QASP Attachment A - Sample PRS, Migrant Rights, Rules, Discipline, and Privileges
Question: The PERFORMANCE STANDARD column for this Functional Area references “C.5.1 Facility Security and Control – All Migrants (Protected & Non- Protected)” but the “Migrant Rights, Rules, Discipline, and Privileges” standard is not specifically identified in the referenced RFP section 5.1 or elsewhere in the RFP (other than the QASP). Please identify the sections comprising this standard or amend the RFP to include the specific requirements/standards.
Also, please note that by including the “C.5.1 Facility Security and Control – All Migrants (Protected & Non-Protected)” standard in this functional area, ICE creates a duplication of the standard within the Facility Security and Control Functional Area. This duplication unnecessarily increases workload and could result in erroneous double deductions due to deficiencies. We request the Government correct this duplication by either removing it from the Facility Security and Control functional area or by eliminating Migrant Rights, Rules, Discipline, and Privileges as a separate functional area.
ICE Response
(For ICE use only) The purpose of the Performance Standard column in the QASP is to tie back to the “objectives” in the SOO. There is no specific “standards” for Migrant Rights, Rules, Discipline, and Privileges”.
