GOVERNMENT’S 2ND RESPONSE TO QUESTIONS
FOLLOWING THE SCHEDULED SITE VISIT DATED SEPTEMBER 20, 2016
Site Visit Vendor Questions Government Responses
Can the government supply the full set of construction drawings and as built documentation for the GFE compound, of particular importance is the geotech analysis used to design the foundations, the foundation designs for tower and shelter pads including rebar details, electrical run and fiber run leaving compound back to substation, location of all underground conduit runs within the compound?
The construction drawings provided are all that are available.
During the site survey we observed that the government had installed 2 phases of a 3 phase utility electric service to the H-frame inside the fenced compound. There was no documentation or site inspection provided of where that electric service came from. If the contractors proposed equipment requires all 3 phases of utility electric service, would the government consider installing the third phase to the compound? If not can the government provide sufficient information on the length and method (overhead/underground) of the existing utility electric service run and termination point outside the compound so that the contractor can extend the full 3 phase electric service to the H-frame inside the compound?
The overhead electric service brought to the Radar Site is a single phase line from American Electric Power. The government will not make any additional modifications to the site. The small map included is a segment from the site plan that was provided to the government during the site visit in September. It is included because it provides data and power line paths and may aid in making estimates.
During the site survey we observed that the government had installed a fiber drop to the H-frame within the fenced compound. Can the government provide more information on that fiber run (length of run, location of termination, type of termination, type of fiber, etc..)? Can the government clarify the contractors responsibility with respect to connecting contractor furnished electronic equipment to governments fiber run? For example who is responsible for tasks such as: termination and testing of fiber, IP addressing, network design, configuration, integration and testing with government systems etc.…
The fiber run from the substation to the Radar Site is 28,821 ft. It is terminated at the substation at the AT&T box location. The contractor's responsibility is to establish data connectivity to the junction box within the in-fill radar compound and configure its system for data output. IP network addressing will be provided at the kick off meeting.

GOVERNMENT’S 2ND RESPONSE TO QUESTIONS
FOLLOWING THE SCHEDULED SITE VISIT DATED SEPTEMBER 20, 2016
During the site survey we observed that the government had installed 2 foundations within the compound- 1 for tower and 1 for shelter. Since the contractor is going to have to drill into these foundations to anchor the tower and shelter, can the government provide detailed as built drawings showing the location of rebar within those foundations so we do not drill into or through said rebar damaging the structural integrity of those foundations?
The rebar locations are on the Foundation Drawings for the Radar Site
Please provide a drawing showing structural design of the tower pad. (example: drawing showing the location of any vertical rebar)
The rebar locations are on the Foundation Drawings for the Radar Site
What standard was the site grounding designed to meet?
Grounding standards were based off of the NEC 2014 standards.
Will the contractor have the ability to remotely monitor the radar via the fiber connection to assist in logistics and achieving system availability requirements?
The contractor will have the ability to remotely monitor its system in support of its lifecycle support plan and for the term of the contract.
10 Please provide geotechnical data for the site. Refer to the answer in Question 1.
