SAMPLE TASK ORDER

PROPOSALS

Can the Government please clarify what is meant by "DoD-approved vendor solution" in VOLUME I – FACTOR 1:

SAMPLE TASK ORDER PROPOSALS (File Name: A23 - HR001125R0003 Solicitation 2025-03-28)? The requirement states that "the offeror shall provide their DoD-approved vendor solution and why it is selected for use for each sample task order" and must submit proof of DoD authorization (e.g., Authority to Operate letter or a point of contact for the Government Authorizing Official). Since this is a service-based contract where we propose solutions based on our approach, could the Government clarify whether this requirement applies to service offerings, and if so, how it should be interpreted?

The phrase "DoD-approved vendor solution" refers to any COTS, GOTS, or other technologies (hardware, software, or cloud-based services) the offeror proposes to utilize in performing the sample task orders. Offerors are not required to propose a vendor solution if their proposed approach does not involve utilizing any specific technologies. If a proposed approach relies on a specific technology, the offeror should identify the specific product or service and provide justification for its selection. In accordance with solicitation provision 52.212-1 additional information, Section I, "DoD-approved" in this context means the vendor solution is authorized for use on DoD networks and systems, which can be demonstrated by providing an ATO or equivalent documentation demonstrating the security posture of the proposed technology, or by providing a point of contact within the DoD organization responsible for authorizing the technology. If the proposed technology is still undergoing the authorization process, please provide the current authorization status and expected completion date. For Sample Task Order 1, in addition to the DoD-approved vendor solution, Offerors shall address how their proposed solution will ensure the website is compliant with all applicable requirements of the Risk Management Framework (RMF), as well as a proposed RMF implementation schedule. For Sample Task Order 2, in addition to the DoD-approved vendor solution, Offerors shall address how their proposed solution will address the structural load of the systems being installed.

Solicitation provision 52.212-1 additional information Section I has been updated to include this clarification.

004 Not Applicable General Solicitation Information Can the Government share an estimated volume of task orders (or average annual number of TOs) anticipated under this IDIQ?

While the Government anticipates a significant need for the services described in this IDIQ and expects multiple task orders to be awarded, we cannot provide a precise estimate of the number or volume of task orders. The actual number will depend on various factors, including evolving mission requirements, funding availability, and the nature of future research and development efforts. This IDIQ is designed to provide DARPA with a flexible mechanism to acquire IT services as needed, and the Government will issue task orders on a competitive basis as requirements arise.

INFORMATION SUPPORT

The PWS states that the contractor must utilize a TS/SCI/SAP facility per DOD Manual 5220.22-M. Should this facility be in place at time of proposal submission, or is it only required prior to the start of performance on a particular classified task order?

The TS/SCI/SAP facility is not required to be in place at the time of proposal submission. However, offerors must clearly demonstrate in their proposals their capability to obtain and operate such a facility prior to commencing work on any classified task order in accordance with solicitation provision 52.212-1 additional information, Section IV. Award of a base IDIQ contract does not guarantee the award of any classified task orders. Classified task orders will only be awarded to contractors who possess the necessary facilities and clearances at the time the task order is solicited.

070 14 Solicitation, Phase I Instructions – Volume I

On page 14 of the solicitation, it states:

“Additionally, the offeror shall provide their DoD-approved vendor solution and why it is selected for use for each sample task order. The offeror shall submit proof of DoD authorization (e.g., Authority to Operate letter or point of contact for Government Authorizing Official).”

Could the Government please clarify this requirement?

Specifically, is the Government seeking documentation of an existing Authority to Operate (ATO) for each proposed solution, or would a point of contact for the Government Authorizing Official suffice at the time of proposal submission?

Solicitation; I. Volume I - Factor 1:

Sample Task Order Proposals; (1) Technical Approach

"(1) Technical Approach" requires that the offeror provides their DoD-approved vendor solution and why it is selected for use for each sample task order. Sample Task Order 1 is for the design, development, testing, and deployment of a solution that does not currently exist.

As it's implied that the solution will be new development, a DoD ATO cannot exist; as the solution itself does not exist. Can the government elaborate on the intention of this requirement?

Is the expectation to provide a plan on how the offeror will achieve an ATO for the solution?"

For Sample Task Order 1, offerors should provide a comprehensive plan outlining how they will achieve an ATO for the newly developed solution. This plan should detail the security engineering processes that will be incorporated into the design and development phases, the planned security controls, the testing and assessment procedures that will be followed, and a realistic timeline for obtaining the ATO. In addition to the DoD-approved vendor solution, Offerors shall address how their proposed solution will ensure the website is compliant with all applicable requirements of the Risk Management Framework (RMF), as well as a proposed RMF implementation schedule. Solicitation provision 52.212-1 additional information Section I has been updated to include this clarification.

Solicitation; I. Volume I - Factor 1:

Sample Task Order Proposals; (1) Technical Approach

"(1) Technical Approach" requires that the offeror provides their DoD-approved vendor solution and why it is selected for use for each sample task order. Sample Task Order 2 is for the installation of a large format print device. Can the government elaborate on the intention of this requirement? Is the expectation that the offeror will provide a plan on how the offeror will achieve a new or modified ATO for the solution as part of device implementation?

For Sample Task Order 2, since the government is furnishing the printer, the contractor is not expected to obtain a new ATO or modify the existing one, unless explicitly required in the sample task order. The contractor should verify the existing ATO, adhere to its stipulations, and document any configuration changes that could impact security. Solicitation Attachment S04 has been updated with this clarification.

2 Attachment S04, 1.2 Task Order Background

Section 1.2 of Attachment S04 indicates that the offeror must ensure the printer meets the required specifications, however, the required specifications are not identified within the document. Is the expectation that the offeror will utilize the vendor-provided specifications for the Ricoh Pro C7210x/sx?

Solicitation Attachment S04 has been updated to clarify the required specifications.

3 Attachment S04, Section 4.0

Can the government please clarify the specific model of the Ricoh Pro C7210 printer that should be assumed for Sample Task Order 2? There are differences between the two models that may affect our approach to maintenance, training, and security requirements. For example, the SX model includes a scanning capability that may require additional security controls versus the X model with only printing capabilities.

While the task order description primarily focuses on printing capabilities, Section 4.0 explicitly states that the government will furnish the Ricoh Pro C7210x/sx. This should be interpreted as the furnished model will have both print and scan capabilities (SX model). Solicitation Attachment S04 has been updated to clarify the printer model.

3 Attachment S03, Section 1.3

The objectives for Sample Task Order 1 include "Development of a fact-checking and referencing system that can verify the accuracy of AI-generated content, including the use of external datasets and knowledge graphs." Can the government please clarify the intention behind this objective. The development of such a system seems beyond the scope of the task order and would likely take longer than the 24-week period of performance.

The objective of developing a fact-checking and referencing system for AI-generated content, as described in Sample Task Order 1, is to deliver a functional system that can be integrated into the challenge website within the 24-week period of performance.

14 RFP, Page 14, Section (g)

Can the government please confirm that the response for Sample Task Order one includes 5 pages for the technical approach plus an additional 5 pages for the PWS for a total of 10 pages?

The 5-page limit per task order proposal is separate from the 5-page limit for the Sample Task Order 1 Performance Work Statement.

3 Section 4.0: Government Furnished Information/Equipment

Section 4.0 identifies the Ricoh Pro C7210x/sx as the large format visual media systems printer. Both devices may include numerous paper handling, finishing, and controller options that increase the physical dimensions of the device and enhance the device's capabilities . Can you government specify if any of these options will be included with the government furnished equipment?

While the task order description primarily focuses on printing capabilities, Section 4.0 explicitly states that the government will furnish the Ricoh Pro C7210x/sx. This should be interpreted as the furnished model will have both print and scan capabilities (SX model). Solicitation Attachment S04 has been updated to clarify the printer model.

078 14 Solicitation, Phase I Instructions – Volume I

Could the Government please clarify if DARPA is seeking vendors to provide only DoD approved solutions for the Sample Task Orders?

079 14 Solicitation section I3 Can the government please confirm that the S03 PWS must be submitted, but it will not be evaluated for acceptability?

080 16 Solicitation section II Will the government provide a second opportunity for Q&A after the Phase 1 evaluations for those eligible for Phase II.

No, the government does not anticipate a second formal Q&A opportunity after the Phase 1 evaluations.

081 17 Solicitation section V Will the oral presentations be conducted onsite at DARPA? Oral presentations will be conducted virtually.

082 17 Solicitation section V Will the video teleconference oral presentations be allowed? Oral presentations will be conducted virtually.

083 18 Solicitation section VII Do all three (3) past performance reference need to be from the small business prime?

Section VII of solicitation provision 52.212-1 additional information has been updated to clarify past performance examples between proposed prime and subcontractors.

084 18 Solicitation section VII Will the past performance of subcontractor teammates be evaluated the same as the prime's past performance?

Per solicitation provision FAR 52.212-2, Factor 5 will be rated on an Acceptable/Unacceptable basis. Factor 5 includes the evaluation of both prime and subcontractor past performance. There will not be separate ratings for prime past performance and subcontractor past performance.

085 18 Solicitation section VII

Can the government better clarify "similar in size to Department of Defense 4th Estate Agencies"? Is the size reference to the number of total supported end users, dollar value spend, or some other criteria?

Offerors proposals shall explain how the past performance examples are similar in size to Department of Defense 4th Estate Agencies. Solicitation provision 52.212-1 additional information has been updated with this clarification.

086 18 Solicitation section VII How will the government evaluate "risk of unsuccessful performance"? See solicitation Basis for Award section for basis for award information for Factor 5.

087 20 Solicitation section bV

In accordance with the final sentence of Factor 5, will the government confirm that offers that do not submit past performance will be rated Acceptable?

Lack of submission of past performance is not the same as an offeror without a record of relevant past performance.
