Radar and Tower RFP #HSBP1016R0037 First Set of Government Response(s) to Offeror Questions.

Industry Question
Government Response
1
Offerors formally request that the government extend the proposal due date to respond to this solicitation.
This request is granted. The government hereby extends its proposal due date by two weeks. The new RFP#HSBP1016R0037 due date is Monday, October 17, 2016. The time has not changed.
2
Should the radar export radar tracks (post processing) or radar detections (raw radar data)?
CBP prefers raw radar data; however, we can accept track data. The required data output format is Asterix Category 48 Eurocontrol, which is compatible with both raw and track data.
3
Is there a requirement for the radar to be 3D (bearing, range, altitude) or will a 2D (bearing, range) system meet requirements?
A 2D radar is the requirement: not 3D.
4
Item 1.2 indicates the bidding contractor will furnish and install the tower, radar and radome and there are no specifics provided for these items.
The specifics for the tower will be determined by the characteristics of the radar antenna it is expected to support and environmental requirements identified in the SOW. Bidders are expected to make the necessary teaming arrangements to address all requirements for the radar and tower in a single proposal.
5
Item 2.0 indicates there is an existing, above grade concrete slab (13' x 13' x 4' 6") the tower is to be mounted on. How is the tower to be connected to this slab? The size and reactions generated by the tower should determine the foundation needed to support the tower.
The slab for the tower was determined to be adequate for the requirements as addressed in the SOW.
6
Item 3.0 indicates the contractor is to certify the tower can withstand sustained wind to 45 mph and gusts to 100 mph. We do not see a reference to ANSI EIA Rev G design wind in the document provided and for Webb County, TX this is 90 mph wind minimum and 100 mph maximum plus .25" radial ice. The design wind loading for the tower along with dimensional information on what is being supported determines the size of the structure and the foundation needed to support it.
The requirement to certify the tower for specific wind conditions was determined by reviewing historical weather conditions for the area. For the slab consideration, see the government response to 2.0.
