office Building, Post #14 and DEA IT Center, Post #2 and Post #3?
ANSWER: Post exhibits have been updated to reflect the relief hours (in red) and they are attached to the amendment.
12. On Exhibit 1, the post orders, why is relief required for Supervision, SSH, in the GSA Central
Office Building and for the two Posts #S (Shift Supervisor, Monday - Friday and Supervisor, Entire Building) in the DEA IT Center? Who can relieve the supervisors?
ANSWER: Post exhibits have been updated to reflect the relief hours (in red) and they are attached to the amendment.
13. Is there a current CBA for the DEA location the economics has expired 10/1/07; why is the rates for the GSA Headquarters differing from the DEA location? Since, the start date for this contract is 2/1/09 is there a current economics for the GSA Headquarters? Is there a seniority listing for these locations?
Answer: The contracting activity has not received an updated CBA for either location. Each location has their own agreement and offerors shall use the CBA issued with the RFP to generate their rates. A seniority list is attached to this amendment.
14. The GSA Building CBA expires 12/31/09. The DEA Buildings CBA expired today 9/30/08.
Will new CBA’s or WD’s be issued for this solicitation?
ANSWER: The contracting activity has not received an updated CBA for either location.
Offerors shall use the CBA issued with the RFP to generate their rates.
In addition, the Past Performance questionnaire on page 89 is REPLACED with the attached document, which shows the rating scale. Customers can fill this form and return through email to denise.morales@dhs.gov Also, attached to this amendment is the Corporate Experience form in word format.
All other terms and conditions remain unchanged.
